TO: City Council
REQUESTED BY: Erika Gomez, Finance Director
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: LLPD1 Resolution 4073 - Initiation Annual Assessments FY 25-26 RECOMMENDATION:
Staff recommends that the City Council approve and adopt Resolution No. 4073, a Resolution of Initiation ordering the District Engineer to prepare and file a report related to the maintenance of public improvements in the City of San Jacinto, LLPD No. 1, for the FY 2025-2026 Property Tax Roll.
BACKGROUND:
The City of San Jacinto contracts with the Assessment District Engineering firm NBS, which serves as the City’s Assessment District Engineer. The Assessment District is divided into five zones, with assessments involving over 9,000 individual parcels. Assessments are calculated annually, and charges are set directly relating to the property assessed.
A Resolution of Initiation sets the assessment procedure in action for the FY 2025-2026 tax roll to be adopted on or about June 17, 2025. No new parcels are being annexed into LLPD No. 1, with the exception of those tracts or APNs already conditioned to join or infill projects in the older areas.
Staff will present, when available, the Engineer’s Report for approval and set a public hearing date for any public input at a subsequent meeting. After public input, City Council may then adopt a Resolution confirming the diagram and assessments and authorizing the annual levy of assessments in LLPD No. 1.
LLPD No. 1 is a pre-Proposition 218 District that has no cost escalation clause. The maximum assessment cannot be increased without approval by the property owners.
The attached Resolution initiates work on the annual Assessment District levy required by California Streets and Highways Code, Section 22622.
