§302(c)(4)(C) Provide a description of how the Plan is consistent with the programs set forth in the Local Government’s Housing Element.
The City of San Joaquin's plan to allocate PLHA funds to the development of affordable housing - both rental and ownership - is consistent with mutliple goals/programs outlines in the City's housing element under the affordable housing development and preservation factor.
Specifically, Program 6 to "promote affordable housing incentives with a quantifiable objective that expands the City's affordable housing inventory by 57 units over the next eight years." And Program 9 to "promote extremely low-income households" with a quantifiable objective of "creating 67 lower-income units, including 19 units for extremely low-income households to prevent displacement and provide mobility opportunities." The City of San Joaquin intends to partner with experienced non-profit affordable housing developers working to develop 100% affordable housing that prioritizes low-income families and populations with special needs, therefore meeting two primary goals/programs of the City's Housing element. §301(a)(1) The predevelopment, development, acquisition, rehabilitation, and preservation of multifamily, residential live-work, rental housing that is affordable to extremely low-,very low-, low-, or moderate-income households, including necessary Operating subsidies. §302(c)(4)(E)(i) Provide a detailed and complete description of how allocated funds will be used for each proposed Affordable Rental Housing Activity. §302(c)(4)(A) Describe the manner in which allocated funds will be used for eligible activities.
The City of San Joaquin intends to use Permanent Local Housing Allocation funds for the purpose of development permanent multi-family rental housing and owner occupied housing that will serve extremely low-, very low- and low-income households. Approximately 55% of the funds will go twoards Activity 1 for the pre-development / development costs of the Cordillera Commons which is an affordable rental housing project. In keeping with PLHA guidelines, approximately 40% of the remaining funds will go towards Activity 2, which focuses on the predevelopment/development of owner occupied housing.
§302(c)(4)(B) Provide a description of the way the Local government will prioritize investments that increase the supply of housing for households with incomes at or below 60 percent of Area Median Income (AMI).
The City of San Joaquin will target funding activities to those activities which will increase the supply of housing for households whose incomes are at or below 60% of area median income (AMI). 100% of funds will be allocated to predevelopment of either rental or owner occupied housing. This predevelopment is expected to result in the development of approximately 50 units of permanently affordable rental housing and up to 87 single family units that will be aimed at low income households. The projected unit mix for the 50 rental unit development ranges from 30% AMI to 60% AMI, and is further broken down below under Actitities Detail in section 302(c)(4)(E)(i). The owner occupied unit development is 100% affordable at very-low and low income rates.
Activities Detail (Activities Detail (Must make a selection on Formula Allocation Application worksheet under Eligible Activities, §301)) Th proposed Cordillera Commons development involves the New Construction of 50 affordable units and 1 manager's unit composed of two-story wood framed buildings with pitched roods. Unit mix includes fourteen (14) one-bedroom units, sixteen (16) two-bedroom units, twelve (12) three-bedroom units, eight (8) four-bedroom units and one (1) three-bedroom manager unit. Buildings are arranged around a central community building with multiple points of ingress and egress. A total of 77 parking stalls are dispersed along the drive aisle and provide convenient access to all units. Residents of Cordillera Commons will have access to interior community spaces, outdoor pay spaces for children, and picnic-relaxation areas. The community room at Cordillera Commons will accommodate services for families and children, community events, and property management related functions. The property will provide on-site laundry facilities. Emphasis will be placed on efficient mechanical systems (HVAC, water heating) and efficient shell measurers (light color stucco, metal roofing/single-ply TPO). The site will also utilize drought resistant landscaping.
