This City Council meeting is being conducted in-person and will be broadcast utilizing Livestream video. The City Council meeting may be observed virtually by joining the link on the City’s website.
Public Comments will only be accepted in person during the meeting or in writing to the City Clerk. Participants viewing the Livestream will not have a comment option.
For those wishing to email public comments for the August 5, 2025, City Council meeting, please submit your comments to be read aloud at the meeting by the City Clerk. Email comments to [email protected]. Please put “PUBLIC COMMENT” in the email subject line.
Email comments on matters not on the agenda must be received before the time the Mayor calls the item for Public Comments. Email comments on the agenda items must be received before the time the Mayor closes public comments on the agenda item. All email comments shall be subject to the same rules as would otherwise govern speaker comments at the Council meeting.
Electronic comments on agenda items for August 5, 2025, may only be submitted via email.
Comments via text and social media (Facebook, Twitter, etc.) will not be accepted.
Reading of Public Comments: The City Clerk will read all email comments, provided that the reading shall not exceed three (3) minutes, or such other time as the Council may provide, consistent with the time limit for speakers at a Council meeting. The email comments submitted shall become part of the record of the Council meeting.

RECOMMENDATION:
Staff recommends that the City Council conduct the second reading and approve Ordinance No. 25-06, Authorizing the Levy of Special Taxes of Community Facilities District No. 2020-1:

3.A.8. Award of Contract for Construction Management for the Grand Treatment Plant and Equipping of the Grand Well
RECOMMENDATION:
Staff recommends that the City Council:
1. Award a contract for Construction Management Services for the Grand Treatment Plant and Equipping of the Grand Well to Civiltec Engineering, Inc., in the amount of $648,500 with an additional 10% contingency for a total cost of $713,350; and
2. Authorize the City Manager to execute the agreement and any related documents necessary to complete the project; and
3. Reject all other bids.
