TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Inland Foundation Engineering Professional Services Agreement for Esplanade Avenue Widening, Phase 1
RECOMMENDATION:
Staff recommends the City Council:
1. APPROVE the professional services agreement with Inland Foundation Engineering for the sum of $105,939;
2. AUTHORIZE the City Manager to execute the professional services agreement.
BACKGROUND:
The Esplanade Avenue Widening Phase 1 Warren Road to Sanderson Avenue (CIP# 06-145) Project (hereafter referred to as “the Project”) has been in the planning and design phase since 2018. On March 3, 2026, City Council authorized the City Manager to execute a construction contract between City of San Jacinto and Granite Construction Company for the Project. The Project’s overall scope includes widening Esplanade Avenue from two lanes to four lanes (two lanes in each direction), installation of traffic signals at the intersection of Esplanade Avenue and Cawston Avenue, and the intersection of Esplanade Avenue and Warren Road, with sidewalk and drainage facility along the north side of Esplanade Avenue.
During the planning and design phases of the Project, it was determined that the Project's feasibility requires special attention to the geotechnical conditions within the Project boundaries.
In July 2025, the City requested proposals for geotechnical investigations and material testing for the construction phase of the Project. After an extensive review of the three proposals received, it was determined that Inland Foundation Engineering would be the most qualified to provide the professional services for the Project.
DISCUSSION:
Inland Foundation Engineering has previously provided the City with professional services for the Project, consisting of geotechnical investigations, over-excavation requirements, soil treatments, and pavement section recommendations. This information is reflected in the Geotechnical Investigation Report provided by Inland Foundation Engineering in May 2019. The design of the pavement of Esplanade Avenue between Sanderson Avenue and Warren Road is heavily derived from the report provided by Inland Foundation Engineering in May 2019.
Inland Foundation Engineering also provided geotechnical services for Eastern Municipal Water District (EMWD) for the San Jacinto Valley Water Pipeline along Esplanade Avenue between Sanderson Avenue and Warren Road. EMWD completed the installation of the referenced untreated water pipeline in 2024.
Therefore, Inland Foundation Engineering already has extensive knowledge of the existing soil conditions within the Project limits and is familiar with the end goal of the Project.
City staff recommends the City Council award the professional services agreement to Inland Foundation Engineering for the sum of $105,939.
FISCAL IMPACT:
The approval and execution of the professional services agreement will not impact the general fund as the cost of this agreement has already been allocated through the staff report, dated March 3, 2026, which awarded the construction contract of the Project.
