TO: City Council
REQUESTED BY: Travis Randel, Deputy City Manager, Development Services APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: CDBG Advancement Authorization
RECOMMENDATION:

Staff recommends that the City Council Authorize the City Manager to submit a request to the Riverside County Department of Housing and Workforce Solutions (HWS) for the advancement of the FY26-27 Community Development Block Grant (CDBG) allocation for the Sallee Park Playground Improvement Project.

DISCUSSION:

The County of Riverside (County) receives CDBG funds as a qualified urban county under the U.S. Department of Housing and Urban Development’s (HUD) CDBG Program. The County, through the Department of Housing and Workforce Solutions (HWS), distributes the CDBG funds through its Urban County Program to cooperating cities like the City of San Jacinto.

The CDBG Program brings federal dollars to local communities for the purpose of assisting lowand moderate-income residents through public services, infrastructure improvements, economic development programs, and the elimination of slums and blight. Funds are allocated through a complex formula based in part on total population and the total number of low- and moderateincome households within each participating city.

At its December 5, 2023, meeting the City Council (Council) authorized the submission of an application to HWS for the Sallee Park Playground Improvement Project (Project). The Project consists of the removal of the existing playground equipment, the installation of new playground equipment, which will include inclusive and ADA features, the installation of pour and play, the installation of shade features, and the installation of an ADA compliant water fountain. This Project was approved and accepted by the County, and the allocated funding is currently $212,548.

The costs for this project were estimated in 2023; however, since then, projects in general have been impacted by inflation, and increases in construction and labor costs. The City recently reached out to two vendors at the request of the County, to get quotes on potential project costs, to support the advancement request. The first quote was in the amount of $315,850 and the second quote was in the amount of $388,902.46.

These amounts do not include contingency, construction management, inspection, or administrative costs. With such a substantial increase in the cost of the project, staff is requesting Council authorize a funding advancement request to the County to ensure the project can move forward as planned. With the rise in costs, additional funding is needed, and the amount of the advancement request is $217,300, which is the City’s expected allocation for the FY 26-27 CDBG cycle.

As part of the request, the City would continue to be a cooperating city and participate in the County’s Urban County Program during the next three-year cycle.

FISCAL IMPACT:

The project will be funded by the City’s CDBG allocation, which will also include the requested fund allocation advancement request. This project is not expected to have any impact on the General Fund, if the funding advancement moves forward.
