TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Road Closures for the Construction of Esplanade Avenue Widening Phase 1 Warren Road to Sanderson Ave
RECOMMENDATION:

Staff recommends the City Council APPROVE the requested road closures for the construction of Esplanade Avenue Widening Phase 1 Warren Road to Sanderson Avenue (CIP# 06-145).

BACKGROUND:

The Esplanade Avenue Widening Phase 1 Warren Road to Sanderson Avenue (CIP# 06-145) Project (hereafter referred to as “the Project”) has been in the planning and design phase since 2018. On March 3, 2026, City Council authorized the City Manager to execute a construction contract worth $8,083,808.00 with Granite Construction Company (“the Contractor”) for the Project. The Project’s overall scope includes widening Esplanade Avenue from two lanes to four lanes (two lanes in each direction), installation of traffic signals at the intersection of Esplanade Avenue and Cawston Avenue, and the intersection of Esplanade Avenue and Warren Road, with sidewalk and drainage facility along the north side of Esplanade Avenue.

DISCUSSION:

To provide for Public Safety, construction efficiency and minimize public inconvenience, the contractor has requested the following road closures:
• Warren Road at the intersection of Warren Road and Esplanade Avenue. No through traffic going north and south. Detours provided.
• Cawston Avenue at the intersection of Cawston Avenue and Esplanade Avenue. No through traffic north and south. Detours provided.
• Esplanade Avenue between Cawston Avenue and approximately 350 feet west of Sanderson Avenue. No through traffic. Detours provided. Local residents and businesses would be provided access to their adjacent properties.

The Contractor’s proposed means and methods are to construct the Project in segments. In accordance with the Contractor’s phasing plan, these closures will not occur simultaneously.

Only one of the identified roadway segments will be closed at any given time over the course of construction. The exact start times and duration of each closure will remain subject to weather conditions and the Contractor’s construction schedule.

The Contractor has furnished Engineering with the attached preliminary traffic control and detour plan. Electronic message boards will be placed on the surrounding streets approaching the work area to furnish motorists with advanced warning for the impending closures prior to the start of construction. The Contractor would also be required to notify all emergency services, businesses, schools and residents prior to the road closures.

The proposed road closures allow for the quickest, most practical method to complete the Project and provide the least inconvenience to the public. Therefore, the City Engineer has determined the road closures necessary and recommends their approval. Please note that if additional closures are warranted, Engineering will return to Council for further approval.

FISCAL IMPACT:

The proposed road closures will provide no fiscal impact to the general fund.
