I would like our Mayor, City Council members and other Government representatives and those involved to hear the following comments on the 'Background' arguments for supporting Amending City Charter Section 1602:
".... our undocumented immigrant community - have always added to the legacy and growth of San José and should have every right to be part of the democratic process..

People from any of these countries 'could' have come here legally, but these folks didn't. So no, illegals don't have the same rights as people who came here legally. We welcome people to come here legally, that way we know who they ina locumen them aneg really are, and can confirm and document them, and give them rights as citizens. "... In that same vein, we should continue to seek out actions that will directly translate to a higher voter turn-out for those communities, such as moving odd-numbered districts to align with Presidential Election Cycles and moving even-numbered districts to align with Gubernatorial Election Cycles"
It appears some people here want local undocumented 'residents' to influence more than their local elections. That means someone wants people that are here from other countries voting for things affecting US citizens in 'other" states and 'across' the Nation. Yet nothing here expresses a care as to whether or not these undocumented people understand what the US Constitution means, what having a constitutional federal republic is, how our government works, our US history, or anything for that matter.
"... According to New American Economy, it is estimated that in 2018, immigrants in the San José Metro Area - a portion of which are undocumented - brought in $5.3 billion in state and local taxes alone. Federally, the immigrant contribution is $12.9 billion. The cumulative total stands at $18.2 billion in taxes" I thought immigrants didn't make much money, and that our Govt didn't tax the poorest? We didn't ask the Govt to tax them in the first place. How about not taking their money, and not taking our money to pay for them? "... And these are the same folks that for decades have been taxed without representation and must go out of their way to get their children or anyone with the ability to vote to consider them when casting their ballot" It's hard to believe that my vote as a citizen could be made void by a person who may never understood or read the US Constitution. What happens to my representation?
"... For context, during the first 150 years of U.S history, 40 states allowed non-citizens to vote in local, state and federal elections at different points, coming to an end as rampant xenophobia and racism narrowed the scope of voting rights to privilege those in power"
America has always had legal immigration and we have more immigration than any other country on Earth - and its been that way for over 150 years. Its not legal voting immigrants that citizens are troubled by - its illegals - this is race baiting. Its not "xenophobia and racism' its about voting integrity. (100 years ago we didn't have the high taxes, huge Govt, huge Govt projects, huge welfare system, huge debt, huge population, and complexity that we have now. The wokeness of decrying ".. rampant xenophobia and racism' is https://outlook.office365.com/mail/[email protected]/AAMkADUxOWI4ZjE3LTRkNDEtNGUzMS04MjAwLTlzNzdiYTdkMjc5NAAuAAAAAAC.. 1/2 1/11/22, 12:52 PM Mail - Agendadesk - Outlook
If you care about the integrity and Constitutionality of voting - then you would want to do your best to see that people understand our Constitution, our freedom, our flag, and for which and why it stands.

Agenda item 3.4 Charter Amendment for Voting/Election Rights Monica Song
Tue 1/11/2022 1:09 AM
To: Me < [email protected]>

[External Email]
Dear City Council or San Jose Members,
I'm am writing to express opposition to Amending City Charter Section 1602 Election Procedure, which will Extend municipal voting rights to all residents of the City of San José, including undocumented immigrants.

I arrived in San Francisco as an undocumented immigrant in 1971. I attended public schools and learned about the US and our Constitution. My parents had to travel back to my country of El Salvador to the embassy in order to proceed legally by following the laws to gain legal residency. I became a US citizen much later.

Voting rights should not be given to just anyone entering into our country. Most undocumented immigrants in San Jose are Latinos who are both socioeconomically and educationally disadvantaged. They can be easily swayed by mainstream media and any party who seems to care for them. We are hospitable people and think the best of others. Our current political parties will use undocumented immigrants as pawns.

Make a way for undocumented immigrants to be vetted and granted citizenship. Why skip that step and go directly to voting rights?? Thought they contribute to our economy by working hard— a great maiority of them being honest and iust trying to care for their families — they get paid under the table and don't pay taxes. They learn to I know.

Help them become legal as a step to citizenship instead of changing our charter to grant voting right to undocumented(illegal) immigrants .

Please vote no.

Sincerely,
Monica Song
City of San Jose Resident and Citizen of the USA

Hello, fellow elected officials:
a former immigrant to this city, state, and country I have patiently navigated the process to become a Naturalized Citizen. And such, I was not allowed to vote in any elections due to my status including as a permanent resident. Please DO NOT allow non-citizens to vote unless they are US Citizens. Please respect my appeal, we all need to wait our turn through the correct process. Non-citizens do not have the RIGHT to change our laws or vote for what we care dearly.

PLEASE DO NOT ALLOW NON-CITIZENS to have the right to VOTE! If you do, I will NEVER vote for you in your office, EVER!!!
Thank you,
Nicolae Lapustea

I send this email to make my voice heard. I strongly ask to vote against allowing non-citizens to vote in ANY election. I cannot believe that this is something that is being contemplated. We cannot let people vote who do not have a vested interest in our city. https://outlook.office365.com/mail/[email protected]/AAMkADUxOWI4ZjE3LTRkNDEtNGUzMS04MjAwLTlzNzdiYTdkMjc5NAAuAAAAAAC. 1/11/22, 12:50 PM Mail - Agendadesk - Outlook
The most important reason is that there is no proof they have been educated to what makes America different from other countries. We are a republic with freedoms that other countries do not have. Our constitution allows for freedom, but also calls for law and order to keep people safe so they can live their lives. If people are allowed to vote that do not understand what that means, it gives the opportunity for our country to become like every other country ruled by dictators and criminals.

Potential voters have to know what being a US Citizen means and that the principals of the Constitution create a society that benefits all people.

The decisions of San Jose leaders are not making our city a better place to live. I have lived in San Jose, CA all my life...56 years. Living in San Jose is no longer something I desire to do. It has become an unsafe, and unpleasant place to live. Now when I leave the house and go to the store or mall, it is a good day if we are able to get through without seeing the police because someone robbed, or worse, shot someone. Look at our crime statistics and ask yourself how did we get here? We are no longer upholding the laws and values that make a city a good place to live and work.

I hope this email makes a difference. I fear not, but 1 am sending anyway.

Kind regards,
Colleen

This is wrong what you are doing. STOP This is America and we came here and choose to stay here because of the Constitution. Earning the right to vote shows a persons' sincerity about contributing to the family, the neighborhood, and the country. WE are NOT a land of takers.

We see that you are trying to take over America, and turn her into a communist led country. WE the people do NOT want that. STOP
You will NOT be re-elected.

I am sorry you want to destroy America, and am ashamed of each one of you. https://outlook.office365.com/mail/[email protected]/AAMKADUxOW14ZjE3LTRKNDEtNGUzMS04MjAwLTIzNzdiYTdkMjc5NAAuAAAAAAC.. 1/2 1/11/22, 12:50 PM Mail - Agendadesk - Outlook

rights to all residents of the City of San
Jose
DO NOT VOTE FOR THIS :

I do not agree with any of the following:

1. Accept the memorandum from Mayor Liccardo, Councilmember Jones, Jimenez, Cohen and Foley.

2. Direct the City Clerk, City Manager, and City Attorney to add the following additional Charter Review recommendations to the special study session:
a. Amending City Charter Section 1602 Election Procedure to:
i. Extend municipal voting rights to all residents of the City of San José. b. Amending City Charter Section 1600. Municipal Elections to:
i. Move odd-numbered districts to align with Presidential Election Cycles ii. Move even-numbered districts to align with Gubernatorial Election Cycles

3. Direct the Office of the City Clerk to work with the Santa Clara County Registrar of Voters to determine the systems needed to support the extension of municipal voting rights to all residents of the City of San José.

Our Constitution is a document you ought to be well versed on, instead you are trying to pull this once great country apart by allowing people not in this country legally to vote. In no other country in the world are people given anything good if they attempt or enter it illegally.

The time, that you are paid to work, should be diligently spent to do good and promote laws that help NOT HINDER Americans!
You should be working on how to protect our cities and country not try and tear it apart.

If you vote for this amendment
I will not vote for you in any facet and I will not buy anything from any company that you are ever employed by.

I understand you are, in direct opposition to the spirit of the Constitution of the United States, daring to consider to allow illegals to vote in your local elections: It is very unwise. What is wrong with you?!! This is against the Citizens of San Jose, against California and against America and all Americans. And what would you do something like this without giving the citizens a chance to vote for whether or not THEY believe those here illegally should be allowed to vote in THEIR elections and change dramatically the fabric of their community?
Just what is to keep agents of foreign governments from seeking and gaining control of OUR government--starting with being allowed to vote in an election that is only for citizens of this country? This thing should never have even made it to this point and MUST die before it even gets to a vote!

Dear Sir,
I do not agree that non US citizen's should have the right to vote in any election in this country. It is unconstitutional and wrong.

I want to express my complete disagreement to this proposal.

Hello, my name is Camille Llanes-Fontanilla and l am a San Jose resident and Community advocate. I have lived in San Jose for 38 years.

I am sending this email in the event that I am not able to join the council session today and provide my public comment directly.

I am in full support of Councilmembers Magdalaena Carrasco and Silvia Arenas' memo in expanding the https://outlook.office365.com/mail/[email protected]/AAMKADUxOW14ZjE3LTRKNDEtNGUzMS04MjAwLTIzNzdiYTdkMjc5NAAuAAAAAAC.. 1/3 1/11/22, 12:45 PM Mail - Agendadesk - Outlook
voting rights to everyone living in San Jose. The road to a more inclusive, democratic, and racially just San Jose starts with ensuring that everyone has a voice and vote in local elections.

It is unfair to tax residents who have very limited representation and power in our society. According to New American Economy, it is estimated that in 2018, immigrants in the San José Metro Area - a portion of which are undocumented - brought in $5.3 billion in state and local taxes alone. Federally, the immigrant contribution is $12.9 billion. While immigrants help build our city's wealth, it is unfair that they do not have the power to make decisions over local ballot measures and elections. We need to end taxation without representation in our city and expand the voting power to all.

Beyond the economic power noncitizens bring to our City, for nearly 20 years I have worked alongside our brothers and sisters in our local schools, neighborhoods and businesses. In every instance they have demonstrated high levels of volunteerism and civic engagement to benefit us all, advancing youth and community programs, community outreach and participation in our democracy.

Expanding the vote will have a positive impact on all communities. San José Immigrants (green card holders and undocumented) are a diverse ethnic group that includes Vietnamese, Latino, Chinese, Hindi, African, Filipino/Tagalog, Europeans, and various other diverse communities. As part of our San José community, they contribute to building this city's wealth as business owners, teachers, tech workers, constructions, hospitals, hospitality, nurses, artists, nonprofit workers, promotoras and provide the pool of labor for all industries.

Additionally, through this Pandemic, the immigrant community has supported and protected our communities locally and nationally in every sector. I believe in the spirit of reciprocity and it's time for us to collectively show up for the immigrant/non-citizen community, just as they do for us all, time and time again. Expanding the voting power to all residents will benefit all communities in San Jose and create a more inclusive city.

Expanding the vote to all residents will align San Jose with a growing movement to expand the power to voter to all residents across the nation. Municipalities across the U.S. that permit non-citizens to vote in local elections. 11 of these municipalities are in Maryland, two in Vermont and one in California. New York has recently passed a measure to give voting rights to approximately 900,000 legal noncitizens. In 2016, voters in San Francisco approved Proposition N, which permits non-citizen parents of children in public schools to vote in school board elections. It is time for San Jose to join the movement for a deeper democracy and expand the voting power to all residents, including non-citizens.

Expanding the voting power to all residents is a racial and social justice issue. The history of excluding immigrants and marginalized people from voting comes from the legacy of white supremacy. During the first 150 years of our nation's history, over 40 states provided the right for non-citizens to vote. During colonial times, voting was tied to being white and property ownership and therefore excluded women, Black Americans, Mexicanos/Latinos, Natives Americans, and poor whites. As the population of communities of color grew in this country (1880's and 1920's), White elites enacted various barriers to prevent the poor, people of color and women from voting. Literacy laws, poll taxes, felony disenfranchisement laws, voter registration requirements and restrictive residency were instituted to disenfranchise millions of poor people, people of color and immigrants. Exclusion from voting was also tried to nativist views of belonging and residency. The women's suffrage, civil rights movement and Black, Asian, and Chicano movements played a critical role to end these unjust restrictions at state, local and federal levels. San Jose must now do its part to end voting exclusion tied to racial and social injustice and expand the voting power to all residents.

Members of the San Jose council,
Regarding:
a. Amending City Charter Section 1602 Election Procedure to: i. Extend municipal voting rights to all residents of the City of San José
Please consider the ramifications of allowing any resident to vote. I know it seems like a good idea, perhaps even noble. Please do not fall for this trap.

Here's the real danger, if there is no test of citizenship, then why can't the Chinese Communist Party have 1M temporary "workers" show up in San Jose for the next election, register to a corporate address and vote? And if you don't need citizenship to vote, why do you need to be a citizen to be elected? So, at what point do we end up with CCP members as Mayor and Councilmembers and in control of our city? - this is very much a slippery slope Lastly, I and many other concerned citizens will be taking notes on who votes yes... and we will encourage our families and friends to vote for your replacement. I don't like to be confrontational, but this is an incredibly important issue
Thank you,
Concerned Citizen

I would like our Mayor, City Council members and other Government representatives and those involved to hear the following comments on the 'Background' arguments for supporting Amending City Charter Section 1602:
"... our undocumented immigrant community - have always added to the legacy and growth of San José and should have every right to be part of the democratic process..

People from any of these countries 'could' have come here legally, but these folks didn't. So no, illegals don't have the same rights as people who came here legally. We welcome people to come here legally, that way we know who they https://outlook.office365.com/mail/[email protected]/AAMKADUxOW14ZjE3LTRKNDEtNGUzMS04MjAwLTIzNzdiYTdkMjc5NAAuAAAAAAC. 1/2 1/11/22, 12:44 PM Mail - Agendadesk - Outlook
really are, and can confirm and document them, and give them rights as citizens.
"...For context, during the first 150 years of U.S history, 40 states allowed non-citizens to vote in local, state and federal elections at different points, coming to an end as rampant xenophobia and racism narrowed the scope of voting rights to privilege those in power"
The wokeness of decrying ".. rampant xenophobia and racism' is sickening)
If you care about the integrity and Constitutionality of voting - then you would want to do your best to see that people understand our Constitution, our freedom, our flag, and for which and why it stands.

Written by Giovanni, I'm a California native - a Native American - and a descendant of legal immigrants. Thank you.

I understand you are voting to amend the city charter to allow all residents of San Jose to vote in municipal elections. My family is made up of immigrants and we are strongly opposed to this.

Residents need to be citizens and long time residents to know what America is all about. Voters must know the Constitution and understand what America was founded on. We can't have people voting who do not understand this.

Whenever we make a law we have to consider: What are the consequences if evil people take advantage of this law (evil people in public and/or evil people in government)? Here's the real danger, if there is no test of citizenship, then why can't the Chinese Communist Party have 1M temporary "workers" show up in San Jose for the next election, register to a corporate address and vote? Dear Council members,
I urge you to vote NO regarding allowing non-citizens to vote in municipal elections! Voting has always been a special and unique right reserved for U.S citizens who are the primary stakeholders in the operation of their cities. This is a VERY unpopular idea among the public and your vote of "NO" is the only way to truly represent your constituents!

Currently, there are 14 municipalities across the U.S. that permit non-citizens to vote in local elections.

Please expand the right to vote to all San Jose residents. Thank you for your time and consideration.

Sincerely,
Julia Barba
Resident of District 9

On tomorrow's (Tuesday 1/11) council agenda in the City of San Jose is an item of concern. Item 3.4 is a report and recommendations from the Charter Review Commission, the group that has been reviewing the City Charter and making suggested changes.

The link to the actual agenda (different from the first link above) is https://sanjose.legistar.com/View.ashx? M=A&ID=916180&GUID=F20265DD-133E-44C6-9D39-90BA13B640EC and the item is 3.4 - Charter Review Commission Report and Recommendations. You will see there are various memos linked to the item. The Memorandum link has the report with recommendations such as removing citizenship requirements for all applicable Boards and Commissions.

The memo from Mayor Liccardo and several Councilmembers asked that some of the recommendations be approved, and for Staff to schedule a special study session to discuss the remaining recommendations. Very late last Friday night, Councilmembers Carrasco and Arenas submitted their memo, which was posted this morning, asking that at that study session the topic of allowing all residents of San Jose to vote in local elections would also be discussed Tuesday, tomorrow, they will discuss whether or not to approve the report from the Commission, along with the other memos.

I demand you require full USA citizenship status for membership onto Boards and Commissions and all voting in public elections.

I am an immigrant who came here escaping Sharia Law, and it took me 12 years to be able to vote after I got to the US. I'm glad I had to wait. Because when I came here, I had no idea what America was all about. I was forced to study the Constitution to get my Citizenship and boy did I have to relearn everything. Imagine now if even more people who have no idea of what America was founded on, folks who don't have any idea what an inalienable right is, are voting en-masse.

Yes, it's true that there was no test of citizenship years ago. But that was when it took 6 months to go across the country. Times have changed.

And if you don't need citizenship to vote, why do you need to be a citizen to be elected? So, at what point do we end up with CCP members as Mayor and Councilmembers and in control of our city? (I know you think we already have that).

It's the beginning of a real slippery slope to losing our nation.

Last I won't be voting for them in any function again. Now I will ever do business with any firm that hires them in the future?
Thanks

Dear San Jose Leaders,
My name is Cathleen Trowbridge and I am a member of Showing up for Racial Justice at Sacred Heart and a local/District 3 voter. I am in full support of the memo from Councilmembers Magdalena Carrasco and Silvia Arenas on expanding voting rights to everyone living in San Jose. The road to a more inclusive, democratic, and racially just San Jose starts with ensuring that everyone has a voice and vote in local elections.
https://outlook.office365.com/mail/[email protected]/AAMkADUxOWI4ZjE3LTRkNDEtNGUzMS04MjAwLTIzNzdiYTdkMjc5NAAuAAAAAAC.. 1/2 1/11/22,12:40 PM Mail - Agendadesk - Outlook
While immigrants help build our city's wealth, it is unfair that they do not have the power to make decisions over local ballot measures and elections. We need to end taxation without representation in our city and expand the voting power to all.

During colonial times, voting was tied to being white and property ownership and therefore excluded women, Black
Americans, Mexicanos/Latinos, Native Americans, and poor whites. The womens' suffrage, civil rights movement and Black, Asian, and Chicano movements played a critical role to end these unjust restrictions at state, local and federal levels. San Jose must now do its part to end voting exclusion tied to racial and social injustice and expand the voting power to all residents.

Please expand the right to vote to all San Jose residents.

Thank you for your time and consideration.

Sincerely,
Cathleen Trowbridge

You cannot vote yes to allow non-citizens to vote in San Jose elections. It is ridiculous to think we have so many other issues in this city that need to be fixed and that our city officials are even considering allowing non citizens to vote in our elections.

It would be if more advantageous to the current citizens of San Jose if you would focus on the homeless situation, all the tent cities we have here, cleaning up the trash, the increasing crime going https://outlook.office365.com/mail/[email protected]/AAMkADUxOWI4ZjE3LTRkNDEtNGUzMS04MjAwLTlzNzdiYTdkMjc5NAAuAAAAAAC. 1/2 1/11/22, 12:38 PM Mail - Agendadesk - Outlook

Don't even consider it, we San Joseans are already outraged by the many last minute thoughtless decisions that have been made, but this one has the most potential to do the most damage.

This is clearly against the statutes of this fine city and the constitution of the US. You need to make a stand against this, or even your position is meaningless. Upon reading the memorandum your voting on in changing the city charter is not only wrong but it's committing treason. If you allow non citizens to vote your inviting any foreign agent to come in and https://outlook.office365.com/mail/[email protected]/AAMkADUxOWI4ZjE3LTRkNDEtNGUzMS04MjAwLTIzNzdiYTdkMjc5NAAuAAAAAAC.. 1/2 1/11/22, 12:36 PM Mail - Agendadesk - Outlook
threaten with our sovereign nation.

It's very act in voting in favor of this is treasonous. What is your goal? Is it to completely change the United States into a foreign country? Which country do you like so much that is better than the one your suppose to be serving it's citizens? You took an oath of office to up hold the Constitution? Why commit treason and not only ruin your political future, be assured each and everyone one of you will be made FAMOUS for this, but face criminal consequences.

It's not your right to do such a thing!
It's the citizens of this sovereign nations right to chose such actions and for you to do this is illegal and treasonous.

Proverbs 22:28 says ' Remove not the ancient landmark, which thy fathers have set.' God is watching and so are all us citizens of this great nation.

Sincerely,
Pastor Mike McClure

The thought of expanding voting rights to non-citizens is outrageously offensive and unpatriotic. Non-citizens who want citizens' rights can become citizens. I've worked with numerous immigrants born all around the planet, who became citizens - they say within 2 years time.

Maintain the citizenship requirement for all applicable Boards and Commissions. My hope is that citizens will bring and share knowledge of why matters exist and some considerations are more detrimental than beneficial where foreign born people are not aware.

We have more than enough problems and conflict throughout our city, passage of the 3 items written above will heighten the conflict.

[External Email]
Dear San Jose City Council Member,
I am a 4th generation Bay Area native and am gravely concerned about your proposal to open voting rights to non-citizens. To maintain a sovereign nation, that nation needs to be run and policy affected solely by its citizens.

You make note of taxes paid as if that's relevant. It's actually misleading. By your own estimation, 43% of the county's non- citizens are undocumented. You assume they are paying taxes v. being paid under the table, and not subject to taxes. You can't document taxes for someone not legally here! At any time, these non-citizens (whether legal or not) can go back to their native country. And yet, you propose that we allow them to dictate our policies as if they were a citizen? Citizenship quite bluntly has benefits, but your ill-conceived proposal would strip that away.

How ridiculous would it be for you as a US citizen to go to another country, and expect to dictate via your vote the policies of that country, without first becoming a citizen of that country? Would you expect to just because you paid taxes? How foolish! It doesn't work that way! My family came over and immigrated from Europe in the late 19th/ early 20th century. And, when they did they did it legally. They worked hard in family businesses and blue collar jobs to establish citizenship before assuming any expectation to vote and effect public policy.

You may say times are different, we're in the 21st century. But not really - let's be candid, this is really a political play. Give non- citizens voting rights so they can advance your agenda. Don't assume your constituency is so stupid! These are citizens of other countries and should not be dictating our policy.

What's next? Right now our borders are wide open. The burden to pay for those coming into this countr.y illegally, whether you want to admit it or not, is strictly the burden of American taxpayers! Do you truly want to bring millions across our borders and burden hard-working American citizens and even legal non-citizens? We can't even take care of our Vets. Our cities are overtaken with homelessness. More economic burden and yet your policies fail to address the basic needs of vulnerable citizens! Now, if you want to make the citizenship process easier, I'm all for that? Want to reduce the costs? Great idea. But, if you think you can turn over the voting rights of this nation to citizens of other countries, you're wrong and you're digging your own political grave. Vote this in and vote yourself out!

Dear Sergio,
I wanted to express my opposition to the idea of non-citizens voting. Voting is a right and privilege of citizenship in this country. The right to vote is something 1 personally had to wait many years to do as I went through the lengthy immigration process- first as a temporary resident, then a permanent resident and finally, a U. S. citizen. It was a wait that was worth it. While non-citizens should definitely work towards becoming citizens themselves, they should not be able to vote until they are in fact citizens.

An immigrant in your district,
Paulina Gregorek

Dear City Council Member(s),
I understand that on Tuesday, January 11, 2022, you may be voting on a study to determine if all San Jose residents including non-citizens should be allowed to vote in our City of San Jose elections. Respectfully, 1 along with many others, oppose even entertaining the idea of spending hard-working taxpayer funds to pay for a wasteful use of your constituents' time and money to perform this study. US Citizenship is a privilege and an honor; not to be handed out easily to those unwilling to make the sacrifice of time to wait for legal citizenship and investment into our country.

