TO: City Council
REQUESTED BY: Mathew Osborn, Superintendent
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Lake Park Well Rehabilitation - Patch Casing
RECOMMENDATION:

Staff recommends that the City Council:

1. Appropriate $241,566 from the Water Enterprise Reserve Fund (052) to Fund 050-9000- 450.33-30 for FY 25/26;

2. Award the construction contract for the Repair and Testing of the Lake Park Well to Well Tec Services, Inc. in the amount of $199,650 plus a 10% contingency of $19,965 for a total of $219,615;

3. Award a Professional Services Agreement to Kyle Groundwater for hydrogeologic construction management and well rehabilitation support services in the amount of $21,951;

4. Determine the proposed project is not subject to environmental review under the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines (Cal. Code Regs., § 15000 et seq.) Sections 15061(b)(2) in that the proposed project is categorically exempt from environmental review pursuant to CEQA Guidelines Sections 15301, 15302 and Section 15061 (b)(3) - Common Sense Exemption in that it can be seen with certainty that there is no possibility that the project may have a significant effect on the environment;

5. Reject all other bids and;

6. Authorize the City Manager to execute all contract documents.

DISCUSSION:

Lake Park Well is one of the City’s highest-producing groundwater sources and plays a key role in maintaining system reliability and operational flexibility, especially during peak demand and when other facilities are offline. Recent inspections identified deteriorated casing sections that require rehabilitation to protect the long-term integrity of the well and maintain reliable production. The proposed work includes removal and reinstallation of pumping equipment, mechanical brushing of the casing, installation of steel casing patches, downhole video inspections, disinfection, and startup testing.

Due to the specialized nature of well rehabilitation, staff conducted a formal competitive procurement process consistent with the Uniform Public Construction Cost Accounting Act (CUPCCAA). The project was publicly advertised on PlanetBids for thirty (30) days and distributed to trade journals and the Press Enterprise to ensure broad contractor outreach. 21 vendors were identified as Prospective Bidders and three bids were received.

Contractor Proposal
Well Tec Service Inc. $199,650
Layne Christensen Company $380,512
General Pump Company $499,500
After review of pricing, responsiveness, and contractor qualifications, Well Tec Services, Inc. was determined to be the lowest responsive and responsible bidder with a total bid of $199,650.

Staff verified that the bid reflects competitive market pricing for similar rehabilitation work and recommends award.

Because well rehabilitation involves technical downhole work that directly affects long-term performance, staff also solicited proposals using the informal procurement process for hydrogeologic construction management support. Independent oversight during brushing, casing repair, and testing helps ensure work is completed correctly and reduces the risk of future operational issues. Three proposals were received.

Contractor Proposal
Kyle Groundwater $21,951
Kleinfelder $29,011
Dudek $31,573
After review Kyle Groundwater was identified as the lowest-cost qualified firm with a total bid of $21,951. The scope includes construction coordination, field observation during critical phases, technical review, and preparation of a final summary memorandum documenting the rehabilitation results.

Completing this work is necessary to address known casing deficiencies that currently limit the operation of the well and pose a risk of further damage if the facility continues to run under existing conditions. The competitive bidding process resulted in favorable pricing, and staff recommends awarding the contracts to Well Tec Services, Inc., and Kyle Groundwater, as the most cost-effective and operationally responsible approach to restoring this critical groundwater asset to reliable service.

ENVIRONMENTAL REVIEW:

The proposed project consists of rehabilitation and repair of the existing Lake Park Well, including removal and reinstallation of pumping equipment, mechanical brushing of the well casing, installation of steel casing patches, downhole video inspection, disinfection, and startup testing. No expansion of capacity, change in use, modification of the well site footprint, or increase in production beyond currently permitted levels is proposed. All work will occur within the existing well structure and previously disturbed site.

The project is exempt from the California Environmental Quality Act pursuant to State CEQA Guidelines Section 15301 (Existing Facilities), which applies to the repair, maintenance, or minor alteration of existing public facilities involving negligible or no expansion of existing use.

The project also qualifies under Section 15302 (Replacement or Reconstruction), as the work involves rehabilitation and partial replacement of deteriorated well casing components within an existing structure serving substantially the same purpose and capacity.

In addition, the project qualifies under the common sense exemption pursuant to CEQA Guidelines Section 15061(b)(3), as it can be seen with certainty that there is no possibility that the proposed activity may have a significant effect on the environment. The work is limited to maintenance and rehabilitation of existing infrastructure within a developed site and will not result in physical expansion, increased groundwater extraction beyond established operational limits, or new environmental impacts.

Accordingly, the project is not subject to further environmental review under CEQA.

FISCAL IMPACT:

Funding for the Lake Park Well rehabilitation project, including both construction and hydrogeologic construction management services, requires an additional appropriation to Fund 050-9000-450.33-30 for FY25/26 from the Water Enterprise Reserve Fund (Fund 052). The total project cost is $241,566. The project will have no impact on the general fund.
