TO: City Council
REQUESTED BY: Erika Gomez, Finance Director
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: AD 2003-1 Reso 4077 Annual Levy FY 24-26
RECOMMENDATION:
Staff recommends that the City Council approve and adopt Resolution No. 4077, confirming a diagram and assessment, and levying the assessment for Assessment District 2003-1 for FY 2025-2026.
BACKGROUND:
Assessment District 2003-1 is divided among 39 zones subject to assessments. The District Engineer’s report is presented as part of the resolution to confirm the Diagram and Levy an Assessment for Fiscal Year 2025-2026. A copy of the Engineer’s report is included for reference.
This is the nineteenth year that assessments will be levied in Assessment District 2003-1. The Engineer’s Report for FY 2025-2026 proposes assessments of approximately $1,393,137 in 30 zones and approximately 3,855 parcels.
Only properties with estimated special benefits, including an initial operating reserve set up, are being assessed to the property owners in FY 2025-2026. Therefore, not all parcels and zones annexed into Assessment District 2003-1 are being assessed either fully or partially in FY 2025- 2026.
Assessment District 2003-1 is a post-Proposition 218 district. Every year, the maximum assessment rate is increased by the December Engineer News-Record Construction Cost Index for Los Angeles, not to exceed 6.0%, but the actual assessment levies are based on the actual costs incurred up to the maximum assessment amount.
FISCAL IMPACT:
Assessment District 2003-1 would levy and potentially receive $1,393,137 in Assessment District 2003-1 property assessments, which would offset the costs of maintaining the street, road, and highway improvements.
