TO: City Council
REQUESTED BY: Mathew Osborn, Superintendent
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Award of Contract for Construction Management for the Grand Treatment Plant and Grand Well
RECOMMENDATION:

Staff recommends that the City Council:

1. Award a contract for Construction Management Services for the Grand Treatment Plant and Equipping of the Grand Well to Civiltec Engineering, Inc., in the amount of $648,500 with an additional 10% contingency for a total cost of $713,350; and

2. Authorize the City Manager to execute the agreement and any related documents necessary to complete the project; and

3. Reject all other bids.

BACKGROUND:

The Grand Treatment Plant and Equipping of the Grand Well is a major Capital Improvement Project aimed at strengthening the City's potable water production capacity, ensuring regulatory compliance, and enhancing local water supply reliability.

On December 5, 2023, the City Council awarded a professional services agreement to Civiltec Engineering, Inc. for the design of the Grand Treatment Plant and the equipping of the Grand Well. Civiltec completed the design in January 2025.

Following the design phase, the City released a Request for Proposals (RFP) for construction services via PlanetBids on February 3, 2025, and subsequently awarded the construction contract to Pacific Hydrotech at the April 15, 2025, City Council meeting.

To ensure strong project oversight, on June 25, 2025, the City issued an RFP seeking qualified firms to provide Construction Management (CM) Services for the construction phase. Three proposals were received—from Civiltec Engineering, HOCH Consulting, and MNS Engineers.

Proposals were evaluated based on qualifications, project understanding, experience, scheduling approach, and cost. After careful review and scoring, Civiltec was identified as the highestranked firm and best overall fit for the project.

EVALUATION & SELECTION PROCESS:

Staff evaluated all proposals using a qualifications-based scoring matrix as outlined in the RFP.

Each firm was assessed on:
• Understanding of the Project
• Experience with Similar Projects
• Schedule and Management Tools
• Qualifications of Key Personnel
• Cost Proposal
Each category was rated on a 1 to 3 scale, with 3 being the highest possible score. While cost was considered, the overall evaluation focused on value, relevance of experience, and demonstrated capacity to support a complex potable water treatment project.

Civiltec Engineering ranked highest overall and submitted the lowest cost proposal.

Key Evaluation Highlights:
• Project Familiarity: Civiltec has been engaged with the project since inception. Their direct role in designing the Grand Treatment Plant provides them with an unparalleled understanding of the project scope, regulatory constraints, and construction sequencing. • Relevant Experience: Civiltec is the only proposer to reference three recent potable water treatment plant projects involving well equipping and advanced treatment systems, including the City’s own Bath Well project.
• Schedule & Tools: Civiltec outlined a detailed scheduling approach using tools such as Procore, Microsoft Project, and Bluebeam, and demonstrated proven success in managing complex timelines and construction phasing.
• Key Personnel: Their proposed team includes senior engineers and field observers with extensive treatment plant, electrical, structural, and well construction experience. • Fee: Civiltec’s proposal of $648,494 was the lowest submitted and offers the best value to the City.
(Comparative Fees: HOCH – $910,736; MNS – $666,946)
FISCAL IMPACT:

Approval of this item has no impact on the General Fund. Sufficient appropriation has been included in the FY 25/26 Budget under 199-9999-425.40-01 CIP #22-010.
