STAFF REPORT TO PLANNING COMMISSION
September 2, 2025
TO: Planning Commission of the City of San Joaquin
FROM: Elizabeth Cabrera, City Manager
SUBJECT: Extension for Tentative Tract Map No. 6152 for Future Development of the 55- Single-Family-Lot Subdivision of APN: 033-260-15S for Two Years Recommendation:

Recommend that the Planning Commission adopt Resolution No. 2025-45 approving the extension for Tentative Map No. 6152.

Executive Summary
San Joaquin Properties, LLC submitted a Tentative Tract Map (TTM) Extension for future development of the 55-single-family-lot subdivision on APN: 033-260-15S. The current parcel is

11.2-acres, rectangularly shaped, and located on the northwest corner of Main Street and Arizona Street (see Exhibit A). The parcel is located within city limits, designated by the General Plan as Low Density Residential and currently zoned R-1. Extension of the tentative tract map would allow an additional year for development and approval of a Final Map to subdivide the parcel into 55 lots for future development of single-family homes, three internal residential streets, and trail and park improvements required by Parcel Map 18-01, as shown in Exhibit A of the resolution. These lots would be a minimum of 6,000 SF with an average of 6,548 SF. The property is not in a flood hazard zone.

State Law Consistency
California Government Code Section 66452.6(e) states that, “Upon application of the subdivider filed before the expiration of the approved or conditionally approved tentative map, the time at which the map expires pursuant to subdivision (a) may be extended by the legislative body or by an advisory agency authorized to approve or conditionally approve tentative maps for a period or periods not exceeding a total of six years.” The City recently amended San Joaquin Municipal Code section 153.029, which provides for the maximum time for extensions allowed by state law.

As a result, this TTM extension will expire October 5, 2027, and this will constitute the final extension permitted.

Per the San Joaquin Municipal Code, requests for extension may be considered by the Planning Commission.
28 2
CEQA Determination
This project has already been assessed per the California Environmental Quality Act (CEQA), an Addendum to the City’s General Plan EIR has been adopted for the project. The granting of the extension is a administrative process having no impact on the environment beyond that already physically assessed, and no modifications are being proposed to the project. As such, no further CEQA assessment is required.

Background
A proposed Tentative Tract Map (TTM) was submitted on July 13, 2023, and approved by the City Council on August 1, 2023, to further subdivide TPM 18-01. The City Engineer provided a list of conditions, items required to be included on the final map for the final map to be found acceptable to the City for final approval. The Applicant agreed to these additional conditions for the project listed below as part of obtaining tentative tract map approval, including identified required dedications for Parcel Map 18-01. All other City and CEQA requirements for the proposed TTM have been met.

City staff have reviewed the current conditions of approval and do not recommend any changes or additions to them.

36 STAFF REPORT TO PLANNING COMMISSION
September 2, 2025
TO: Planning Commission of the City of San Joaquin
FROM: Elizabeth Cabrera, City Manager
SUBJECT: Extension for Tentative Tract Map No. 6361 for Future Development of the 32- Single-Family-Lot Subdivision of APN: 033-040-95S for Two Years.

Recommendation:

Recommend that the Planning Commission adopt Resolution No. 2025-46 approving the extension for Tentative Tract Map No. 6361.

Executive Summary
San Joaquin Properties, LLC submitted a Tentative Tract Map (TTM) Extension for future development of the 32-single-family-lot subdivision on APN: 033-260-95S. The current parcel is 7-acres, triangularly shaped, and located on the southwest corner of Main Street and Elm Avenue (See Exhibit A). The parcel is located within city limits, designated by the General Plan as Low Density Residential and currently zoned R-1. Extension of the tentative tract map would allow an additional year for development and approval of a Final Map to subdivide the parcel into 32 lots for future development of single-family homes, three internal residential streets, and trail and park improvements required by Parcel Map 18-01, as shown in Exhibit A of the resolution.

As a result, this TTM extension will expire on October 5, 2027, and will constitute the final extension permitted.

Per the San Joaquin Municipal Code, requests for extension may be considered by the Planning Commission.
1 37
CEQA Determination
This project has already been assessed per the California Environmental Quality Act (CEQA), an Addendum to the City’s General Plan EIR has been adopted for the project. The granting of the extension is an administrative process having no impact on the environment beyond that already physically assessed, and no modifications are being proposed to the project.

58 STAFF REPORT TO COUNCIL
August 27, 2025
TO: Mayor and Council
FROM: Elizabeth Cabrera, City Manager
SUBJECT: Council Consideration of Contract with Patricia Barboza for Financial Services.

Recommendation
Council adopt Resolution 2025-48 A Resolution Approving a Contract with Patricia Barboza for Year-End and Financial Reporting Services and Authorizing the City Manager to Execute.

Executive Summary
Staff is requesting Council adopt a resolution authorizing the City Manager to execute a contract with Patricia Barboza for end of the year financial services. Services provided by Ms. Barboza would help the City get caught up with past audits and financial statements through fiscal year 2024-25.

Background
The City of San Joaquin has experienced various indicators of growth in the past couple of years.

Increased housing projects, new sources of funding via Covid-19 and other grants, and significant additions or repairs to our water infrastructure. With all of this comes an increased demand for services, including reporting, accounting, and other responsibilities that increase staff workloads.

Increased regulatory and statutory requirements from the State of California and Federal Government, including due to Covid-19, provide an opportunity for the City to improve its processes. The time-sensitive nature of the demands of managing a city’s finances has prompted staff to bring forth a recommendation to hire an experienced professional contractor.

The contract calls for an hourly agreement, with an hourly rate of $90. The term of the contract would cover three fiscal years, beginning with the work that needs to be done to close fiscal year 2024-2025.

Because the City has not yet filled the Assistant City Manager position, the contracting of the services from Patricia Barboza will not increase the overall budget for fiscal year 25-26. 59 RESOLUTION NO. 2025-48

A RESOLUTION OF THE CITY COUNCIL OF THE

CITY OF SAN JOAQUIN APPROVING CONTRACT WITH PATRICIA BARBOZA

FOR YEAR-END AND FINANCIAL REPORTING SERVICES AND AUTHORIZING THE CITY MANAGER TO EXECUTE.

WHEREAS, staff has a need for services to perform year-end and financial reporting for the City of San Joaquin; and
WHEREAS, staff has determined that Patricia Barboza is the best qualified as she has previously worked for the City as a Finance Manager; and WHEREAS, will be offering her services at $90.00 per hour; and WHEREAS, the Agreement will stay in effect until the completion of the 2024-25 Fiscal Audit.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Joaquin as follows:

1. The foregoing recitals are true and correct and incorporated by reference.

2. The Council approves the agreement with Patricia Barboza attached hereto as Exhibit A and incorporated by reference.

3. The City Manager is authorized to execute the agreement.

4. This resolution is effective upon adoption.

The foregoing resolution was adopted at a regular meeting of the City Council of the City of San Joaquin the 2nd day of September, 2025 and passed at said meeting with the following vote:
