This information is for the sole purposes of the client and is not intended to provide specific advice or recommendations. Please review the contents of this information carefully. Should you have any questions regarding the information presented, calculation methodology, investment portfolio, security detail, or any other facet of this information, please feel free to contact us.
Public Trust Advisors, LLC (Public Trust) statements and reports are intended to detail our investment advisory activity as well as the activity of certain client accounts managed by Public Trust. The custodian bank maintains the control of assets and executes and settles all investment transactions. The custodian statement is the official record of security and cash holdings transactions. Public Trust recognizes that clients may use these reports to facilitate record keeping; therefore, it is recommended that the client reconcile this information with their custodian bank statement. Many custodians use a settlement date basis that may result in the need to reconcile due to a timing difference. The underlying market value, amortized cost, and accrued interest may differ between the custodian and this statement or report. This can be attributed to differences in calculation methodologies and pricing sources used.
Public Trust does not have the authority to withdraw funds from or deposit funds to the custodian. Our clients retain responsibility for their internal accounting policies, implementing and enforcing internal controls, and generating ledger entries or otherwise recording transactions. The total market value represents prices obtained from various sources; it may be impacted by the frequency at which prices are reported, and such prices are not guaranteed. Prices received from pricing vendors are generally based on current market quotes but when such quotes are not available, the pricing vendors use a variety of techniques to estimate value. These estimates, particularly for fixed-income securities, may be based on certain minimum principal amounts (e.g. $1 million) and may not reflect all the factors that affect the value of the security including liquidity risk. The prices provided are not firm bids or offers. Certain securities may reflect N/A or unavailable where the price for such security is generally not available from a pricing source. The market value of a security, including those priced at par value, may differ from its purchase price and may not closely reflect the value at which the security may be sold or purchased based on various market factors. The securities in this investment portfolio, including shares of mutual funds, are not guaranteed or otherwise protected by Public Trust, the FDIC (except for certain non-negotiable certificates of deposit), or any government agency unless specifically stated otherwise.
Clients may be permitted to establish one or more unmanaged accounts for the purposes of client reporting. Clients may also be permitted to provide externally managed assets for the purposes of client reporting. Public Trust defines unmanaged accounts or assets as one where the investment direction remains the sole responsibility of the client rather than the Investment Manager.
Unmanaged accounts or external assets do not receive ongoing supervision and monitoring services. The Investment Manager does not make any investment recommendations and may not charge a fee for reporting on these accounts or assets. The primary purpose for this service is to include unmanaged accounts or assets owned by the client in the performance reports provided by the Investment Manager. The Investment Manager assumes no liability for the underlying performance of any unmanaged accounts or assets, and it is the client’s sole responsibility for the accuracy or correctness of any such performance.
Beginning and ending balances are based on market value plus accrued interest on a trade date basis. Statements and reports made available to the end user either from Public Trust or through the online reporting platform may present information and portfolio analytics using various optional methods including, but not limited to, historical cost, amortized cost, and market value. All information is assumed to be correct, but the accuracy has not been confirmed and therefore is not guaranteed to be correct. Information is obtained from third party sources that may or may not be verified. The data in this report is unaudited and is only applicable for the date denoted on the report. Market values may change day-to-day based on numerous circumstances such as trading volume, news released about the underlying issuer, issuer performance, etc. Underlying market values may be priced via numerous aspects as certain securities are short term in nature and not readily traded. Performance results are shown net of all fees and expenses and reflect the reinvestment of dividends and other earnings.
Many factors affect performance including changes in market conditions and interest rates and in response to other economic, political, or financial developments. Investment involves risk including the possible loss of principal. No assurance can be given that the performance objectives of a given strategy will be achieved. Past performance is no guarantee of future results. Any financial and/or investment decision may incur losses.

TO: City Council
REQUESTED BY: Kimberly Ganimian, Finance Director
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: FY 2024-25 Development Impact Fee Report
RECOMMENDATION:
Staff recommends that the City Council receive and file the FY 2024-25 AB1600 Development Impact Fee Report on the collection and use of certain development impact fees.
DISCUSSION:
The City of San Jacinto charges fees on new development to fund public improvements to mitigate the impact of development activity. The fees are commonly known as development impact fees (DIF). In 1989, the California Legislature passed Assembly Bill 1600 (AB1600), which added §66000 et seq. to the California Government Code, commonly known as the Mitigation Fee Act.
As required by law, DIF are segregated from the General Fund and accounted for in special revenue funds. Government Code §66001 requires that the City make available to the public information regarding development impact fees for each fund annually, including:
• A brief description of the fee and the fund into which the fee was deposited • The amount of the fee
• The associated fund’s beginning and ending balances for the fiscal year • The total amount of fees collected and interest earned • Identification of each public improvement on which impact fees were expended and the amount of expenditure on each improvement, including the total percentage of the cost of the public improvement that was funded with impact fees • Identification of the approximate date by which construction of a public improvement will commence if the local agency determined that sufficient funds have been collected to complete financing on an incomplete public improvement and the public improvement remains incomplete
• A description of each interfund transfer or loan made from an account or fund Further, Government Code §66000 et. seq. also requires that findings describing the continuing need for impact fees be made every five years, specifying the intended use of any unexpended impact fees, regardless of whether the fees are committed or uncommitted. Failure to make such findings subjects the City to going through a refunding procedure. This report meets the requirements to comply with the Mitigation Fee Act.
Section 66006(b)(2) further requires that the local agency shall review the information made available to the public pursuant to Section 66006(b)(1).

