SUBJECT: JCFA Approval - SJUSD CFD 2024-1
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 4068, approving the Joint Community Facilities Agreement as to form between San Jacinto Unified School District, Eastern Municipal Water District, Lennar Homes of California, LLC, and KL LB BUY 4, LLC for San Jacinto Unified School District Community Facilities District No. 2024-1.
DISCUSSION:
San Jacinto Unified School District (SJUSD) has formed Community Facilities District (CFD) No. 2024-1 pursuant to the provisions of the Mello-Roos Community Facilities Act of 1982. The Board of Trustees for SJUSD approved the Resolution of Intention for CFD No. 2024-1 on August 8, 2024, and the Resolution of Formation on September 12, 2024. This project is planned for 181 single-family homes within Tract No. 38202. The CFD is located in the City of San Jacinto, east of Lyon Avenue, south of De Anza Drive, west of Palm Avenue, and north of Cottonwood Avenue, as depicted on the attached Boundary Map (Exhibit A).
The property owners, Lennar Homes of California, LLC (Lennar), along with SJUSD, have requested the City of San Jacinto (City) enter into a Joint Community Facilities Agreement with SJUSD relating to SJUSD CFD No. 2024-1. Lennar is the owner and developer of the property within the CFD boundary.
The CFD will comply with the City’s land-secured financing policy, such that the overall effective tax rate will not exceed two percent at the time of bond issuance. The CFD will finance SJUSD fees, City development impact fees, and EMWD facility costs in lieu of fees. The City will own and operate the City fee facilities financed through this CFD. In addition, SJUSD agrees that they will not place the City’s name on the property tax roll for any property tax bills within CFD No. 2024-1.
Resolution No. 4068 (Exhibit B) approving the Joint Community Facilities Agreement (Exhibit C), as to form, will authorize the Mayor and the City Clerk to execute and deliver the Joint Community Facilities Agreement.
FISCAL IMPACT:
