Alondra Bautista, City Clerk Adam Flores-Cornejo, Mayor 15 STAFF REPORT TO COUNCIL
October 6, 2025
TO: Mayor and Council
FROM: Elizabeth Cabrera, City Manager
SUBJECT: Fresno County Multi-Jurisdictional Hazard Mitigation Plan Recommendation:

The Council Approve Resolution No. 2025-49 Approving the Updated County of Fresno MultiJurisdictional Local Hazard Mitigation Plan.

Executive Summary
The County of Fresno has requested that each jurisdiction in the County consider adopting a Resolution demonstrating their participation in and support for recently updated and approved Fresno County Multi-Jurisdictional Hazard Mitigation Plan.

Key highlights of the latest update to the Multi-Jurisdictional Hazard Mitigation Plan include:
• Reflects updated hazard profiles, including recent disaster data (e.g., wildfires, droughts, flooding, and extreme heat events between 2018-2023). • Includes new mitigation projects aimed at addressing emerging threats such as public safety power shutoffs (PSPS), extreme heat, and critical infrastructure vulnerabilities. • Updates risk assessments using revised FEMA tools, current GIS data, and more detailed vulnerability analysis.
• Integrates recent land use and development trends to support more informed planning and mitigation prioritization.
• Expands jurisdictional participation to include updated annexes from cities, special districts, and agencies that reflect localized hazard mitigation strategies. • Ensures ongoing eligibility for FEMA Hazard Mitigation Assistance (HMA) programs and full CDAA reimbursement by meeting AB 2140 requirements.

Background
Resolution NO. 19-39 adopting FEMA Multi-Jurisdictional Hazard Mitigation Plan to ensure the City is eligible to apply for federal mitigation grant funding in the event of a natural disaster was approved in 2019.

Fresno County completed the process of updating its Multi-Jurisdictional Hazard Mitigation Plan (LHMP) to meet the requirements of the Disaster Mitigation Act of 2000 (DMA 2000). The primary purpose of the Hazard Mitigation Plan is to reduce or eliminate long-term risk to people and property from natural and human-caused hazards and their effects on the County planning area. With an approved plan or annex local agencies become eligible to apply for federal mitigation grant funding. The 2009 plan is expired and needs a comprehensive update to comply with the DMA 2000 requirements. The emphasis of DMA 2000 is on creating an ongoing, 16 community-wide planning process that involves the Hazard Mitigation Planning Committee, the public and other key stakeholders. The Fresno County Office of Emergency Services took the lead on the project in coordination with a Hazard Mitigation Planning Committee (HMPC) comprised of various County departments, municipalities, special districts and other stakeholders. City staff participated throughout this process to ensure our eligibility of accessing funds in the event of a natural disaster.

27 STAFF REPORT TO COUNCIL
October 6, 2025
TO: Mayor and Council
FROM: Elizabeth Cabrera, City Manager
SUBJECT: Agreement to be considered with West Hills Community College District Workforce Development Services
Recommendation
City Council approve Resolution No. 2025-51 Authorizing Agreement with West Hills Community College District for Contract Training Services Executive Summary
WHCCD would like to try to regain a presence in the community by offering one class and it being offered in the community. With special consideration being given to the State initiative of Green Energy projects coming to the valley and posing a risk of job loss for our community, this course could offer an alternative for those at risk of becoming unemployed.

The course being offered is a 55 hour course offered over five weeks scheduled to begin October 17, 2025 through November 15, 2025 (see schedule attached). The cost to the City is $9,000 and will be charged to the State Budget Allocation of 2021(Public Safety Funds).

The term of the agreement would run through June 30, 2026 and if any additional courses are requested to be offered an amendment would come to City Council for consideration.

Background
Historically West Hills Community College District has had a presence in our community.

November 2012 the City and WHCCD entered into a five-year agreement for the joint use of the Resource Center for the purpose of educational opportunities for the community. WHCCD has spent funds to refurbish the facility to make it useable for educational uses. As of December 2017, when the agreement expired classes were no longer being offered. Attendance had significantly decreased causing courses to be closed.

In 2019 a new attempt was made by WHCCD to revamp courses for the community through a combination of Adult Education Consortium and HEP programs working together. The combined programming included classes like English as a Second Language (ESL), ESL Civics, Parenting academics, and High School Equivalency programs with almost all of these being available at no cost to the participants. However, shortly after City Council approved the agreement the COVID-19 pandemic caused the program to not “get off the ground.” 28 RESOLUTION NO. 2025-51
