TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: EMWD Reimbursement Agreement for San Jacinto Ave Safety Improvements Project (CIP# 21-005) (SJ-457)
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1. APPROVE a Reimbursement Agreement for the relocation of the EMWD Water and Appurtenances located within the limits of the San Jacinto Ave Safety Improvements Project
2. AUTHORIZE the City Manager to execute the Reimbursement Agreement with EMWD.
BACKGROUND:
The City of San Jacinto is designing a safety improvement project that will install over 1,600 linear feet of new sidewalk, 11 roadway lighting luminaires, and enhanced signage between Menlo Avenue and Commonwealth Avenue, directly improving pedestrian and vehicular safety.
The Project will reduce traffic-related hazards, promote ADA accessibility, and enhance the overall visual character of San Jacinto Avenue. The city has also acquired some right-of-way as part of the process to provide adequate space for the proposed improvements. This project will be funded through an HSIP grant administered through Caltrans, plus other funding sources.
DISCUSSION:
Eastern Municipal Water District (EMWD) owns water and sewer utilities that would conflict with the proposed project improvements. As a result of this, the San Jacinto Ave Safety Improvements Project’s design plans and bid items will include relocations of the EMWDowned water and sewer utilities. The relocation of the EMWD-owned water and sewer utilities is estimated to cost $31,000, as shown in the attached Reimbursement Agreement. The Reimbursement Agreement outlines the responsibilities of the City and EMWD. The City is responsible for the contract administration as part of the San Jacinto Ave Safety Improvements Project, and EMWD will reimburse the City for the water and sewer relocation, as well as provide inspection during the relocation process.
FISCAL IMPACT:
As part of this agreement, EMWD agrees to reimburse an estimated $31,000 to the City that can be used for the Hewitt Street Rehabilitation Project.
