3 Project Understanding
and Approach
Project Understanding and Approach
In reviewing the City’s RFP, ERSC understands the City of San Jacinto (City) would like to construct a new interagency water connection (inter-tie) between the City and the Eastern Municipal Water District (EMWD, District). The inter-tie will be used exclusively for emergency purposes allowing the City to receive water from EMWD when needed.

The City requests that the inter-tie be
located on south side of East Main Street
approximately 640 feet west of the
intersection of Ramona Expressway. The
inter-tie shall be designed to connect to
the EMWD 12-inch ACP pipeline and serve
water to the City’s 16-inch PVC pipeline.

When completed, the new inter-tie will
provide a continuous supply of safe
drinking water at a flow rate of 1,200 gpm
to existing and future City customers.

ERSC understands that the inter-tie will
require a pressure reducing valve (PRV)
to drop the EMWD pressure of 92 psi
(1807 Pressure Zone) to the City pressure
of 40 psi (actual values will be confirmed
during preliminary design). Additionally,
the EMWD pressure that has a greater
static pressure and can serve the inter-tie
without a booster, is the 1807 Pressure
Zone served by the Park Hill Tank (S4213).

This limits the inter-tie location to the
southeast corner of the City’s Service Area
shown to the right.

The Request for Proposal indicated the preferred location for the Inter-tie to be on the south side of Main Street approximately 640 feet west of the intersection of Ramona Expressway. The City provided two potential locations at the mandatory job walk on 10/14/25, labeled Sites A1 and A2 on the exhibits below:

4 <Section Title> Project Understanding and Approach
ERSC’s cursory review of the utility records in the area noted the location of EMWD’s 12” ACP pipeline constructed in 1996, and the City’s 16” PVC pipeline constructed in 2004. In addition to the water pipelines, the City maintains an existing 8” gravity sewer and a 4’ wide storm drain channel that discharges onto Main Street. The preliminary alignment of the known facilities are shown below:

ERSC researched the last three water inter-ties that EMWD approved and expects that the District will require an above-grade assembly with the following appurtenances as depicted in the table below:

Item Description
6” Blowoffs To allow system flushing if needed
1” Air Valves Air Vacuum / Air Release Valves on high points 8” Butterfly Valves w/ Lockable Indicator Post for System Security 8” Pressure Reducing Valve Cla-Val Model 90-01 dropping the pressure from 90 to 40 psi 8” Victaulic Couplings To allow for disassembly for maintenance 8” Propeller Meter w/ acre foot register and 2,000 gpm facility maximum continuous flow 8” Check Valve to ensure that the inter-tie remains a one-way system The above grade assembly would require close to 16 feet to support meter accuracy and would likely be configured as shown in the detail provided on the bottom left.

A preliminary layout of the assembly indicates that Site A1 may be able to accommodate the inter-tie if the City is willing to cover a portion of the 4’ wide storm channel with steel plate for operator access. The proposed pipelines are shown in yellow on the exhibit provided on the bottom right.

ERSC and Water Resources Engineering
ERSC was founded on the premise of water and wastewater engineering services. Our firm’s first clients were local water agencies.

Many of those same agencies are still ERSC clients 29 years later. Our services in the water and wastewater disciplines have included not only design but also planning, construction management, inspection, permitting, and independent plan review for clients throughout the region. ERSC staff have successfully assisted water districts in designing and inspecting hundreds of water and wastewater projects within the past quarter century. Given our experience with water districts, ERSC maintains a thorough understanding of the standards and procedures and pertinent regulations and requirements of state and federal agencies and local utility purveyors.

Experience
MDP Line E-2 | Project Term: 2013 - 2018 | Contract Value: $234,869 ERSC contracted with the City of San Jacinto to prepare PS&E for MDP Lines E-2 and E-2A.

The City had experienced significant flooding along State Street. The drainage in this area had resulted in road closures due to the lack of improved storm drain infrastructure in the area. Following the completion of a feasibility study, ERSC advanced the Project to design for both lines along State Street and Esplanade Avenue to mitigate the drainage deficiencies. ERSC provided survey/mapping, hydrology reporting, agency coordination, potholing, and PS&E during the project.

