HOCH CONSULTING | Construction Management Services for Construction of Grand Treatment Plant & Equipping of the Grand Well 19 C.
PROPOSED METHOD TO
ACCOMPLISH THE WORK
Describe the technical and management approach to providing the Services to the City. Proposer should take into account the scope of the Project, goals of the City, and general functions required. Include a draft schedule of tasks, milestones, and deliverables that will provide for timely provision of the Project. In reviewing the scope of work, the Proposer may identify additional necessary tasks and is invited to bring these to the City’s attention within the discussion of its proposed method to accomplish the Project.
PROJECT UNDERSTANDING
Hoch has conducted a detailed review of the contract documents and is fully prepared to deliver comprehensive construction management and inspection services for the City of San Jacinto. We recognize that process plant projects, especially those involving both new facilities and modifications to existing infrastructure, require not only technical expertise but also strong communication, proactive coordination, and adaptive problem-solving to ensure successful delivery.
Based on our review, the project includes significant new infrastructure and equipment, including:
• Well pump with solid-state starter
• Bulk sodium hypochlorite storage with associated metering pumps • Steel decanter tank
• Full iron and manganese (I&M) treatment system
• Backup diesel generator with automatic transfer switch • Treatment building and chemical storage facility
• Associated site improvements
In addition to these new components, the project also involves targeted modifications to existing facilities, including:
• Electrical supply updates for three existing pumps
• Temporary relocation of the backup diesel generator
• Modifications to existing piping on the water reservoir tank • Improvements to the existing sludge drying pit
Upon completion, the project will result in a standalone source of potable water treated to remove iron and manganese (I&M), delivering long-term value and reliability to the City.
We understand that the City is providing specific treatment equipment, which will be installed by the contractor. City-supplied equipment includes the I&M treatment system, iron and manganese filters, backwash and return pumps, a chemical storage tank with metering pumps, and the decant tank with associated mixing and handling systems. All remaining major equipment will be furnished and installed by the contractor.
The construction contract has been awarded to Pacific Hydrotech Corporation (Pac Hydro), who has already received a Notice to Proceed and submitted a baseline construction schedule. Submittal activity is also underway. Notably, the Engineer of Record (Civiltec Engineering, Inc.) will not be performing technical reviews of submittals or RFIs. This responsibility will require a proactive, experienced CM team to coordinate closely with the contractor, manufacturer, and City to maintain progress and address issues efficiently.

PROPOSED METHOD TO ACCOMPLISH THE WORK
APPROACH TO THE PROJECT
Through our experience on treatment and equipping projects, we’ve learned that three elements are critical to project success: a clear understanding of the project goals, the foresight to anticipate potential issues, and the expertise to manage unforeseen challenges with efficiency and control. As the City’s construction management and inspection partner, Hoch will represent the City throughout the duration of the project, leading daily coordination, field inspection, materials testing, schedule oversight, cost tracking, and project documentation. Our role is to guide the work with clarity and precision, ensuring a smooth and successful transition from construction to operation.
HOCH’S APPROACH TO CONSTRUCTION MANAGEMENT
CRITICAL SUCCESS FACTORS
Every project comes with its own set of challenges, and opportunities. At Hoch, we don’t treat success as a checklist. We approach each effort with intention, focusing on the specific elements that will drive results for the City. The following critical success factors shape how we manage both projects from day one. They guide how we plan, communicate, and respond in the field, and ultimately, how we deliver quality outcomes with confidence.
The success of these projects depends on a team that
understands the work, knows how to manage it, and
shows up ready to lead. Hoch brings a team with the right experience, technical skill, and field awareness to ensure both projects are delivered on time, on budget, and to the City’s standards.
We take a full-service approach, from managing
construction and coordinating inspections to verifying
as-builts, supporting environmental compliance, and
overseeing special inspections. Every piece is handled with care so the City can focus on outcomes, not oversight.

EFFECTIVE COMMUNICATION
Clear, consistent communication is one of the most important drivers of project success, especially when managing critical infrastructure projects.
