TO: City Council
REQUESTED BY: Erika Gomez, Finance Director
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: LLPD1 FY 25-26 Annual Levy - Resolution 4079
RECOMMENDATION:

Staff recommends that the City Council approve and adopt Resolution No. 4079, confirming a diagram and assessment and levying the assessment for Landscaping, Lighting, and Park District No. 1 for FY 2025-2026.

DISCUSSION:

On June 3, 2025, the City Council adopted a Resolution declaring its intention to levy and collect assessments within Landscaping, Lighting, and Park District No. 1 (the District) for FY 2025- 2026, accepting the Engineer’s Report (the “report”), and giving notice and setting the time and place of the public hearing of the proposed assessment.

The public hearing was duly noticed, and the Resolution of Intent was published, setting the public hearing for Tuesday, June 17, 2025, at 6:30 p.m.

The report proposes to charge assessable properties within the District the maximum allowable assessment. However, the maximum allowable assessment is insufficient to cover the full cost of the current service level provided to the District; therefore, the FY 2025-2026 budget contains a subsidy from the General Fund to cover costs.

The assessment will be placed on the property owner’s tax bill for FY 2025-2026, payable with the ad valorem tax bill in two installments due on November 1, 2025 (delinquent December 10, 2025) and February 1, 2026 (delinquent April 10, 2026).

The adoption of this Resolution is required annually to continue the levy assessment of the District and to authorize its collection with the annual general levy secured property tax roll.

FISCAL IMPACT:

The levy is anticipated to generate approximately $657,094, which is insufficient to fund the budgeted expenditures of the District. Staff has estimated a budget subsidy of approximately $2,054,987 from the General Fund to make up the District shortfall.
