TO: City Council
REQUESTED BY: Tom Prill, Deputy City Manager
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Successor Agency - Administrative Budget
RECOMMENDATION:
Staff recommends that the Successor Agency Board, by motion, approve the Successor Agency’s proposed administrative budget and adopt Resolution No. SA 25-02.
BACKGROUND:
Pursuant to Health and Safety Code Section 34172, the Redevelopment Agency of the City of San Jacinto (“Agency”) was dissolved as of February 1, 2012. The City of San Jacinto (“Successor Agency”) is the successor agency of the Agency, and pursuant to Health and Safety Code Section 34173(g), the Successor Agency is now a separate legal entity from the City.
The Oversight Board is responsible for approving the actions of the Successor Agency pursuant to Health and Safety Code Section 34179. Per legislation, effective fiscal year 2018-19, the County of Riverside has established the Countywide Oversight Board, which conducts the business formerly conducted by the Successor Agency’s Oversight Board, which has accordingly been dissolved.
One of the Successor Agency’s responsibilities pursuant to Health and Safety Code Section 34177(j) is to prepare a proposed administrative budget. The proposed administrative budget must be approved by the Oversight Board. The Successor Agency has prepared a proposed budget for the year of July 1, 2026 through June 30, 2027 (“Administrative Budget”) and will submit the Administrative Budget to the Countywide Oversight Board for approval.
DISCUSSION:
Pursuant to Health and Safety Code section 34177(j), the Administrative Budget is required to include all of the following: (1) estimated amounts for Successor Agency administrative costs for the fiscal period; (2) proposed sources of payment for all administrative costs; and (3) proposals for arrangements for administrative and operations services provided by the City of San Jacinto.
The proposed amount for the Administrative Budget has been included on the ROPS 26-27, covering the period of July 1, 2026 through June 30, 2027.
Pursuant to Health and Safety Code Section 34179(h), because the Department of Finance (“DOF”) may review Oversight Board actions, the Successor Agency Board’s action to approve the Administrative Budget is not effective for five (5) business days after Oversight Board approval, pending a request for review by the DOF.
FISCAL IMPACT:
No funds are involved with the approval of the Administrative Budget.