San Jacinto Area MDP Lines H, H-2, H-3 | Project Term: 2012 - 2014 | Contract Value:
$117,136
The project included evaluation of the existing drainage facilities at the intersection of Ramona Expressway and State Street; to mitigate drainage deficiencies as required. It also includes Rational Method Hydrology using CivilDesign software to determine the 10- and 100-year storm runoff. The Hydraulic calculations for the proposed MDP facilities was performed utilizing Water Surface Profile Gradient (WSPG) program, latest version by CivilDesign. The design of these MDP facilities considered safe conveyance of the concentrated flows from the above intersection to the existing double 6-foot by 3.5-foot Reinforced Concrete Box (RCB) north of West Community College Drive at State Street, in San Jacinto, California.

The construction plans were developed to include a series of catch basins and connector pipes to intercept the surface runoff and to minimize flooding at the intersection of Ramona Expressway and State Street, an 8-foot wide by 4-foot high RCB across Ramona Expressway, a 36-inch RCP (MDP Line H-3) storm drain system along State Street, east of the intersection and a 48-inch RCP (MDP Line H-2) in State Street to convey flow to the proposed RCB at this intersection. The post design and construction services also included assisting the City with the construction management for completion of a successful project.

Redlands and Oleander Pipeline Replacement | Project Term: 2014 - 2018 | Contract Value: $152,363
Eastern Municipal Water District contracted with ERSC to facilitate the design of two water line replacements. The Redlands Avenue and Oleander Channel pipelines were approximately 50 years old and were experiencing numerous leaks requiring costly repairs and causing services interruptions to stakeholders.

Redlands Avenue replacement posed many challenges during the design phase. ERSC was to avoid utility conflicts, cross 148” and 156” MWD facilities, connect to existing 36” EMWD facilities providing a 12” CML&C jumper, connect to an existing KOA meter, all while offering uninterrupted service to customers. Issues were resolved by developing alternative alignments which satisfied the requirements of all affected agencies and stakeholders.

The Oleander Channel pipeline replacement was to be constructed within an RCWCFCD access road and was to avoid an existing warehouse property’s easement. The work required coordination with the City of Moreno Valley for connection to an existing 39” CML&C line and coordination with RCWCFCD for work within the access road.

For both projects, ERSC coordinated a project control strategy that was outlined and incorporated in the specifications. The project control strategy enables continued service to customers during construction.

Quail Valley Subarea 4 Sewerage Feasibility Study and Preliminary Design | Project Term:
2020 - 2021 | Contract Value: $613,640
In 2006, the Regional Water Quality Control Board and the County of Riverside enacted separate moratoriums on septic tanks in Quail Valley. These moratoriums are active and will not be lifted until sewer service is provided to Sub-Areas 4 and 9. Developed lots rely on individual septic systems for wastewater disposal and presents challenges to implementing a conventional gravity sewerage solution. ERSC is working with EMWD to provide sewer service to this area. ERSC’s staff are diligently evaluating multiple alternatives that satisfy the requirements of property owners, the District, and the funding sources/agencies with stake in the successful completion of the project. Upon completion, the project will recommend the most feasible alternative to provide sewer service to the area. Over 1,200 individual lots will need to be serviced by the future system which will include a combination of packaged lift stations, vacuum sewer systems, regional lift stations, and sewer conveyance gravity/force mains.

La Cresta Drive Sewer Extension | Project Term: 2019 | Contract Value: $7,000 ERSC was contracted to provide subject services relating to the Quail Valley Subarea 9, Phase 1 Sewer Project. The previous design terminated at the intersection of La Pina Drive and La Cresta Drive. Due to the availability of remaining construction funds, EMWD elected to extend the sewer approximately 600± LF northerly along La Cresta Drive to allow additional lots to connect to the new system. Work included a field septic system inventory and preliminary utility review, engineering sketch of the new sewer design, determining preliminary sewer lateral locations and alignments for occupied lots, and establishing locations for sewer lateral stubs to accommodate vacant lots.

Temporary II Lift Station
Soboba Casino started operating in 1995 and is in the process of upgrading their facility.

