TO: City Council
REQUESTED BY: Mathew Osborn, Superintendent
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Appropriation of Additional Funds for Maintenance and Rehabilitation of the Lake Park Well
RECOMMENDATION:
Staff recommends that the City Council appropriate $600,259 from the Water Enterprise Fund’s unrestricted net position to fund the maintenance and rehabilitation of the City’s Lake Park Well for FY24/25.
DISCUSSION:
The City of San Jacinto operates three active groundwater wells as part of its municipal water supply system. Among these, the Lake Park Well has historically been the City's highestproducing source, playing a vital role in meeting daily water demands, especially during the summer months.
The Lake Park Well was scheduled for routine maintenance in December 2025, and associated costs were planned for inclusion in the Fiscal Year 2025–2026 budget. However, on May 26, 2025, the well experienced a significant mechanical failure. Following the incident, the City’s contracted well maintenance provider, Layne Christensen, was dispatched to assess the well’s condition.
Upon inspection, through pump removal and a video survey of the well casing, it was found that both the pump and a section of the well casing had failed. These failures led to decreased water production and the presence of sand in the discharge, indicating damage that must be addressed before regular use can resume.
Given the importance of the Lake Park Well to the City’s water system, timely action is needed to restore the well to operational condition. The proposal from Layne Christensen outlines a comprehensive scope of work, including Removal and replacement of the damaged pump assembly, rehabilitation and repair of the affected well casing, sand intrusion mitigation, well redevelopment, reinstallation of equipment, and testing to restore full production capacity. The total cost of the proposed maintenance and rehabilitation is $600,259.
Although the well maintenance was originally scheduled for later in the year, moving forward with the work now allows the City to maintain adequate water supply capacity through the peak usage season. This proactive approach avoids future disruptions and eliminates the need to rebudget the same funds during the upcoming fiscal year.
The failure of key components at the Lake Park Well presents a clear operational need to move forward with scheduled maintenance work sooner than anticipated. Appropriating the necessary funds currently ensures continued water system reliability. Staff recommends approval of the proposed appropriation and authorization to proceed with the maintenance and rehabilitation work.
FISCAL IMPACT:
The proposed expenditure of $600,259 will be funded through the Water Enterprise Fund’s unrestricted net position, which has sufficient available resources to cover this cost. This will have no effect on the General Fund.