Hoch understands how to lead that communication. As Construction Managers, we act as the central hub, coordinating between the City Council, Design Team, Operations staff, SCADA specialists, contractors, and other stakeholders. Our role is to ensure everyone stays aligned, issues are addressed early, and expectations are clear from start to finish.
We tailor communication to the situation, whether it’s in-person discussions, written updates, marked-up drawings, or quick phone calls to keep momentum going. We provide regular updates at key milestones and maintain open lines of communication throughout construction. It’s not just about keeping people informed, it’s about keeping the project on track.
RISK IDENTIFICATION & MITIGATION
The earlier risks are identified, the easier they are to manage.
At Hoch, we plan ahead to avoid surprises, reduce disruptions, and keep the project moving. As the Contractor for this Project has already been issued a Notice to Proceed, the identification of risks prior to commencing onsite work becomes more critical.
Our approach begins with a detailed review of the RFP,
bid documents, and addenda to pinpoint potential issues before construction begins onsite. We’ve already developed a preliminary list of risks and paired them with mitigation strategies, summarized in a draft risk matrix included in the appendix (page 29). This helps set the stage for smoother execution, fewer delays, and more predictable outcomes.
Throughout the project, we’ll continue to reassess and adapt.
Our team stays engaged in the field and responsive to changes, ensuring that both anticipated and emerging risks are handled with the right level of oversight and quick decision-making.
SCHEDULE & COST MANAGEMENT
Managing time and cost effectively is central to delivering both projects without disruption. Hoch brings the tools, experience, and discipline needed to maintain schedule
integrity and keep budgets in check.
SCHEDULE MANAGEMENT
Our team will coordinate with Pac Hydro to maintain and review detailed construction schedules, including lookahead planning and milestone tracking. We’ll review schedules at each construction progress meeting and
provide timely responses to RFIs, submittals, and changes to minimize schedule impacts.
Hoch uses industry-standard scheduling tools such as
MS Project and Primavera P6 to manage timelines from
preconstruction through closeout. We anticipate challenges like supply chain disruptions and proactively plan alternative sequences or “what-if” scenarios to keep work moving.
COST MANAGEMENT
Hoch takes a hands-on approach to budget management,
helping the City track cash flow, review cost impacts,
and maintain control of project finances. We provide
accurate cost tracking, change order analysis, and budget reconciliation throughout construction.
Our cost management approach starts with strategic
staffing. By assigning Cody Van de Vrugt as Assistant Resident Engineer, we are able to complete primary submittal and RFI reviews at a lower billing rate while maintaining technical accuracy. In addition, Michael Harrell’s multiple special inspection certifications allow us to minimize redundant site visits during concrete pours, masonry work, anchor bolt installations, and rebar placement.
Our experience working with owners and contractors
across Southern California means we understand how to
protect the City’s interests, ensuring the right work gets done at the right price, with no surprises.
PROPOSED METHOD TO ACCOMPLISH THE WORK
Smart risk planning
saves projects from:
• Cost Overruns: Avoidable issues can inflate
costs by up to 15%
• Schedule Delays: Poor risk control can add 3+
months
• Safety Incidents: Projects with weak planning
see 25% more incidents
With Hoch’s Approach:
• Risks are flagged early
• Delays and rework are minimized
• Field crews stay safer and projects stay
on track

PROPOSED METHOD TO ACCOMPLISH THE WORK
HOCH CONSULTING | Construction Management Services for Construction of Grand Treatment Plant & Equipping of the Grand Well 23
PROPOSED METHOD TO ACCOMPLISH THE WORK
Working in tandem our structured and proven approach centered around the Four Critical Success Factors, Hoch’s experienced team also brings technical qualifications and a plan to execute.
Mirroring the City’s Proposed Scope of Services (found in Exhibit “A” of the RFP), Hoch has developed a detailed scope of work to deliver construction management and observation services that align with the City’s priorities, maintain project momentum, and provide measurable value throughout both projects.
