TUESDAY September 6, 2022
1. CALL TO ORDER – Called to Order by Mayor Hernandez at 6:04 P.M.

2. APPROVAL OF AGENDA –
City Manager request to move Item 9 Public Hearing –Conduct Proposition 218 Public Hearing for proposed Increase in Water and Sewer Rates, following the approval of Agenda.
Motion: Mayor Pro Tem Flores motioned to approve the Approval of Agenda as presented and with City Managers request. The motion was seconded by Councilmember Lua and approved by the following votes: 5 Ayes
3. CONSENT CALENDAR -
A. Approval of Minutes: City Council Meeting Minutes of August 9, 2022 – B. Approval of Minutes: City Council Meeting Minutes of August 24, 2022- C. Approval - Warrant #’s 053466-053601-
D. Report and Recommendation- Consideration and Approval of Resolution No. 2022-46.
Reauthorizing Remote Teleconference Public Meetings by the City Council and All Boards, Commissions, and Standing Committees of the City in Accordance with Assembly Bill 361.
E. Report and Recommendation- Consideration and Approval of Resolution No. 2022-47.
Concerning Local Transportation Purpose Funds Extension (Measure “C” Extension).
Motion: Mayor Hernandez moved to approve Consent Calendar as presented Item 3(A-E). The motion was seconded by Councilmember Mejia and approved by the following votes: 5 Ayes.

4. SHERIFF REPORT – Deputy Vasquez presented the Monthly Sheriff Report for the month of August 2022

9. PUBLIC HEARINGS- Public Hearing opened at 6:16 P.M.
SUBJECT: Conduct Proposition 218 Public Hearing for Proposed Increase in Water and Sewer Rates
RECOMMENDATION:
Staff recommends that City Council conduct the Proposition 218 public hearing and determine the official number of written protests received on proposed water rate increases, and deliberate. If a majority protest does not exist, adopt Resolution No. 2022-48 approving new rates for water and sewer service and amending the Master Fee Schedule.
The public Hearing Closed at 6:28 P.M.
Motion: Mayor Hernandez moved to approval Recommendation to conduct the Proposition 218 public hearing and determine the official number of written protest received on proposed water rate increases and deliberate. If a majority protest does not exists, and adopt Resolution No. 2022-48 approving new rates for water and sewer service and amending the Master Fee Schedule. The motion was seconded by Mayor Pro Tem Flores and approved by the following votes: 4 Ayes 1 No (Councilmember Covarrubia).
