4LEAF has played a crucial role in Mendocino County's cannabis licensing process for provisional Department of Cannabis Control (DCC) license holders needing to obtain their local licenses. This project highlights our exceptional capabilities in managing permitting processes, streamlining operations, ensuring regulatory compliance, and supporting applicants through complex licensing transitions.
Streamlined Local Licensing: 4LEAF played a pivotal role in simplifying and expediting the cannabis permitting process in Mendocino County.
Our efforts significantly enhanced transparency, visibility, and efficiency within the regulatory framework, benefiting both the county and cannabis businesses.
Grant Assistance and Funding Expertise: 4LEAF planners provided support to applicants by directing them to the appropriate resources and contacts within the Mendocino County Cannabis Department for grant funds and fee waivers. Our guidance ensured that applicants were wellinformed and could effectively navigate the grant funding process.
Collaboration and Public Outreach: 4LEAF planners ensured that applicants were well-informed about requirements and processes. Our team maintained open communication channels with the local community and stakeholders, addressing concerns and providing continuous support.

SECTION 3: DESCRIPTION AND APPROACH
4LEAF’s approach to supporting the City of San Jacinto’s Cannabis Oriented Business (COB) Regulatory Permit program is grounded in objectivity, procedural integrity, and clear alignment with the City’s adopted application procedures and evaluation framework. We understand that the COB program requires a disciplined, merit-based process that ensures fairness, transparency, and defensibility while managing complex submittals and sensitive information.
As the City’s consultant, 4LEAF will function as an objective extension of City staff, supporting the administration of the COB program while consistently representing the City’s best interests. Our role is not advocacy for applicants, but professional implementation of the City’s adopted criteria, timelines, and review standards.
Program Understanding and Alignment
San Jacinto’s COB application process is structured as a multi-phase program that includes eligibility review, merit-based scoring, interviews, and final determination. 4LEAF’s approach is designed to align seamlessly with this framework by:
• Supporting complete and responsive application intake • Applying objective, criteria-based review standards
• Maintaining clear separation between eligibility screening, evaluation, and decision-making • Ensuring professional handling of sensitive materials, including financial and background documentation • Producing well-organized, defensible records to support City determinations Our team is experienced in administering complex regulatory programs where consistency, documentation, and neutrality are essential to public confidence and legal defensibility.
Application Intake, Completeness, and Eligibility Support 4LEAF will support Community Development staff with standardized intake checklists and tracking tools so submittals can be screened efficiently and handled consistent with the City’s adopted procedures. City staff will perform the counter review and acceptance/return determination; where required materials are missing or not submitted in the required format, we will assist (as directed) with documenting the basis for non-acceptance and supporting an orderly resubmittal process. Applications determined eligible by the City will be forwarded to 4LEAF for Phase 2 evaluation, scoring, and initial ranking consistent with Appendix A
Merit-Based Evaluation and Scoring Support
For applications deemed eligible, 4LEAF will support the City’s merit-based evaluation process by assisting with structured, criteria-driven review consistent with Appendix A of the Application Procedures Guidelines. Our approach ensures that:
• Each application is reviewed consistently against the adopted evaluation criteria • Scoring is supported by written documentation and objective analysis • Evaluation materials are clearly organized for City review panels and committees • Records are maintained to support transparency and defensibility Qualifications to Provide Cannabis Oriented Business (COB) Services to the City of San Jacinto Page 8 Section 3: Description and Approach February 19, 2026
Our team is accustomed to managing high-volume application review processes and understands the importance of maintaining uniform standards across all applications, particularly where scoring differentials may affect final rankings.
Coordination with City Staff and Review Bodies
4LEAF will work closely with Community Development staff and designated City representatives throughout all phases of the COB process. We provide concise status updates, maintain organized tracking logs, and are available to brief City management or selection committees as requested.
Our planners are comfortable supporting interview phases, responding to follow-up inquiries, and preparing summary materials that clearly reflect evaluation outcomes without introducing bias or subjectivity beyond the adopted criteria.
Process Integrity, Documentation, and Defensibility
Given the highly regulated and competitive nature of cannabis permitting, 4LEAF places particular emphasis on process integrity and defensible documentation. Our internal QA/QC procedures ensure that all evaluation materials, correspondence, and summaries are reviewed for accuracy, consistency, and compliance with City procedures before submittal.
We maintain clear administrative records to support City decisions and reduce exposure to procedural challenges.
Our experience administering similar cannabis licensing programs enables us to anticipate common issues and proactively address them through clear documentation and consistent application of standards.
Capacity, Responsiveness, and Flexibility
4LEAF brings the staffing depth and organizational capacity necessary to support the COB program regardless of application volume. We can scale resources efficiently to meet peak demand periods while maintaining consistent staffing to preserve institutional knowledge throughout the process.
Our team is responsive, deadline-driven, and accustomed to working within fixed schedules established by City procedures and Council direction.
Commitment to the City of San Jacinto
4LEAF is committed to supporting San Jacinto in administering a fair, transparent, and professionally managed COB Regulatory Permit program. By combining technical expertise, cannabis-specific regulatory experience, and a disciplined approach to merit-based evaluation, we help the City implement its program with confidence, consistency, and public trust. 4LEAF, INC.