SCOPE OF WORK
TASK 1: COORDINATION
Immediately after the Construction Management
contract is awarded, Hoch will meet with the City to begin coordinating the project. During this initial City-Hoch coordination meeting, we will review the current status of the project including submittals received to-date,
any updates to the Pac Hydro generated construction
schedule, and any changes that were made/agreed to
that occurred after the Notice of Award or are otherwise not reflected in the Pre-Bid Addenda. It is also during this initial City-Hoch Coordination Meeting that we will confirm our understanding of the project objectives,
gather an understanding of the City’s concerns related
to the Project, and request contact information for the critical personnel at the City, Design Team, Contractor, and other stakeholders.
As the Project moves forward, Hoch’s field and office
personnel will spearhead coordination between the entire Project Team. We will proceed with keeping the interests of the City first while maintaining a professional and teamoriented relationship. Mirroring Hoch’s Critical Succes Factor No.2, our team will tailor our communications to the situation and Project Team Members to ensure the
work is coordinated properly.
TASK 2: DOCUMENT CONTROL
Hoch will manage all aspects of maintaining the Project documents and communications including but not limited
to field memoranda, transmittals, updated schedules,
logs of shop drawing and other submittals, request for
information (RFI) logs, change orders, progress payment requests, progress meeting reports, board presentations, daily reports, dates of utility service interruptions, and general progress correspondence.
As the Engineer of Record will not be reviewing technical submittals nor RFIs and the City has received submittals from Pac Hydro, particular emphasis will be placed by Hoch on this Task. To start, Hoch will establish login credentials for all project stakeholders for the document control software, Procore, so that all project documents can be consolidated and stored in one easy to access location.
Hoch will log, track, and review promptly submittals and RFIs promptly. Cody Van de vrugt, Hoch’s Assistant Resident Engineer, working in conjunction with Sol Sheikh and Adam Hoch will perform thorough reviews of all submittals and RFIs. Our team places focus on ensuring that the submitted information not only meets the contract document
requirements but also meets the overall design intent and project objectives. Furthermore, our team will coordinate with the City to ensure that submitted products are aligned with Operations and Maintenance team’s needs.
Similar to submittals and RFIs, Hoch will maintain a
comprehensive log of change orders, progress payment
requests, progress meetings, dates of utility outages, and other correspondences.
TASK 3: SPECIAL INSPECTIONS & MATERIAL TESTING
With Michael Harrell serving as the full-time onsite inspector, many of the required special inspections will be completed by him under Task 6. For any inspections and materials testing not self-performed by Hoch, we will partner with Atlas, a trusted firm known for high-quality special inspections, materials testing, and monitoring. As shown in the resumes for Atlas personnel, their inspectors have the experience, qualifications, and certifications to perform the following work:
• Compaction, geotechnical, and geologic testing
• Concrete material testing
• Certified welding inspection
• Concrete anchor and dowel installation
• Masonry/CMU material testing
As the prime consultant, Hoch will review Atlas’s reports and inform the Contractor if any work is unacceptable and needs correction. We will efficiently manage testing costs and track expenses related to Contractor rework.
At the end of the project, Hoch will provide a comprehensive Testing Closeout Report with all testing results in both hard copy and digital formats (PDF).
TASK 4: MEETINGS
Hoch will arrange and lead regular weekly meetings with the full project team (City, Designers, Special Consultants, and Contractor). These meetings shall be used to discuss and resolve issues related to the project and serve as a forum share mission-critical information. Prior to these meetings, Hoch will prepare and distribute agendas; After these meeting, Hoch will disseminate meeting minutes
within three days.
HOCH CONSULTING | Construction Management Services for Construction of Grand Treatment Plant & Equipping of the Grand Well 24
PROPOSED METHOD TO ACCOMPLISH THE WORK
In addition to the weekly progress meetings, Hoch will also coordinate and lead any targeted or specialized meetings that may be required. For this project, we propose having targeted meetings prior to any major planned outages, to resolve any issues on submittals for critical path materials, prior to the delivery of the City-supplied I&M Treatment System, to resolve any recurring encountered through
the course of construction, and prior to major milestones such as pre-startup and commissioning.
TASK 5: CONSTRUCTION SCHEDULE
Hoch will review and monitor the Contractor ’s schedule, notify the City of issues, and suggest resolutions. If delays occur, we will collaborate with Pac Hydro to develop a
recovery schedule and recommend corrective actions. Our team will use the construction schedule as it is intended:
As a tool to communicate and coordinate the work. We
will ensure that the construction schedules identify critical material deliveries, shutdowns, outages, and activities that will require high-level of effort coordination.
