TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: 5-Day Road Closure on Hewitt Street and Evans Street RECOMMENDATION:

Staff recommends that the City Council approve a 5-day road closure at the intersection of Hewitt
Street and Evans Street for the construction of water conveyance and street improvements in East Evans Street and Hewitt Street.

DISCUSSION:

EMWD is constructing its Hewitt and Evans Groundwater Treatment Facility, located on the northwest corner of South Hewitt Street and East Evans Street in the City of San Jacinto (City).

The treatment facility improvement will enhance the dependability of the City’s water supply by increasing its water supply portfolio. EMWD contractor (Pacific Hydro) already has an encroachment permit. Due to the unforeseen underground utility, they need to realign their facility, and as a result, they must change their traffic control plan. A revised traffic control and detour plan has been submitted and is under Engineering review.

The Contractor intends to complete the work over five (5) consecutive days. The proposed traffic control would temporarily limit the road capacity of East Evans Street and Hewitt Street. Due to safety concerns and the impact on traffic flow along East Evans Street and Hewitt Street, Engineering recommends closing East Evans Street and Hewitt Street from Monday, July 28th, 2025, through Friday, August 1, 2025.

Message boards will be placed on East Evans Street and Hewitt Street and the surrounding streets approaching the work area to provide motorists with advanced warning for the impending closure for 7 days prior to the start of construction. Detour signage will direct motorists to Shaver Street and East Esplanade Avenue based on their approach to the intersection.

The contractor shall notify all emergency services, street sweeping, trash pickup companies, school district(s), and post offices prior to road closure.

Engineering recommends that the Council approve the road closure.

FISCAL IMPACT:
