TO: City Council
REQUESTED BY: Cynthia Espinosa, Administrative Analyst
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Authorizing Submittal of Application 2026-2027 Emergency Solutions Grant Program (ESG)
RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager to submit the grant application for 2026-2027 Emergency Solutions Grant Program (ESG) DISCUSSION:
The County has begun accepting applications for the FY 2026-2027 Emergency Solutions Grants (ESG) cycle. The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), enacted into law on May 20, 2009, consolidates three of the separate homeless assistance programs administered by HUD under the McKinney-Vento Homeless Assistance Act into a single grant program and revises the Emergency Shelter Grants program and renames it as the Emergency Solutions Grants (ESG) program. The HEARTH Act also codifies into law the Continuum of Care planning process, a longstanding part of HUD’s application process to assist homeless persons by providing greater coordination in responding to their needs. Emergency Solutions Grant (ESG) funds can be used to provide a wide range of services and support under the five (5) program components: Street Outreach, Emergency Shelter, Rapid Re-housing, Homelessness Prevention, and HMIS.
In order for the City to be eligible to apply for and receive grant funding, procedures require the City Council to establish authorization from the City Council for the City to apply for and receive grant funding. The City’s most recently accepted and received ESG funding in FY 24/25 and in FY 23/24 to help continue Street Outreach and Emergency Shelter programming from HARP within the City limits of San Jacinto.
