WARREN ROAD TO SANDERSON AVENUE
TS-4 TECHNICAL SPECIFICATIONS
01 55 26 – TRAFFIC CONTROL SYSTEM
(BID ITEM No. 2)
This section covers the requirements for Bid Item No. 2 “Traffic Control.” Traffic control shall conform to the provisions in Section 5-137B “Load Limits”, Section 7, “Legal Relations and Responsibility to the Public”, Section 12, “Temporary Traffic Control” of the Caltrans Specifications, the Manual on Uniform Traffic Control Devices (MUTCD), the Section of these contract documents entitled “Insurance – Hold Harmless”, and these special provisions. Nothing in these Special Provisions shall be construed as relieving the Contractor from the responsibilities specified in Section 7-1.05.

A minimum of two (2) weeks prior to start of work, the Contractor shall submit traffic control and detour plans signed and stamped by a Licensed Traffic Engineer to the City Engineer for review for compliance with MUTCD. The Notice to Proceed will not be issued until a satisfactory Traffic Control Plan is approved by the City Engineer. Any revisions to the traffic control plans or requirements shall be approved by the City Engineer.

The access to each property shall not be restricted during normal business hours (8:00 AM to 5:00 PM, Monday through Friday). If access to a property needs to be restricted during normal business hours, access shall not be restricted for any longer than one hour and contractor must provide a minimum five day written notice. Vehicular and pedestrian access to adjacent properties shall be provided at all times. Closed sidewalks shall be posted with “SIDEWALK CLOSED” signs at each approach to the closure and an approved alternate route provided. All travel lanes, sidewalks, and crosswalks shall be open between 5:00 am and 8:30 am and between 3:30 pm and 9:00 pm. One travel lane in each direction shall be open at all times between 8:30 am and 3:30 pm. Flaggers may be used if one lane in each direction cannot be kept open with the approval of the Traffic engineer. All traffic lanes shall be open before and after work hours. A minimum of 11-foot lane, in each direction, with an even driving surface shall be available at all times.

The City would consider road closures to through traffic if requested by the Contractor. If the Contractor anticipates the need for a full road closure, Contractor would be responsible for submitting traffic control plans that clearly depict the details of the road closure and detour routes.

If the Engineer deems a full road closure is necessary or beneficial, the Engineer’s office would present the Contractor’s proposed road closure to the City Council for approval.

All existing traffic control signs and street name signs shall be maintained in visible locations except as directed by the Engineer and where they conflict with the project.

Flashing message boards shall be installed to advise the public of work site. Flashing arrow boards are mandatory for lane closures on major streets. They shall operate until traffic control is removed. All warning lights, signs, flares, barricades (including concrete barriers), trench ESPLANADE AVENUE WIDENING PHASE 1

plates, and other facilities for the sole convenience and direction of the public traffic or any other reason shall be furnished and maintained by the Contractor. All signs shall conform to and be placed in accordance with the current MUTCD, issued by the California Department of Transportation for construction and maintenance of work zones. Any flares, flagman, pilot cars, and any and all other traffic related items, shall be furnished by the Contractor at his expense.

All barricades shall be equipped with flashing/steady burn warning lamps at night. All cones, delineators, barricades, and “k” rail shall be reflectorized. All traffic control shall be kept in their proper position at all times, and shall be repaired, replaced, or cleaned as necessary to preserve their appearance and continuity. Any devices not part of the required traffic control or detours shall be removed from the view of the traveling public immediately.

Sufficient lighting will be required for all work performed when sufficient sunlight is not present.

No payment for extra work will be allowed for work performed as specified in Section 12-1.03 (Flagging costs) of the Caltrans Specifications. Flagging costs shall be borne entirely by the Contractor.

It is the Contractor’s responsibility to provide for the safe passage for vehicles traveling to residences and business locations within the limits of the project.

The Contractor shall provide public notification in the form of an information letter pertaining to the planned work. The letter shall be written in English and Spanish and distributed to all affected residents and businesses at least seven (7) days prior to scheduled work. The letter shall include the City’s logo and be reviewed and approved by the City Engineer prior to distribution. Minimum of 48 hours in advance of all work, Contractor shall notify all emergency services, trash pickup company, school district(s), and post office.

Temporary “No Parking” signs with effective dates shall be posted three (3) days prior to the scheduled work for a particular street. Signs shall be printed in English and Spanish. The contractor shall notify the local Police Department immediately upon posting signs.

All open trenches shall be covered with non-skid steel plates or temporary asphalt pavement before and after work hours. All open trenches shall be backfilled within 72 hours. All traffic control signs shall be either covered or removed when not required by the nature of work or if no present hazard to the motorist exists.

There shall be no asphalt grinding or excavation creating a “Lip” greater than 1.0 inch left open to traffic. When lips greater than 1.0 inch exist, the lip shall be ramped with cold patch or other approved materials. This applies to all locations, including along gutter lips, manholes, etc.

Contractor shall not work any holiday (unless approved 48 hours prior to the holiday by the City Engineer).

TS-6 TECHNICAL SPECIFICATIONS
Traffic control signs and materials shall be maintained at all times including after hours, weekends, and holidays.

Contractor shall also coordinate to allow and not disrupt trash pickup and mail delivery at no additional cost. The completed roadway shall not be opened to traffic until all permanent signing and striping is in place or temporary striping and signing approved by the Engineer.

Adequate notice of any lane closures shall be given to all affected parties including school, emergency services, CR&R, RTA, post office, and School District as required by other sections of these specifications.

Payment for Bid Item No. 2 “Traffic Control” shall be by Lump Sum, and shall include all costs for design, installation, modifications, and removal of traffic control over the course of the project.

Additional traffic control signs or adjustments to the signs, as determined by City, shall be done at no additional cost to the City and minimum of 2 flashing message boards shall be installed to advise the public at various work sites. The Lump Sum cost shall include cost of the traffic control and detour plans prepared by a Licensed Engineer.
