TO: City Council
REQUESTED BY: Tom Prill, Deputy City Manager
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Successor Agency - ROPS 26-27
RECOMMENDATION:
Staff recommends that the Successor Agency Board approve the Recognized Obligation Payment Schedule (“ROPS”) for July 2026 to June 2027 and adopt Resolution No. SA 25-03.
BACKGROUND:
Pursuant to Health and Safety Code Section 34172, added by AB 1X 26, the Redevelopment Agency of the City of San Jacinto (“Agency”) was dissolved as of February 1, 2012. The City of San Jacinto (“Successor Agency”) is the successor agency of the Agency.
The Oversight Board is responsible for approving the actions of the Successor Agency pursuant to Health and Safety Code Section 34179. Per legislation, effective fiscal year 2018-19, the County of Riverside has established the Countywide Oversight Board, which conducts the business formerly conducted by the Successor Agency’s Oversight Board, which has accordingly been dissolved.
One of the Successor Agency’s responsibilities pursuant to Health and Safety Code Section 34177 is to prepare a Recognized Obligation Payment Schedule (“ROPS”) listing all of the minimum payment amounts and due dates of payments required by enforceable obligations, forward looking for each fiscal period. The ROPS must be approved by the Oversight Board, and submitted to the County Auditor-Controller, the State Controller and the Department of Finance.
Pursuant to AB 1484, signed into law by the Governor and effective June 27, 2012, the Oversight Board approved ROPS for the period July 1, 2026, to June 30, 2027, must be submitted no later than February 1, 2026.
DISCUSSION:
The ROPS for the period July 1, 2026, to June 30, 2027, was prepared by the Successor Agency and will be submitted to the Oversight Board for its approval. It requires Oversight Board approval in order to become effective pursuant to Health and Safety Code Sections 34177 and 34180(g). Once it is approved by the appropriate agencies, the Successor Agency may receive funds from the Auditor-Controller to pay the existing debts and obligations provided in the ROPS. Upon Oversight Board approval, the Successor Agency must, prior to February 1, 2026, provide a copy of the approved ROPS to the County Auditor-Controller, the State of California Controller and the DOF, and post the approved ROPS on the Successor Agency’s website.
Pursuant to Health and Safety Code Section 34179(h), because the DOF may review Oversight Board actions, the Successor Agency Board’s action to approve the ROPS is not effective for five business days after Oversight Board approval, pending a request for review by the DOF.
FISCAL IMPACT:
No funds are involved with the approval of the ROPS.