Based on an agreement between EMWD and the Soboba Band of Luiseño Indians (SBLI), the relocation and design of a new sewer system will account for the ultimate flows from existing and the future planned developments for Soboba Casino/Hotel. The existing sewage flows from the developments are directed to an existing lift station located north of the Soboba Country Club. The existing lift station then pumps the flow via an 8-inch force main crossing the San Jacinto River and Ramona Expressway and ultimately connecting to the City of San Jacinto’s 8-inch gravity sewer line. The existing lift station and the City of San Jacinto’s 8-inch sewer gravity pipeline lacks the capacity to accept and convey the ultimate flows.

ERSC was retained by SBLI to design a lift station capable of pumping the ultimate flows per the agreement between EMWD and SBLI. The lift station design is based on EMWD’s Small Sewage Lift Station Guidelines, Standards and Specifications. The hydraulic calculations were based on 520 GPM (Total Future Flow) and use of the existing 8-inch force main. The design incorporated EMWD drawings including a standby generator (E2A). Since the sewage flow is 520 GPM, ERSC utilized the wet well plans (M-1B) and wet well structural plans (S-1B). ERSC also prepared a site plan and a demolition plan. The lift station site is exposed to flooding during the rainy season. The site plan addressed the mitigation required to protect the site from flooding. Plans were submitted to EMWD for review and approval. The lift station is currently under construction.

Water and Sewer Relocation
The Soboba Band of Luiseno Indians are a sovereign nation located in the northeast corner of the San Jacinto Valley. The tribe owns and operates the growing Soboba Casino and looked to expand casino operations to be adjacent to their existing country club area. As a part of the casino design, it was determined that existing EMWD water and sewer lines would be destroyed by casino grading operations and increased capacity was required to allow increased flow.

ERSC was retained by the Tribe and Eastern Municipal Water District to facilitate the relocation of the 12” CML&C water line and the reconstruction of the 10” sewer line to a 15” gravity sewer line located on the site. The design was created in accordance to EMWD’s standards regarding size, materials, as the maintenance of the line is not to be assumed by the Tribe. The relocation of the waterline will connect to the existing tie in points at the north and south sides of the site. The sewer line will connect to an existing lift station offsite and be pumped via force main to EMWD facilities. ERSC was also responsible for providing preparation of easement documents of the establishment of a 40’ utility easement. This utility easement will be used to construct both sewer and water utility lines.

Pumping Station 4-3
West Valley Water District retained ERSC to design a water pumping station to pump from WVWD Zone 3 (North Colton/Bloomington) to Zone 4 (Northern Rialto) from Lord Ranch. The proposed project is to provide additional pumping capacity to connect 1.0 MG Aeration Reservoir (also designed by ERSC) in Zone 3 to Zone 4 for future demand and growth.

ERSC proposed the Zone 4-3 Pumping Station to meet the District’s additional demands.

The pumping station is equipped with 8 - 300 horsepower pumps capable of providing 20,860 additional gallons per minute with one pump on stand-by. At this time the design will include only 4 pumps and the remaining 4 pumps will be installed as needed. ERSC is also to provide bidding support services during the bidding phase and construction management services during the project construction phase.

Zone 4 24-inch Transmission Line
West Valley Water District’s Zone 4 Transmission Pipeline is a water transmission line providing transport of water between upper region of the pressure zone and distribution lines in lower lying areas. The Highland Avenue reach was planned to provide connection from the upper reaches to the new Pepper Avenue pipeline. Construction of the Pepper Avenue pipeline was possible following Caltrans improvements to the I-210 Freeway offramps. The Highland Avenue Extension consisted of constructing 4,200 lf of 30-inch CML&C waterline. Connection points to the existing system were achieved at both Oakdale Street and Pepper Avenue. The pipeline is located within Caltrans ROW.

Coordination with the agency was required to obtain an encroachment permit through the Caltrans process.

Bloomington Area Waterline Relocations
West Valley Water District’s Bloomington area is an older region of Rialto, CA. The original water layout of the residential areas consisted of public street access in the front of residential lots with a utility easement or alley at the rear of the lots. This utility easement was used for water line and water services to each residence. The location of the waterline and services created difficulties for District staff in maintenance and in reading each residence’s meter.

ERSC was retained by the District to relocate the water lines from these utility easements to the public ROW. ERSC staff prepared PS&E for roughly 2100lf of 12” waterline, 10,000lf of 8” waterline, and 236 water service connection relocations during phases I and II replacement projects.

When relocating water services to the front of residences, it was determined that lots would also need to be re-piped to accommodate a new service location. ERSC coordinated efforts to install new waterlines on properties where it was required. An inspector worked with the contractor to ensure that impacts to properties were minimized.

ERSC also provided construction management services during the construction phase of both projects.

Madison Avenue Waterline Project | Project Term: 2020 - 2024 | Contract Value: $112,440 RCWD’s Madison Avenue Waterline Project consists of the design and construction of 700± linear feet (LF) of 16-inch replacement waterline in the City of Murrieta. Due to numerous leaks in recent years, the existing 16-inch cement mortar lined and coated (CML&C) waterline needs to be decommissioned, while maintaining domestic service to numerous commercial businesses and associated fire protection devices. Said waterline serves the District’s 1305 Pressure Zone (PZ) and is a high-capacity feeder that conveys production flow from Well No. 309 as located near Warm Springs Creek. Services include surveying and mapping, alignment selection, preliminary design report & corrosivity evaluation, potholing & geotechnical study, final construction drawings and bid phase support. The project is currently in its preliminary design phase, with design expected to be completed by the middle of the 2021 year.

Pepperleaf Potable Pipeline Replacement | Project Term: 2021 - 2024 | Contract Value:
$37,750
ERSC was contracted to provide professional engineering services for the replacement of a portion of the previously abandoned Pepperleaf 8-inch potable water pipeline.

The abandonment of said waterline reach was in response to a 2016 leak whereby the existing 8-inch CML&C steel waterline (that crossed under a 4’x8’ RCB culvert) was blind flanged on each side of said crossing by District forces. This approach was taken due to the approximate 12-foot pipe depth at the leak’s location and lack of access to facilitate a proper repair at the time. Work included preparation of bid-ready construction documents for a 100± LF pipeline replacement reach by crossing over the RCB culvert with minimal cover and using welded steel pipe.

Lemon Street Sewer Replacement Redesign | Project Term: 2022 - 2024 | Contract Value:
$39,970
ERSC was contracted to collaborate with the District Staff to restructure the PS&Es to the updated SRRRA format, process encroachment permits and environmental clearances, and update existing approved drawings. The primary intent was to address new Districtprovided comments and reformat drawing set details to ensure constructability. This work was an update to the Murrieta Inverted Sewer Siphon Project, which upgraded an existing 8-inch sewer siphon and was originally facilitated and administered by Western Municipal Water District (WMWD).

Design for Well 11B Replacement
Well 11, utilized for many years by the District, experienced collapse of the casing and therefore required replacement with a new Well, designated Well 11B. ERSC was retained to prepare PS&E and construction services to facilitate construction and equipping of the new well.

Well 11B was equipped with a new pump assembly with delivery and discharge to the existing adjacent arsenic treatment plant and then into the District’s distribution. The new is situated approximately 100 feet north of Well 11 on the same 40-acre parcel and was of the same size, depth, and intended production capacity at 400 gpm.

Well 7B Equipping for Blending Treatment, 29 Palms Water District, Twentynine Palms, CA
As a result of adoption by the California Department of Public Health of a hexavalent chromium Maximum Contaminant Level of 10 ppb, several of the District’s wells were no longer compliant. Focus of the proposed Well 7B project was at the District’s Plant No. 6 at which four wells discharge to a collection tank from which waters are then boosted to Pressure Zone 2645 by Booster Pumps 6A and 6B.

ERSC proposed the construction of a new well, 7B, and in the vicinity of existing Well 7 and a collection reservoir to capitalize upon the anticipated low level of chromium and fluoride. Water from Well 7B and Well Nos. 9 and 12 were to be blended to achieve compliance with the MCL’s of 10 ppb and fluoride of 2 ppm. 29 PALMS WATER DISTRICT, TWENTYNINE PALMS, CA

21 Quality Assurance /
Quality Control (QA/QC)
Value Added Engineering
ERSC is committed to delivering comprehensive services to all our clients. In addition to thoughtful, sustainable design, each project includes the added benefits of cost and time savings. Our team leverages the following strategic and technological tools to see beyond scope deliverables and anticipate opportunities for increased efficiency.

