Mayor Pro Tem Clarisa Sanchez called the meeting to order at 6:30 p.m.

Deputy City Clerk Jill Theriot conducted the roll call:
Present: Mayor Pro Tem Clarisa Sanchez, Councilmember Phil Ayala, Councilmember Valerie Vandever, and Councilmember Alonso Ledezma
Absent: Mayor Crystal Ruiz
M/S/C (Ledezma/Vandever) to approve the absence of Mayor Ruiz. Motion carried 4/0.

4. PUBLIC HEARING
4.1. Pre-zoning for a 190-acre site located in the unincorporated area of Riverside County and within the City of San Jacinto Sphere of Influence, generally south of
City Council Regular Meeting Action Minutes January 20, 2026 Ramona Expressway, north of Artesia Street, east of San Jacinto Avenues, and west of Vernon Avenue. (P22-084)
Planning Manager Kevin White presented the staff report.
Councilmember Ledezma recused himself due to a conflict of interest.
Mayor Pro Tem Sanchez opened the Public Hearing at 7:27 p.m.
There were four (4) public comments:

Mayor Pro Tem Sanchez closed the Public Hearing at 7:48 p.m.
M/S/C (Vandever/Sanchez) made a motion to introduce Ordinance No. 26-01, An Ordinance of the City Council of The City of San Jacinto Approving Pre-Zoning for 94 Parcels of 190 Acres within the City’s Sphere of Influence Related to Proposed Annexation P22-084 (Annexation “A”) and the Adjacent Annexation Area (Annexation “B”). Motion Carried 3/0.

With no further business before the City Council, Mayor Pro Tem Sanchez adjourned the meeting at 7:55 p.m. with a moment of silence in honor of the city of Minneapolis and the citizens of the state of Minnesota.