TASK 6: CONSTRUCTION OBSERVATION
Hoch, with our lead construction inspector Michael, will provide full-time onsite inspection and construction
observation while the Contractor is performing work
onsite. Michael will observe, document, and assess
the construction quality, ensuring it meets the contract documents and approved plans.
KEY RESPONSIBILITIES:
• Confirming Adherence: Hoch’s inspector will provide
oversight to ensure that work executed in the field is
done in accordance with approved submittals, project
plans, safety standards, applicable specifications,
permits, and other requirements such as cultural
resource mitigation measures.
• Reports & Logs: We will prepare daily reports detailing construction progress, personnel onsite, issues
encountered, directions given, and any changes to the
contract documents. Our inspector will also maintain
logs of verbal, text, email and telephone conversations as they relate to the project. In addition to daily reports, Hoch will prepare weekly executive summary reports.
• Photography: Our team will take at least eight photos each day to document the work. Each photo will be
annotated with a description and date, highlighting any changes, disputes, or additional work.
• Testing: We will coordinate with our subconsultant
(Atlas) to ensure that all special inspection and material testing is performed as required by the project
schedule. Michael Harrell, as a representative of Hoch, will observe and document the testing. After testing is complete, all associated reports will be reviewed and
stored for the project record.
• Punch Lists: During project closeout, Hoch will create and manage punch lists, coordinating their completion
with the Contractor.
TASK 7: ENVIRONMENTAL COMPLIANCE
As part of Michael Harrell’s daily inspection tasks, he will play a critical role in ensuring that the Project is constructed in compliance with all CEQA requirements and per the
approved SWPP Plan. Site conditions will be monitored to ensure that BMPs are in place, are in good working order, and are effective. Michael will immediately notify, coordinate corrections, and document any non-conformances with
the Project’s environmental requirements.
TASK 8: REPORTS & DOCUMENTATION
In addition to the daily reporting performed by our onsite inspector, as explained in Task 6 above, Hoch will also provide weekly and monthly reports to the City. When
Hoch submits our monthly invoicing to the City for services rendered under the Construction Management contract,
the invoice will be accompanied by a monthly report
that includes a summary of construction activities, work performed by Hoch, budget status, and overall project
schedule status.
TASK 9: CONTRACTOR PAY ESTIMATES
Immediately following the Pre-Construction Meeting,
Hoch will request and review Pac Hydro’s proposed Billing Schedule of Values (SOV). Once the SOV is found to be
acceptable by Hoch, our team will review the document
with the City to confirm acceptability and make any
modifications as required.
After the SOV has been established and agreed to, Hoch
will review and reconcile all Contractor pay requests with completed work, collaborate to address corrections,
and submit pay requests to the City. We will track and
log all Preliminary Notices and Stop Notices, notify the City of payment issues, and maintain detailed accounts
of pay requests.
TASK 10: CHANGE ORDERS & CLAIMS
Hoch will notify the City of all potential changes, investigate if the change has merit, and thoroughly document the
findings. If a change is warranted, we will independently evaluate costs, considering field conditions and market rates, and cross-reference with historical costs. We will present a complete PCO package to the City, summarizing the cause and cost breakdown, and assist in reviewing,
answering questions, and negotiating with the Contractor.
HOCH CONSULTING | Construction Management Services for Construction of Grand Treatment Plant & Equipping of the Grand Well 25
PROPOSED METHOD TO ACCOMPLISH THE WORK
The complete change order package will be assembled
according to City protocols and Hoch will assist in
presenting to City Council as required. For T&M work, our onsite inspector (Michael Harrell) will monitor progress and resolve discrepancies in the field.
Hoch approaches time extensions with the same level of
attentiveness, care, and scrutiny as cost-related impacts.
Time extensions as presented by the contractor in the form of a Time Impact Analysis (TIA) will be thoroughly vetted for completeness, accuracy, and any concurrent delays.
