REQUESTED BY: Travis Randel, Deputy City Manager, Development Services APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: 2025 Annual Progress Report - General Plan 2040 RECOMMENDATION:
That the City Council RECEIVE and FILE the 2025 General Plan 2040 Annual Progress Report.
DISCUSSION:
The City of San Jacinto’s General Plan 2040 serves as the long-range framework for managing growth and development while enhancing the quality of life for residents. Pursuant to State law, the City submits an annual report to the California Department of Housing and Community Development (HCD) and the Governor’s Office of Land Use and Climate Innovation (LCI) detailing progress on General Plan implementation, including the Housing Element. Reviewing implementation status ensures the Plan remains an effective policy guide and positions the City to proactively address future development and housing needs.
On February 24, 2026, the Planning Commission received a comprehensive presentation outlining the City’s progress in implementing General Plan 2040. The overview highlighted key accomplishments achieved over the past year, ongoing initiatives across multiple policy areas, and the status of individual implementation actions identified in the Plan. Commissioners were provided with detailed summaries of infrastructure investments, housing-related activities, economic development efforts, and interdepartmental coordination supporting long-term community goals. That report is now provided to the City Council for receipt and file and will be transmitted to HCD and LCI later this month.
The report includes a summary of the achievements completed by the City and ongoing efforts to implement General Plan 2040. Achievements included the completion of several Capital Improvements, such as a comprehensive rehabilitation of State Street, the successful conversion of Catalpa Park from potable water to recycled water irrigation, and the completion of the drilling for the new Grand Well Treatment Plant. The overall Capital Improvement Program has advanced significant infrastructure investments, strengthened water supply reliability and emergency preparedness planning, and continued to align development practices with long-term sustainability goals. These actions reflect a coordinated effort to support responsible growth while maintaining essential public services and protecting community resources.
CONCLUSION:
Monitoring implementation of General Plan 2040 provides the City with a clear understanding of progress made and areas requiring continued attention. This annual review ensures that growth is managed in a deliberate and strategic manner, aligned with adopted policies related to land use, mobility, housing, public safety, resource management, and economic development.
Ongoing collaboration with local, regional, and state partners, coupled with active engagement with residents and stakeholders, remains critical to achieving the vision outlined in General Plan 2040. By adhering to statutory reporting requirements and regularly evaluating implementation progress, the City reinforces transparency, accountability, and fiscal responsibility. The City Council’s review and acknowledgment of this report affirms the City’s continued commitment to proactive planning, infrastructure resiliency, and long-term community vitality.
