SUBJECT: Fresno County Multi-Jurisdictional Housing Element Update City Council Study Session
RECOMMENDATION: Informational Item only for City Council and the public to receive an overview on the Draft Housing Element and provide input to submittal to the State Department of Housing and Community Development (HCD) regarding the proposed Fresno County MultiJurisdictional Housing Element Update and the City of San Joaquin Housing Element.

Purpose
To provide an overview and announce the availability of the City’s Draft Housing Element and to receive council and public input prior to submittal to the State Department of Housing and Community Development (HCD).

Housing Element Overview
The Fresno County Multi-Jurisdictional Housing Element consists of one of eight mandated elements of the General Plan. The Housing Element consists of a plan to accommodate the jurisdiction’s “fair share” of the regional housing needs assessment (RHNA) as provided by the State.

The subject Housing Element will consist of the 6th Cycle Planning Period from December 31, 2023 to December 31, 2031. The adoption deadline for this Planning Period is December 31, 2023.

It must be updated every 8 years and approved by HCD.

Fresno COG RHNA
Regional Housing Needs Assessment (RHNA) is determined first by the State projecting future housing needs at various income levels and allocates units to Councils of Governments (COGs) Statewide. Each COG develops a methodology approved by HCD to evaluate factors for distribution of units to each jurisdiction. Cities and counties are allocated these estimated units and need to accommodate enough land at appropriate densities to achieve their RHNA goals.

The Fresno COG (FCOG) was required to allocate 58,298 units for the FCOG RHNA. The City of San Joaquin was allocated 200 of those units. The following exhibit depicts this distribution:

STAFF REPORT
Date: July 10, 2023
TO: Mayor and Councilmembers
FROM: Mario Gouveia, City Engineer
REVIEWED BY: Elizabeth Nunez, City Manager
SUBJECT:

Resolution No. 2023-26, Accepting Completion of Manning Avenue Pavement Rehabilitation, Project No. 20-CDBG-12059, Authorizing the City Clerk to File a Notice of Completion with Fresno County, and Authorizing the City Manager to Make Final Payment of Retention Monies to Bush Engineering, Inc.

RECOMMENDATION:

1. Adopt Resolution No. 2023-26, Accepting completion of Manning Avenue Pavement Rehabilitation, Project No. 20-CDBG-12059

2. Authorize the City Clerk to file a Notice of Completion with Fresno County

3. Authorize the City Manager to make final payment of retention monies to Bush Engineering, Inc.

BACKGROUND:

The City of San Joaquin “City” was awarded a Community Development Block Grant (CDBG) in 2020 to construct waterline improvements at various locations in the south side of the city. The waterline project was completed in March of 2022 and included pavement improvements to 9th Street, Pine Street, and portions of Manning Avenue east of Pine Street. At the completion of the project, there was additional funding remaining from the grant that could be utilized to construct additional surface improvements within the project limits.

The City of San Joaquin advertised the Manning Avenue Pavement Rehabilitation Project No. 20- CDBG-12059 on March 1, 2023, March 8, 2023, March 15, 2023 and received a total of six (6) bids that were opened on March 30, 2023. Bush Engineering, Inc. submitted the lowest responsive and responsible bid and was awarded a contract for $153,335.00.

DISCUSSION:

The project’s construction phase started on May 15, 2023 and the major work consisted of pavement planing and placing approximately 720 tons of asphalt concrete, replacing traffic striping, and adjusting existing utility covers to grade on Manning Avenue in the City of San Joaquin.

The Contractor completed all work and a final inspection has been performed and the work was found to be in compliance with the plans and specifications. Therefore, the work should be accepted as complete and a Notice of Completion filed with Fresno County. If no claims are filed 47 within 35 days after recordation, the retention in the amount of $9,151.27 should be paid to Bush Engineering, Inc.

ANALYSIS:

The final construction contract cost inclusive of all authorized work was $183,025.31.

A summary of the contract costs are as follows:

Original Contract Award $ 153,335.00
Change Order No. 1 $ 2,430.99
Change Order No. 2 (Balancing Change
Order)
$ 27,259.32
Final Construction Cost $ 183,025.31
FISCAL IMPACT:

Construction of this project is funded using a Community Development Block Grant.

STAFF REPORT TO COUNCIL
July 10, 2023
TO: Mayor and Council
FROM: Elizabeth Nunez, City Manager
SUBJECT: Council Approval to Consolidate Positions and Reorganize Tasks, Establishing the Assistant City Manager/City Clerk Position and the Finance Director Position Recommendation:

Council adopt Resolution No. 2023-27 Approving Job Descriptions for the positions of Assistant City Manager/City Clerk and Finance Director, establishing the salary schedule for these positions, and eliminating the Utilities Clerk position; and adopting Resolution No. 2023-28 authorizing the number of employee positions and titles, rescinding prior resolutions.

Executive Summary
Staff is requesting Council adopt a Resolution that would shift tasks to different management positions within the office to accommodate a reorganization and a Resolution authorizing number of employee position and titles and rescinding prior resolutions. Approval of these resolutions results in the following:

1. Creates two new positions: Assistant City Manager/City Clerk and Finance Director

2. Eliminates three positions: Assistant City Manager/Finance Officer, City Clerk/Human Resources Officer and Utilities Clerk
The Assistant City Manager/Finance Officer would move into the Assistant City Manager/City Clerk position and recruitment would be pursued for the Finance Director position.

With this reorganization staff projects savings of approximately $12,000 per fiscal year.

Background
The City recently experienced two vacancies in key positions that allowed for evaluation of current responsibilities in those positions. In June the City Clerk/Human Resources and Finance Clerk positions became vacant and both of these positions had not been filled. An in-house recruitment was opened for the Finance Clerk position and an offer was extended and accepted by an in-house employee (Utilities Clerk), and the City Clerk/Human Resources position is the subject of the item that is being brought forth today. With the Utilities Clerk accepting the Finance Clerk position, the Utilities Clerk position is now vacant.

Staff is proposing to have the current Assistant City Manager continue to perform the duties of the City Clerk, including human resources and shift the finance responsibilities. A separate position would be created to focus specifically on finance and grant management, with the title of Finance Director. The Utilities Clerk position would be eliminated; as the primary responsibility of Utilities Clerk is embedded in the Finance Clerk job description. Due to consolidating 4 positions to 3, staff projects savings of approximately $12,000 per fiscal year. 54 RESOLUTION NO. 2023-27

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SAN JOAQUIN APPROVING JOB DESCRIPTIONS FOR NEWLYCREATED POSITIONS OF ASSISTANT CITY MANAGER/CITY CLERK AND

FINANCE DIRECTOR, ESTABLISHING THE SALARY SCHEDULES FOR THOSE

POSITIONS, AND ELIMINATING THE ASSISTANT CITY MANAGER/FINANCE

OFFICER, CITY CLERK/HUMAN RESOURCES OFFICER, AND UTILITIES CLERK

POSITIONS
WHEREAS, the City Council of the City of San Joaquin is authorized and empowered to make decisions that preserve the health and safety of the community; and WHEREAS, the City of San Joaquin staff has had two vacancies of positions vital for the administration and management of City Hall; and
WHEREAS, in smaller cities, when there are vacancies of department heads or other vital administration, a reorganization is often required to leverage the abilities and capabilities of the remaining staff, as well as projecting optimal scenarios for those positions yet to be filled; and WHEREAS, City staff has put forth a reorganization proposal that would increase the number of financially-trained and experienced employees to serve the City; and WHEREAS, a full-time Finance Director is an especially important position due to the large amount of grant funding the City receives which requires considerable expertise and time to administer; and
WHEREAS, pursuant to CalPERS and CCR 570.5 guidelines, the City Council must approve and adopt adjustments made to the salary schedule including when the City creates a position.

NOW, THEREFORE, the City Council of the City of San Joaquin resolves as follows:

1. The foregoing recitals are true and correct and are incorporated by reference.

2. The Council approves the elimination of the Assistant City Manager/Finance Officer, City Clerk/Human Resources Officer, and the Utilities Clerk positions.
