TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Cooperative Agreement Between City of Hemet and City of San Jacinto for Esplanade Avenue Widening
RECOMMENDATION:

Staff recommends the City Council:

1. APPROVE the cooperative agreement between City of Hemet and City of San Jacinto for Esplanade Avenue Widening Phase 1 Warren Road to Sanderson Avenue (CIP# 06- 145);

2. AUTHORIZE the City Manager to execute the cooperative agreement.

BACKGROUND:

On March 3, 2026, City Council authorized the City Manager to execute a construction contract between the City of San Jacinto and Granite Construction Company for Esplanade Avenue Widening Phase 1 Warren Road to Sanderson Avenue (CIP# 06-145) "the Project". The Project scope includes work that is located within the City of Hemet jurisdiction and therefore requires coordination between the City of Hemet and the City of San Jacinto.

The project has been in development since 2018 and has recently progressed into the construction phase. The City of San Jacinto has been the lead agency for the Project through the planning, design, bidding, and now construction phases of the Project. The City of Hemet has reviewed and approved the project plans and has agreed to fund the installation of the new traffic signal at the intersection of Warren Road and Esplanade Avenue for a sum of $488,921.

DISCUSSION:

The Project represents a regionally significant infrastructure improvement that will enhance traffic circulation, improve safety, and accommodate future growth in both the City of San Jacinto and the City of Hemet. The installation of a traffic signal at Warren Road and Esplanade Avenue is a critical component of this effort, as the current all-way stop intersection is operating at a Level of Service of F. The proposed traffic signal would support increased traffic volumes anticipated from ongoing development in the area.

City Council awarded the Project to Granite Construction Company on March 3, 2026. The staff report said that the $488,921 funding would be furnished by the City of Hemet, and a cooperative agreement would be forthcoming.

The City of Hemet previously collected $475,602.76 in developer impact fees associated with the Stoney Mountain Ranch development, designated for the construction of a traffic signal at the intersection of Warren Road and Esplanade Avenue. The cooperative agreement will allow the City of Hemet to allocate the developer impact fees to reimburse the City of San Jacinto for the construction of the traffic signal.

City staff recommends the City Council approve the cooperative agreement between the City of Hemet and the City of San Jacinto.

FISCAL IMPACT:

Approval of the cooperative agreement between the City of Hemet and the City of San Jacinto will not impact the general fund.
