TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Establish Speed Zones Citywide
RECOMMENDATION:
Staff recommends that the City Council conduct the second reading and adopt Ordinance No. 25-03:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO, CALIFORNIA ADDING CHAPTER 10.32 TO TITLE 10
OF THE SAN JACINTO MUNICIPAL CODE RELATING TO
MAXIMUM SPEED LIMITS ON SPECIFIED STREETS
DISCUSSION:
Ordinance No. 25-03 was first introduced at the duly noticed regular meeting of the San Jacinto City Council on May 6, 2025.
The City of San Jacinto Municipal Code does not currently have established speed limits for any streets within the City of San Jacinto. Speed limits established in the municipal code are necessary to most appropriately facilitate the orderly movement of traffic and are reasonable and safe on the respective streets as specified therein.
STC Traffic, Inc. conducted an engineering and traffic survey, entitled “City of San Jacinto Engineering and Traffic Survey for Speed Limits”, which assessed street segments within the City. The City of San Jacinto Engineering and Traffic Survey for Speed Limits provides recommendations for speed limits that would facilitate the orderly movement of vehicular traffic on the identified street segments and would promote public health, safety, and welfare.
Ordinance No. 25-03 would effectuate the speed limits of the streets studied in the City of San Jacinto Engineering and Traffic Survey.
FISCAL IMPACT:
There is an estimated fiscal impact of $9,600 for the installation of new speed limit signs, removal of obsolete speed limit signs, and removal and replacement of pavement markings to match new posted speed limits. The cost of purchasing new speed limit signs and posts is estimated at $4,600, and installation will be completed by the Streets Department. The removal and replacement of the pavement marking will be outsourced at an estimated cost of $5,000.
Appropriation will be requested in the proposed FY 25/26 budget.
