TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Tract Map 37881, KB Home Cal Management Services, LLC RECOMMENDATION:
Staff recommends that the City Council Approve Final Tract Map 37881 for KB Home Cal Management Services, LLC.
DISCUSSION:
Tentative Tract Map No. 37881, commonly known as Smith’s Landing (formerly Rancho De Alamo), is a 191-lot single-family residential subdivision with seven lettered lots, conditionally approved by the Planning Commission on December 13, 2022. The project site is located north of Cottonwood Avenue and east of Cawston Avenue.
Since approval of the Tentative Map, the applicant has completed the requirements necessary for Final Map recordation. This includes satisfaction of the Conditions of Approval related to public improvement plans, right-of-way dedications, infrastructure design, and establishment of longterm funding mechanisms for public services. As part of this effort, the City Council conducted the required public hearings and approved annexation into Community Facilities District No. 2003-1 and Community Facilities District No. 2020-1 through adoption of Ordinance Nos. 25-05 and 25-06.
The applicant has executed a Subdivision Improvement Agreement, approved by the City Council, and provided the required improvement securities to guarantee construction of public improvements.
In addition to satisfying map recordation requirements, the applicant has been actively advancing development of the site pursuant to an Early Construction Agreement with the City. Work completed to date includes mass grading, installation of backbone infrastructure, off-site improvements, and near completion of the model home complex, demonstrating continued progress toward vertical development.
The City Engineer has reviewed Final Tract Map No. 37881 and determined that it is in substantial conformance with the approved Tentative Map and that all applicable requirements of the Subdivision Map Act and City of San Jacinto Ordinance No. 673 have been satisfied. In addition, Richard F. Thomsen, PLS No. 6413, has examined the tract map and concurs that it is technically correct and meets all applicable provisions.
Based on this review, staff recommends that the City Council approve Final Tract Map No. 37881, allowing the map to be recorded with the County of Riverside.
FISCAL IMPACT:
The applicant has paid all required fees and deposits associated with processing the Final Map.
There is no direct fiscal impact to the City associated with approval of the Final Map.
