TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: 3-Week Road Closure at the Intersection of Marilyn Drive and Estrella RECOMMENDATION:
Staff recommends that the City Council approve a 3-week closure at the intersection of Marilyn Drive and Estrella Street for the construction of the Line G-3 storm drain improvements.
DISCUSSION:
While undergoing a major infrastructure project to complete the storm drain improvements to install Line G-3, staff recommends a closure of the intersection of Marilyn Drive and Estrella Street.
Tract 38202 is a 181-lot single-family development located on the east side of Lyon Avenue and approximately 600 feet north of Cottonwood Avenue that is currently under construction by Lennar Homes (“Developer”). The Storm Drain Improvement Plan for Line G-3 is currently under review by the Engineering Department and is near approval. Line G-3 currently runs along the west side of Marilyn Drive and ends before reaching Estrella Street. Consistent with the Master Storm Drain Plan, the Developer is proposing to tie into existing Line G-3, installing a 90-degree bend west, then continuing the improvements in the westerly direction from the Marilyn Drive and Estrella Street intersection. An encroachment permit application to perform the work has been submitted for Engineering’s review. As part of the application, the Developer has furnished the attached traffic control and detour plan. Final details of the traffic control plan will be approved prior to the issuance of the associated encroachment permit, ENCR24-00285.
The Developer intends to complete the work over a 3-week period. Due to safety concerns and the impact on traffic through the Marilyn Drive and Estrella Street intersection, Engineering recommends closing the intersection for the duration of this work. The dates of the closure would be determined after approval by the City Council, subject to weather and project progress.
Electronic message boards would be placed on Marilyn Drive, Estrella Street, and the surrounding streets approaching the work area to provide motorists with advanced warning for the impending closure for a minimum of seven days prior to the start of construction. Once construction begins, depending on which direction a motorist would approach the intersection, a detour will route motorists around the work area. All driveways for the surrounding community should remain open. The contractor would coordinate with neighboring residential property owners directly if there is a potential need for any driveway closures.
The contractor shall notify all emergency services, street sweeping, trash pickup companies, school district(s), and post offices prior to road closure.
Engineering recommends that the Council approve the road closure.
