April 7, 2026
TO: City Council
REQUESTED BY: Travis Randel, Deputy City Manager, Development Services APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Approval of Fleet Services and Supplies MOU Amendment #1 with the County of Riverside
RECOMMENDATION:
Staff recommends that the City Council approve Amendment No. 1 to the County of Riverside Fleet Services and Supplies Agreement between the City of San Jacinto and the County of Riverside for fuel services, effective upon approval and continuing through June 30, 2030, unless terminated earlier in accordance with the terms set forth in the Agreement.
DISCUSSION:
On July 3, 2025, the City entered into a County of Riverside Fleet Services and Supplies Agreement (Fuel and Car Washes Only) to allow the City to access County fueling and car wash services.
The County is now requesting that all participating agencies execute Amendment No. 1 to increase the annual not-to-exceed contract amount due to rising fuel costs. For the City of San Jacinto, this amendment increases the annual cap from $100,000 to $200,000.
This amendment does not modify or expand the scope of services provided under the Agreement.
Fuel continues to be charged at the County’s cost plus a Board-approved per-gallon markup, and car wash services remain charged at the established rate. The methodology used to calculate fuel costs remains unchanged.
The requested increase is administrative in nature and is intended to account for volatility in wholesale fuel pricing. Because fuel pricing is dynamic and fluctuates based on market conditions, the County is proactively increasing contract limits to reduce the risk of participating agencies exceeding their authorized annual amounts.
All other terms and conditions of the Agreement remain unchanged.
FISCAL IMPACT:
Approval of Amendment No. 1 increases the annual not-to-exceed contract amount from $100,000 to $200,000. This increase does not represent a guaranteed expenditure, but rather establishes a higher ceiling to accommodate potential increases in fuel costs. Actual costs will continue to be incurred on an as-needed basis and will depend on fuel usage and market pricing.
There are no changes to the rate structure or cost methodology under the Agreement. No additional appropriation is required at this time.
