SPECIAL MEETING MINUTES
TUESDAY, AUGUST 22, 2023
1. CALL TO ORDER - PLEDGE OF ALLEGIANCE – ROLL CALL
The Meeting was called to order and the pledge of allegiance led by Mayor Hernandez at 6:04pm.

2. APPROVAL OF AGENDA
The City Manager requested that due to all of the items being related to consideration of the budget, that all “New Business” items be considered and passed by one motion. A motion was made by Mayor Pro Tem to approve the agenda in that manner. Passed by consensus 4-0 (absent: Lua).

4. NEW BUSINESS
A. SUBJECT: Council consideration and approval of the Fiscal Year 2023-2024 City Budget.
RECOMMENDATION: Council approve Resolution No. 2023-35, adopting a Budget for the City of San Joaquin for Fiscal Year 2023-2024. (Enclosure P. 1, Action Item) B. SUBJECT: Council consideration of Resolution No. 2023-36, authorizing the number of employees positions and titles, rescinding prior resolutions.
RECOMMENDATION: Council adopt Resolution No. 2023-36, authorizing the number of employee positions and titles, rescinding prior resolutions. (Enclosure P. 23, Action Item)
6 C. SUBJECT: Consideration and approval Resolution No. 2023-37, a Resolution of the City of San Joaquin adopting a new salary schedule for the 2023-2024 Fiscal Year.
RECOMMENDATION: Council approval of Resolution No. 2023-37, adopting a new salary schedule for the 2023-2024 Fiscal Year. (Enclosure P. 25, Action Item) D. SUBJECT: Consideration and approval Resolution No. 2023-38, a Resolution of the City Council of the City of San Joaquin amending Rule 7.3(A) of the Personnel Rules and Regulations.
RECOMMENDATION: Council approval of Resolution No. 2023-38, a Resolution of the City Council of the City of San Joaquin amending Rule 7.3(A) of the Personnel Rules and Regulations (Enclosure P. 27, Action Item)
City Manager Cabrera and Assistant City Manager Flood presented the items. A motion was made by Mayor Pro Tem Flores to approve the items, with a second by Mayor Hernandez.
Motion passed 4-0 (absent: Lua).
5. ADJOURN MEETING
At 7:21pm and with no more business to be conducted, a motion was made by Mayor Pro Tem Flores to adjourn the meeting, with a second by Councilmember Mejia. Motion passed 4-0 (absent: Lua).
