March 4, 2025
TO: Mayor and Council
FROM: Matt Flood, Assistant City Manager
SUBJECT: Proposed Budget Line-Item Amendment and Modification of Certification Incentive Program
Recommendation:
Council adopt Resolution No. 2025-14, Modifying the Certification Incentive Program and Approving a Budget Line-Item Amendment to the FY 2024-2025 Budget to Reflect the Increased Certifications.
Executive Summary:
Currently the City does not have an employee certified to drive the Street Sweeper and other machinery that would require at least a “B” Driver’s License, as well as anyone certified to perform technical operations at the Wastewater Treatment Plant. As has happened in the past, prolonged periods in which the City does not have these certifications requires Council to hire contractors to perform the work, which is costly to the City.
By increasing incentives related to those certifications, the City hopes to encourage current employees to acquire them, as well as having the extra benefit of attracting someone that currently has one in future recruitments, when possible.
Staff is proposing the hourly bonus given to an employee that holds a “B” or equivalent license change to $2.00 (from $1.00) per hour, and the wastewater related Certifications change to $3.00 for an Operator in Training (known as “OIT” and currently $1.00 on the FY 24-25 incentive scale), $4.00 for a Wastewater Treatment Plant Operator Grade 1 (known as “W1” and currently $2.00), and $5.00 for a Wastewater Treatment Plant Operator Grade 2 (known as “W2” and currently $3.50). Additionally, the one-time attainment incentive for achieving the OIT is created and is $1,000 (W1 and W2 currently have a $2,500 attainment incentive). These changes are shown in the attachment to the resolution.
Financial impacts in paying for the incentives are covered by the funds the City saves in performing these tasks in-house as opposed to contracting them out. Therefore, there is no negative net fiscal impact. However, due to changes in expense and revenue assignments, it is appropriate to have a formal amendment to the budget that Council considers. 24 RESOLUTION NO. 2025-14
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JOAQUIN
MODIFYING THE CERTIFICATION INCENTIVE PROGRAM AND APPROVING A BUDGET LINE-ITEM AMENDMENT TO THE FY 2024-2025 BUDGET TO REFLECT
THE INCREASES
WHEREAS, the City Council of the City of San Joaquin has the authority to authorize expenditures, including employee pay; and
WHEREAS, having in-house employees with certifications necessary to the operations of the City not only enhances the safety and operability of the municipality, but also decreases expenses, thereby increasing net revenues; and
WHEREAS, the City Council has had an incentive program for years, and at this time wishes to modify it due to the City’s ever-evolving needs, for which it is appropriate to also have a line-item amendment to the budget.
NOW THEREFORE, the City Council of the City of San Joaquin resolves as follows:
1. The foregoing recitals are true, correct, and incorporated by reference.
2. The City Council modifies the official Certification Incentive Program included in the FY 2024-2025 Budget, attached hereto as Exhibit A.
3. The City Council approves a line-item budget amendment to the FY 2024-2025 Budget to accommodate net-neutral expenses to the applicable budget lines that may be affected.
4. This resolution is effective upon adoption.
