4. DISCUSSION ITEMS
4.1. Tract 31886 Landscape and Irrigation Improvements (SJ-545) Contract City Engineer Stuart McKibbin presented the staff report.
M/S/C (Sanchez/Vandever) made a motion to approve the plans and specifications for Tract 31886 Landscape and Irrigation improvements; Award the construction contract to the lowest bidder submitting a responsive bid, Conserve LandCare, for the sum of $986,944.25; Allocate 8% of total bid ($78,955.54) for administration, inspection, and testing; Allocate 10% of total bid ($98,694.43) for construction contingencies; and authorize the Interim City Manager to execute the construction contract. Motion carried 4/0.

5. CITY MANAGER UPDATE
Deputy City Manager Tom Prill stated the City Manager update will be moved to the next City Council meeting on October 6, 2026.