As our team will be reviewing and verifying PCOs as they are submitted by Pac Hydro, the City will remain informed of the overall financial status of the Project with up to date information. Knowing that not all potential changes in
construction are easily resolved nor immediately agreed to, Hoch will pro-actively meet with Pac Hydro to discuss, negotiate, and resolve changes. By taking this proactive approach to PCOs, it has been our experience that
disagreements are resolved prior to becoming claims.
TASK 11: START-UP, PRE-FINAL, & CONSTRUCTION
FINAL
In the months prior to substantial completion, Hoch will work with Pac Hydro and the City to develop and review
the start-up plan. From our experience, taking a proactive approach to start-up well in advance of the activities
themselves makes for a smoother running project.
In preparation for the start-up activities, our team will confirm that all required documentation for the equipment has been submitted and approved, all required preliminary inspections (i.e. loop checks, point-to-point, etc.) are completed, all Operation & Maintenance Manuals (O&Ms) have been
submitted and approved, and the required temporary
equipment necessary to facilitate the start-up are in place.
During the start-up activities, Hoch will be present to observe the work, coordinate with the City, confirm
conformance to the start-up plan & contract documents,
and document the activities.
TASK 12: NOTICE OF COMPLETION
After all construction work, start-up activities, and punch list items have been 100% completed, Hoch will prepare
and record the Project Notice of Completion (NOC).
Hoch will also be available to the City to assist with any presentations to City Council related to the NOC.
TASK 13: PROJECT CLOSE OUT
Hoch will oversee all close-out activities, including final reports, as-built drawing preparation, final accounting, and Change Order closure. We will ensure receipt of
manufacturer’s warranties, final O&Ms, and create a
cohesive project completion report.
ADDITIONAL TASKS PROPOSED BY HOCH
In addition to the tasks outlined in Exhibit “A” of the RFP, we have included the following additional services in our proposal, which we believe will provide added value to both the Project and the City. • As part of Task 11, Hoch will create, track, and
manage a working deficiencies list. We will start
this “working deficiencies list” as soon as onsite
work commences and will be readily available to all
parties. The purpose of this list is to identify missing components, outstanding construction items, and
verifications required. From our experience, the use
of a working deficiencies list not only ensures nothing “slips through the cracks” but also provides insight
to the contractor for the types of items that will be
identified during the punch list (see below).
• As part of Task 11, Hoch will also coordinate and perform a thorough final punch walk. The City, Design Team,
Operations, Contractor, and other Project stakeholders
will be encouraged to attend and participate in the
punch walk. During the walk itself, all items noted will be logged and documented by Hoch. Immediately after
the punch walk, a consolidated punch list with photos
of the items and references to contract documents will
be issued to all parties. Our field team will take lead on verifying that all punch list items are completed in accordance with the contract documents.
• Under Task 2, Hoch will maintain an independent set of as-built contract documents, including shop drawing
details, modifications to specifications, and locations of buried utilities for future maintenance. Additionally, throughout the construction phase, Hoch will inspect
the Contractor ’s as-built drawings, ensure compliance
with surveying information, and inform the City of the
adequacy these as-built records.
• Included Under Task 2, Hoch has incorporated the
level of effort to create a consolidated set of contract documents that incorporate all pre-bid addenda.
Additionally, Hoch will utilize the approved submittals for the City-supplied I&M Treatment System to overlay
the actual dimensions of the various I&M Treatment
equipment on the contract documents to ensure there
are no busts in the layout or dimensions. As identified in our Risk Matrix and from our past experience, the
City can be at financial and schedule risk when Citysupplied equipment does not align with the contract documents. Performing this overlay will give the
opportunity to make any adjustments to the contract
documents prior to onsite work commencing.

PROPOSED METHOD TO ACCOMPLISH THE WORK
TECHNICAL KNOWLEDGE & AVAILABLITY OF HOCH PERSONNEL
The Grand Treatment Plant and Equipping of the Grand Well Project entails many specialized components and equipment that are all required to work in conjunction with each other and the City’s existing systems. Paramount to the successful construction of this Project is having a knowledgeable and proactive Construction Management Team to steer the construction. This is where Hoch Consulting excels.