February 4, 2026
Dear Mayor, Members of the City Council and Citizens of San Jacinto:
California state law requires any local agency that imposes development impact fees to prepare an annual report providing specific information about those fees. Thus, in accordance with the provisions of the California Government Code Section 66006 (b) and 66001 (d), as amended by Assembly Bill (AB) 518 and Senate Bill (SB) 1693, I hereby submit the Development Impact Fee (DIF) Report for the City of San Jacinto, California for the fiscal year (FY) ended June 30, 2025.
DIFs are charged by local governmental agencies in connection with approval of development projects. The purpose of these fees is to defray all or a portion of the cost of public facilities related to the development project. The legal requirements for enactment of a DIF program are set forth in Government Code §§ 66000- 66025 (the "Mitigation Fee Act"), the bulk of which was adopted as 1987’s AB 1600 and thus commonly referred to as “AB 1600 requirements”.
In San Jacinto, DIFs are collected at the time a building permit is issued for the purpose of mitigating the impacts caused by new development on the City’s infrastructure. Fees are used to finance the acquisition, construction and improvement of public facilities needed as a result of this new development. A separate fund has been established to account for the impact of new development on each of the following types of public facilities: Park Development, Underground Utility Development, Flood Control, Traffic Signalization, Fire Mitigation, Carpool Mitigation, Local Transportation, Regional Transportation, Public Building Fund, DIF Administration Facilities, Police, Fire, Park Land Acquisition, Park Land Improvements, Community Amenities, Government Services, Streets & Roads, Bikeways, and Traffic Signals.
In 2005, the City prepared its first “Development Impact Fee Justification Study” report which was a detailed study of the impacts of future growth on local facilities. This report provided the analysis and support for the DIFs imposed by the City. The City is currently working on an update to this report with the intent to update fees once adopted.
State law requires the City to prepare an annual report for the City’s development impact fees, summarizing the revenues, interest income, and expenditures for each category of funds during the fiscal year. This report was posted to the City’s website and available for public review on February 4, 2026.
Respectfully submitted,
Kimberly Ganimian
Finance Director

LEGAL REQUIREMENTS FOR DEVELOPMENT IMPACT FEE REPORTING A. CALIFORNIA GOVERNMENT CODE SECTION 66006 (b)
California Government Code Section 66006 (b) defines the specific reporting requirements for local agencies that impose AB 1600 DIFs on new development. Annually, for each separate fund established for the collection and expenditure of DIFs, the local agency shall, within 180 days after the last day of each fiscal year, make available to the public the information shown below for the most recent fiscal year. The applicable page numbers for the location where each item can be found in the report are provided for reference. A brief description of the type of fee in the account or fund. The amount of the fee.
The beginning and ending balance of the account or fund. The amount of the fees collected and interest earned. An identification of each public improvement on which fees were expended and the amount of expenditures on each improvement, including the total percentage of the cost of the public improvement that was funded with fees.
An identification of an approximate date by which the construction of the public improvement will commence if the local agency determines that sufficient funds have been collected to complete financing on an incomplete public improvement.
A description of each interfund transfer or loan made from the account or fund, including the public improvement on which the transferred or loaned fees will be expended, and, in the case of an interfund loan, the date on which the loan will be repaid and the rate of interest that the account or fund will receive on the loan.
The amount of refunds made due to sufficient funds being collected to complete financing on incomplete public improvements, and the amount of reallocation of funds made due to administrative costs of refunding unexpended revenues exceeding the amount to be refunded.
B. CALIFORNIA GOVERNMENT CODE SECTION 66001 (d)
For all funds established for the collection and expenditure of DIFs, California Government Code Section 66001 (d) has additional requirements. For the fifth fiscal year following the first deposit into the fund and every five years thereafter, the local agency shall make all of the following findings with respect to that portion of the fund remaining unexpended, whether committed or uncommitted:
Identify the purpose to which the fee is to be put.
Demonstrate a reasonable relationship between the fee and purpose for which it is charged. Identify all sources and amounts of funding anticipated to complete financing in incomplete improvements. Designate the approximate dates on which the funding is expected to be deposited into the appropriate account or fund.

