TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Funding Agreement for Warren Road Minor Drainage Improvement Project (SJ-507) (CIP# 24-002)
RECOMMENDATION:
Staff recommends that the City Council approve the attached funding agreement between Riverside County Flood Control District and the City of San Jacinto for the Warren Road Minor Drainage Improvement Project (SJ-507) (CIP# 24-002); and authorize the City Manager to execute the agreements.
BACKGROUND:
KB Home Coastal Inc. previously entered into an agreement with the City of San Jacinto to provide a fair share contribution of $162,500 in lieu of constructing drainage improvements as a part of their conditions of approval. Riverside County Flood Control and Water Conservation District (RCFCD) agreed to fund the remaining cost of the drainage channel construction.
On January 7, 2025, the City Council awarded the construction contract for the City’s Warren Road Minor Drainage Improvement Project to Wright Construction Engineering, the lowest responsible bidder, in the amount of $331,750.00. Additionally, the City Council allocated $49,762.50 for contingencies and $43,127.50 for administration, inspection, and testing for the project. The City had previously spent $36,465 in design costs for the project. At the time, staff told the Council that a reimbursement agreement with RCFCD was forthcoming.
To bridge the funding gap until the RCFCD reimbursement agreement is executed, on March 4, 2025, City Council temporarily appropriated $298,605 from Fund 39, Flood Control, to fully fund the project until the RCFCD reimbursement agreement is executed.
DISCUSSION:
Through coordination with the City, RCFCD has prepared an agreement for the reimbursement of the funds spent by the City towards the design and construction of the Warren Road Minor Drainage Improvement Project (SJ-507) (CIP# 24-002). The reimbursement agreement prepared by RCFCD is for a total of $298,605, which would cover the money the City spent toward the project.
The construction of the Warren Road Minor Drainage Improvement Project has been completed.
Staff recommends that the City Council approve the agreement and authorize the City Manager to execute it. Upon approval, the City will be reimbursed $298,605, which supplements the $162,500 previously contributed by KB Home Coastal Inc.
FISCAL IMPACT:
Approval of this item will allow the City to be reimbursed $298,605, which was appropriated from Fund 39, Flood Control, as a temporary solution to fund the construction, construction contingencies, administration, and inspection.
