Mayor Valerie Vandever called the regular meeting to order at 6:30 p.m.

City Clerk Julia Espinoza conducted the roll call:
Present: Mayor Valerie Vandever, Mayor Pro Tem Alonso Ledezma, Councilmember Crystal Ruiz, and Councilmember Clarisa Sanchez
Absent: Councilmember Phil Ayala
M/S/C (Ledezma/Sanchez) approve of the absence of Councilmember Ayala. Motion carried 4/0.

Nays: None

3.A.2. Report of City-Wide User Fee Increase/Finance/Approved
3.A.3. City Net Agreement Renewal for Street Outreach and Emergency Shelter/City Manager/Approved
3.A.4. Interim CEO Services for California Choice Energy Authority/City Manager/Approved
3.A.5. Professional Services Agreement with Deveau Burr Group, LLC for Government Affairs and Legislative Advocacy Services/City Manager/Approved
3.A.6. City Manager Salary Adjustment/City Attorney/Approved City Attorney Craig Hayes made an oral report per Government Code 5493 that Item 3.A.6. recommends that the council authorize a 4% annual adjustment to the City Manager’s base salary, along with a yearly cost-of-living adjustment of 5% and approve a contract amendment effective July 1, 2025.
M/S/C (Ruiz/Ledezma) moved to approve the consent calendar. Motion carried 4/0.

With no further business before the City Council, Mayor Vandever adjourned the meeting at 7:08 p.m. in honor of the two Idaho firefighters, Battalion Chiefs John Morrison and Frank J. Harwood, who lost their lives after being ambushed.