TO: City Council
REQUESTED BY: Kimberly Ganimian, Finance Director
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Continuing Appropriations FY 2025-26
RECOMMENDATION:
Staff recommends that the City Council approve a continuing appropriation decrease of $2,402,534 from originally designated fund balances for construction-in-progress projects encumbered as of June 30, 2025, into the Fiscal Year (FY) 2025-26 Budget.
SUMMARY:
The requested budget action adjusts the FY 2025-26 Budget for continuing appropriations on capital improvement projects that were in progress in the prior fiscal year, but not yet complete as of June 30, 2025.
BACKGROUND:
The original budget generally requests appropriation of funds for new expenditures and capital projects, or for construction-in-progress projects requiring additional funding. It is generally assumed that budgeted expenditures are completed in the year the budget is adopted. However, some expenditures, particularly capital projects, may not be fully completed within the same budget cycle, requiring carryover into subsequent budget years.
Performing continuing appropriations is an annual function designed to cover expenses from prior fiscal year projects that flow into the following budget cycle.
DISCUSSION:
Resolution No. 4081, adopting the Fiscal Year 2025-26 budget, authorizes in Section 7 the carryover of unexpended, unencumbered Capital Project Funds, estimated at $34,879,593.
The actual carryover amount for City Capital Projects from June 30, 2025, is $32,477,059. The total budget adjustment to City Funds is a decrease of $2,402,534, which is the difference between the initial budget estimates and the actual carryover amounts.
FISCAL IMPACT:
An estimate of the proposed continuing appropriations was assumed in establishing the adopted FY 2025-26 budget. Total budget adjustment decrease to City Funds is $2,402,534.

SUBJECT: International Council of Shopping Centers (ICSC) 2026 RECOMMENDATION:
Staff recommends that the Mayor appoint and authorize travel requests for up to two City Councilmembers to attend the International Council of Shopping Centers (ICSC), Real Estate Convention (RECON), Las Vegas, on May 18-20, 2026.
DISCUSSION:
Founded in 1957, the International Council of Shopping Centers (ICSC) is the leading shopping center industry trade association with over 70,000 members located throughout 100 countries.
ICSC is a global convention, which will be held May 18-20, 2026 in Las Vegas. With approximately 40,000 attendees and over 1,000 exhibitors, it is the largest gathering of retail estate professionals in the United States.
Approximately 50 percent of all retail deals are concluded at the annual ICSC event held each May. Consequently, the annual meetings in May in Las Vegas and the October Western Division Conference in Southern California are essential to keep San Jacinto fresh in the minds of retailers and developers as new locations are considered.
Ongoing efforts at these ICSC events have resulted in the attraction of the Better Buzz Coffee, Dutch Bros Coffee, Popeye’s Louisiana Kitchen, Jersey Mike’s, In and Out, Quick Quack Car Wash, Circle K, McDonald’s, Grocery Outlet, Beyond Market, Vallarta Supermarket, and ongoing tenant interest and development for seven active commercial project locations in San Jacinto.
In addition, staff has been able to meet with multiple developers regarding various development locations throughout the City of San Jacinto. With ongoing and active commercial activity and the increased residential construction, this has generated increased interest by retail developers and brokers looking for sites along San Jacinto’s main corridors. In order to accommodate the anticipated meeting schedule and to enhance the City’s visibility, the City will continue to have its own booth to host developers and provide maximum exposure to San Jacinto.
Over the last five years, City staff has been able to conduct over 150 scheduled meetings with potential developers and retailers throughout the three-day conference. With meetings held in the City’s booth, San Jacinto attracted attention from additional interested retail and residential developers and others enjoying the conference who were just walking past.
Councilmembers routinely accompany staff at the annual ICSC event and are teamed with staff to handle individual and group meetings. The team effort establishes, builds, cements, and
4.1 Packet Pg. 251
maintains relationships with shopping center developers, retail tenants, and their representatives, to show how engaged the city staff and elected officials are in obtaining new retailers.
The travel requests are being submitted now for City Council consideration in order to take advantage of advanced registration rates and hotel accommodations.
Since 2017, the Mayor has had the privilege of appointing two councilmembers to attend the ICSC RECON event in Las Vegas to accompany staff in meetings with retail, commercial, and residential development companies, and many commercial brokerage firms.
Staff requests that the Mayor appoint two council members to attend this event in May 2026.
FISCAL IMPACT:
The estimated cost for each Councilmember to attend is $2,800. This includes the ICSC membership and food and travel related expenses. Conference registration costs are included in the City’s booth registration for two council member attendees; therefore, individual registration costs are not required. Funds are available in the FY 2025-2026 Budget, Account #010-1100- 411-3120 (Conference and Seminars).