Staffing Plan
Our professionals are accustomed to fluctuations in project demands in the Water Resources discipline. As such, we understand that there is no standard approach to staffing a project when demands are expected to shift. Our approach is flexible, allowing for mutually beneficial results that consider your immediate needs. ERSC can make any of our staff up to 100% available.

Holistic Project Management
A key component in any successful project at ERSC is a Project Manager tasked with constant involvement, project familiarity, open communication with clients and team members, and participation in major design decisions. These basic principles ensure delivery of a complete project that is mindful of overall goals, community impacts, and the constructability of the final design.

Budget
The budget for any project is a function
of the work plan and tasks within that
plan. ERSC approaches a budget the same
way we approach a work plan and Fee
Schedule. Projects are loaded into our
accounting and time tracking program,
Deltek Ajera, and broken down by task.

Each task is preloaded identically to the
work plan and Fee Schedule, with the time
allotted per billing rate and the total project
budget. Any employee working within the
project can account for their hours billed
to a project, as well as remaining hours
available for a task. Accountability and ease
of access to this information help mitigate
overruns. ERSC finds that an extra set of
eyes watching each facet of a project helps
eliminate potential budget problems.

Schedule
Schedule maintenance can be as simple as ensuring that adequate resources are dedicated to the project. At ERSC, project teams are developed on a project-by-project basis from a pool of engineers and technicians. Regular staff meetings are held to discuss project needs and deadlines for a given period. Staff is maintained or enhanced for projects on an as-needed basis to ensure that project schedules are upheld. Staff assigned to a particular project will always have the necessary experience and expertise. Our goal is to maintain continuity within a given project team at all times. ERSC schedules are tied directly to our budget, which incentivizes all employees to remain at or ahead of any project schedule.

Quality Control/Quality Assurance
An additional and important facet is the quality of the work submitted. Quality design can ensure accurate bidding, minimize change orders, and ensure on-schedule completion. The flow chart/flow chart above summarizes the ERSC QA/QC process. 22 References

23 Proposed Method
to Accomplish the
Work
24 <Section Title> Proposed Method to Accomplish the Work Scope of Work

1. Project Kickoff and Site Investigation

1.1. ERSC will conduct a project kickoff meeting with City Water Utilities staff to refine the City’s expectations. Key items to be discussed will be the hydraulic capacity of the inter-tie, site security, meter reporting frequency, and EMWD standards.

1.2. ERSC will perform field visits to identify viable connection points between the City’s and EMWD’s systems. The field visits will capture preliminary site limits, visible utilities, and photo documentation of the current environment.

1.3. ERSC will research all available records to verify pipeline size, depth, and location of both agencies’ infrastructure.

2. Preliminary Design and Coordination

2.1. ERSC will prepare a preliminary design of the proposed inter-tie connection utilizing the latest approved EMWD inter-tie designs.

The Preliminary Design will include a plan view and a section for clarity.

2.2. ERSC will determine and sketch the preferred connection location.

2.3. ERSC will coordinate directly with EMWD Development Services staff to ensure all design aspects meet EMWD standards.

Deliverables:
• Collect EMWD Design Criteria, apply to preliminary design • Preliminary Design Sketch on aerial imagery (11”x17”)

3. Location Confirmation and Site Coordination

3.1. ERSC will review the proposed location with both EMWD and the City of San Jacinto to confirm suitability. Site constraints such as accessibility, protection from traffic damage, and site security will be discussed.

3.2. (Optional - The cost to complete this optional site study is included in the fee schedule for proposal comparison purposes if needed) If the proposed location is not acceptable to either agency, ERSC will identify one alternative site that is mutually agreeable to both EMWD and the City. The alternative site must front existing water infrastructure to limit water line extensions as well as provide enough area to construct and operate the inter-tie in a safe manner. Additional considerations will include the hydraulic capability of both systems to ensure a low-energy, functional design. A Preliminary Site Study has been initiated and is provided at the end of this section.

3.3. ERSC will ensure that the final location falls within an existing easement or support the City with the acquisition of appropriate rights to access the inter-tie. These rights may involve a right-of-entry that can be incorporated into the Interagency Agreement.