As evidenced by our past experience and the resumes of our proposed team, Hoch has the technical knowledge and past experience on similar types of construction projects to ensure that submittals are reviewed in detail, meet the intent of the design, and achieve the overall goals of the City.
The Project does have some unique elements in regards to the timing, the primary being that a contractor (Pac Hydro) has been issued a construction contract and that the Notice to Proceed has been issued. This means that the City must have a CM Team that is immediately ready and able to proceed with their work- which Hoch does. To demonstrate our team’s immediate and continuing availability to effectively service this Project, we have provided the table below to show the amount of time we are prepared to dedicate to the City.

APPENDIX
RISK PROCUREMENT EXISTING CONDITIONS COORDINATION & COMMUNICATION DESCRIPTION Long Lead Times: Estimated lead times for CMLC C200 Piping is 10 weeks, 18 weeks for magnetic flow meters, 20 weeks for vertical turbine pumps, and 26 weeks for electrical equipment.
Owner Furnished Equipment: Issues with City-supplied I&M Treatment System not being fabricated per approved drawings and/or not fitting in treatment building can have cost or schedule impacts to the project which the District may be liable for.
Unknown Utilities: In discussion with the City and as shown on contract drawings, there is little historical information on existing utilities within the Project site; Unknown utilities can have negative effects for the overall project.
Soil Conditions: Per Leighton Geotechnical Report, existing site has high variability in fill thickness and substantial (at least 6’) of new fill is recommended.
These soil conditions can require extra fill beyond original bid.
Planned Shutdowns: Tie-ins to existing piping & electrical have tight shutdown periods; Failure to reinstate systems directly effects City Operations.
Coordination with SCE: Project entails close coordination with SCE. Historically, SCE can be difficult to schedule and coordinate with. Failure to manage SCE can lead to project delays and frustration.
IMPACT Schedule / Budget Safety / Schedule / Cost / Operations Schedule / Budget / Operations
MITIGATION
STRATEGY
Submittal Review: For review of schedule critical material submittals, do a workshop with Hoch, Contractor, and Designer to expedite process and reduce frequency of resubmittals.
Material Procurement Options: Guide contractor on exploring procurement options such as using two or more material suppliers to reduce overall lead time. Perform workshops with designer(s) & contractor on substitutions when appropriate.
Dimension Overlay & Verification: Coordinate with I&M manufacturer for as-fabricated dimensions of all components that are part of the City-supplied system. Using the as-fabricated dimensions, overlay the components on the contract documents to ensure that all equipment fits and that all required clearances are achieved. This will be executed at the onset of the project so that any adjustments needed to equipment pads, walkways, etc. can be made prior to starting onsite construction.
Proper Potholing: Thoroughly review potholing plan when submitted and overlay on contract documents. When performing potholing, Hoch to ensure that the plan is followed and all potholes are well documented. When needed, Hoch to consult with City on authorizing additional potholes.
Support of Utilities: Ensure that the contractor ’s submitted plan to support utilities is consistent with contract documents and is achievable in the field.
Inspect and document that utilities are properly supported.
Diligent Monitoring of Fill Activities: Using our teaming partner, Atlas, and our ICC Certified Soils Inspector (Michael Harrell) closely monitor and document the existing soil conditions during excavation and quantities of all imported fill material. Actively quantify and document import/export volumes, identify existing soils that will need to be removed, and ensure any blending of native soils is performed per ASTM standards & contract documents.
Active Schedule Review: Thoroughly review + track Contractor ’s schedules for accuracy and completeness. Identify potential snags that would delay schedule and ensure they are incorporated into the schedule.
Clear & Consistent Communications: Actively communicate with the City and City’s Operations Staff on progress of project, answer questions from Operators, and communicate key activities such as shutdowns, tie-ins, and temporary traffic pattern changes.
Persistence: When communicating and requesting updates with SCE, the CM Team will be persistent and relentless. This means weekly emailed requests for updates, frequent checks of SCE portal, and more frequent coordination efforts (via phone, Teams, onsite meetings, email, etc.) when approaching delivery, onsite, or inspection dates.
