SUBJECT: Annual Financial Report, SAS 114 Report and GAS Report for the Fiscal Year Ended June 30, 2025
RECOMMENDATION:
Staff recommends that the City Council receive and file the Annual Financial Report of the City of San Jacinto for the fiscal year ended June 30, 2025, as well as the “SAS 114” Report, and the “GAS” Report.
BACKGROUND:
An audit of financial transactions and internal controls is both legally required and mandated under bond covenants. Audit activities were conducted by the firm Rogers, Anderson, Malody & Scott, LLP (RAMS) at various times beginning in June 2024. Finance staff received a draft of the report in April 2025, performed a review of the report, and completed the Management’s Discussion and Analysis (MD&A).
DISCUSSION:
RAMS has rendered an unmodified opinion that the general purpose financial statements, present fairly, in all material respects, the financial position of the City of San Jacinto at June 30, 2025, and the changes in financial position for the year then ended in conformity with accounting principles generally accepted in the United States of America.
RAMS is also required, by professional standards, to provide certain information regarding the audit process and its responsibilities under generally accepted auditing standards and Government Auditing Standards. The attached “SAS 114” report communicates this information.
RAMS is also required, by professional standards, to provide a report on internal control over financial reporting and on compliance, and other matters based on an audit of financial statements performed in accordance with Government Auditing Standards. Accordingly, the “GAS” report is also presented.
Once received and filed, a copy of the Annual Financial Report will be available for download on the City’s website.