3.4. ERSC will incorporate this process and coordination effort into the overall project scope and proposal.

Deliverables:
• Coordination with EMWD (Approval or denial of City’s preferred site is TBD) • Additional site evaluation will be exercised if denial by EMWD (See Optional Task 3.2)

4. Final Design and Submittal

4.1. ERSC will prepare final design drawings, specifications, and cost estimates following EMWD and City standards. It is understood that the City is expecting a CAD Base Map as well as a Topography Survey to support the design. For the Base Map, ERSC will perform a detailed field survey of the selected project site. The survey will utilize basis of bearing information tied to the Northern American Datum of 1983 coordinates (horizontal datum) and National Geodetic Vertical Datum of 1929 (NGVD 29) benchmark elevations (vertical datum). The survey will identify existing rights-of-way, easements, and monumentation. Field surveys will identify aboveground topographic features, ditches, and utilities on or adjacent to the site. ERSC will plot existing rights-of-way and easements, assessor parcel numbers, and existing utilities on or adjacent to the proposed inter-tie site. Property lines, easement limits, and public rights-of-way information will also be incorporated from record information. ERSC will incorporate existing utility information based on the records search to create a comprehensive base map for all elements of the project. It is important to note that EMWD did not require a Base Map or Topo for the last two inter-ties approved by EMWD. Typically, EMWD only requires a detail plan (known as an “SK” Drawing) and a revision to the existing EMWD as-builts. For this proposal, ERSC will include the Base Map and Topo as directed by the RFP Q&A but will remain open to discussing a simplified approach as a cost-saving option.

4.2. ERSC will coordinate with Souther California Edison (SCE), SoCal Gas, telephone, cable TV, and any other agencies for utility locations. All existing and proposed utilities shall be shown on plans. ERSC is proposing to partner with BESS Testlab, Inc. to perform six potholes to locate and identify all affected utilities to reduce the chance of costly change orders during construction. All EMWD facilities and appurtenances will be shown on the drawings, including waterlines, valves, fire hydrants, and meters, as well as City sewer lines, manholes, and other appurtenances.

4.3. ERSC will submit the draft design package to the City and EMWD for review and approval. If necessary, ERSC will meet with the Development Services staff in person to expedite the review. An optional task (4.3 (A)) includes coordinating a permanent SCE service as well as real-time SCADA reporting, but it is important to note that SCE is backlogged, and a service plan may delay the design.

4.4. ERSC will address all comments from the City and EMWD and revise plans as necessary until approval is obtained. For purposes of this proposal, ERSC assumes that two plan reviews are reasonable before submitting for signature.

4.5. ERSC will provide AutoCAD digital format files as part of final submittals as well as request EMWD drawing numbers for archival. 25 <Section Title> Proposed Method to Accomplish the Work Deliverables:
• Draft PS&E – For review by City and EMWD (pdf & dwg)
• Final PS&E – Incorporate all comments from the draft submittal (pdf & dwg)

5. Agreement Support

5.1. ERSC will assist in drafting the Interagency Agreement, including recommended terms, flow direction, metering, backflow prevention, ownership responsibilities, and operational protocols. It is expected that legal counsel from both agencies will perform at least one review. Additionally, ERSC will be available during the EMWD Board Administrative Committee where the Interagency Agreement will be discussed in detail prior to going to the full Board for adoption. ERSC expects this task to mainly involve email coordination and draft review of the agreement and does not anticipate providing deliverables as part of this task.

6. Construction Support

6.1. ERSC will provide bid support and limited construction phase services, including responses to contractor inquiries and design clarification during the bid/award phases.

6.2. ERSC shall attend the construction pre-bid meeting and provide technical support to City staff relating to immediate contractor questions.

6.3. ERSC shall respond to any questions from the contractor during the bid period.

6.4. ERSC shall attend the bid opening, evaluate the bids, and prepare a Contractor recommendation letter.

6.5. ERSC shall analyze bid documents, check contractor licenses and references, and prepare a memo to the City recommending the lowest, responsive, and responsible bidder as the construction contractor.

6.6. (Optional) An optional task for the City’s consideration is the construction staking by ERSC which will ensure that the correct horizontal and vertical alignments are followed by the City’s contractor.

Deliverables:
• Bid support – email coordination, bid inquiries and review (as needed) • Bid analysis – contractor award recommendation memo to City.
