TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Capital Improvement Program Engineering Update RECOMMENDATION:
Staff recommends that the City Council receive and file an update of the City's Capital Improvement Program.
DISCUSSION:
The City's Capital Improvement Program (CIP) is an important mechanism for implementing the goals, policies, and recommendations of the General Plan. The city has a 5-year CIP that covers Fiscal Year (FY) 2025-26 through FY 2029-30. On August 27, 2025, the Planning Commission received a report on the CIP and found that the CIP was consistent with and conforms to the General Plan.
This presentation serves to update the Council on recently constructed CIP projects, planned projects for FY 25-26, and to highlight certain projects for later Fiscal Years OVERVIEW:
The purpose of the Capital Improvement Program (CIP) is to summarize the milestone activities for the five (5) year CIP, starting in FY 25/26 and ending FY 29/30. The CIP Program guide provides a general overview of the CIP by highlighting significant projects, CIP process improvements, accomplishments, and provides a preview of upcoming projects.
The City’s CIP is a compilation of Engineering’s improvement projects financed by City Council adopted funding source budgets. CIP projects provide improvements and/or expansions to the City’s existing infrastructure, assets, and systems. Projects are designed to enhance the overall quality of life, improve the public right of way and facilities, improve safety, and meet the goals of the City’s Circulation Element.