This email shall serve as my notice to all City Council Members that if you proceed with a study or move to allow all San Jose residents including illegal immigrants to vote in any election whether for a City of San Jose position or proposition, I along with many others won't be voting for you in any function again. Nor will we ever do business with any firm that hires you in the future?

Honorable Mayor and City Councilmember's,
I am writing in support of CM Carrasco's and Arenas's memo that will study the expansion municipal voting rights to all San José residents, and switching the timing of odd and even district elections to Presidential and Gubernatorial cycles, respectively.
https://outlook.office365.com/mail/[email protected]/AAMKADUxOW14ZjE3LTRKNDEtNGUzMS04MjAwLTIzNzdiYTdkMjc5NAAuAAAAAAC.. 1/2 1/11/22,12:33 PM Mail - Agendadesk - Outlook
It is not an accident that the most poverty stricken communities of districts 3, 5, & 7 are odd numbered and aligned with a low turn out election cycle. Likewise, I do not believe it is fair for our city to be part of the problem of "taxation without representation." This is our opportunity to embed true, representative democracy in our charter.

If you vote for this, I WILL remember you. I WILL work with those who supported this and I WILL VOTE FOR YOU when the time comes.

I urge you to please support and move to approve the memo from CM Carrasco and Arenas. Thank you!

If there is no test of citizenship, then why wouldn't we expect an influx of "temporary voters" at the next election? And, if you don't need citizenship to vote, why do you need to be a citizen to be elected?

RE: a. Amending City Charter Section 1602 Election Procedure to: i. Extend municipal voting rights to all residents of the City of San José
I'm a longstanding resident of San Jose and I implore you to NOT pass laws to let non-citizens vote! https://outlook.office365.com/mail/[email protected]/AAMKADUxOW14ZjE3LTRKNDEtNGUzMS04MjAwLTIzNzdiYTdkMjc5NAAuAAAAAAC.. 1/2 1/11/22, 12:31 PM Mail - Agendadesk - Outlook
Giving non-citizens the right to vote on city matters will make the city and its politicians easy prey to manipulation by special or even
criminal interests and completely undermine representative government. Citizenship and residency laws should matter. Otherwise the
constituents' voice in government (and vote) is watered down and eventually meaningless. That's not democracy. It's a recipe for corruption.

Do we want government decisions to be influenced by strong / responsible and rooted citizenry or transient/passerby interest groups with an agenda?
Do not dillute and destroy true representative government in San Jose.

I respectfully am astounded that you would even consider extending voter rights to non citizens. I can only conclude that it has more to do with your own personal advantage than the Constitution of the United State. The fact that this is even part of your agenda today, in good conscience, I will never again be voting for you or any bad idea you may concoct in the future or do business with any company you may be a part of.

Hello, my name is Domenic Lestochi and I am a San Jose Business Owner. I lived/worked in San Jose for over 8 years.
1 am in full support of council member Magdalaena Carrasco and Silvia Arenas memo in expanding the voting rights to everyone living in San Jose. The road to a more inclusive, democratic, and racially just San Jose starts with ensuring that everyone has a voice and vote in local elections. https://outlook.office365.com/mail/[email protected]/AAMKADUxOW14ZjE3LTRKNDEtNGUzMS04MjAwLTIzNzdiYTdkMjc5NAAuAAAAAAC.. 1/3 1/11/22, 12:30 PM Mail - Agendadesk - Outlook
In your own words tell us why this matters to you? or pick one of the following or try to get a couple in (you get about 1-2 minutes top)
It is unfair to tax residents and yet they have very limited representation and power in our society.

Expanding the voting power to all residents will benefit all communities in San Jose and create a more inclusive city.

Expanding the vote to all residents will align San Jose with a growing movement to expand the power to voter to all residents across the nation. Currently, there are currently 14 municipalities across the U.S. that permit non-citizens to vote in local elections.

Please Expand the right to vote to all San Jose residents. Thank you for your time and consideration Best,
Domenic Lestochi

I was really excited when I saw CM Carrasco & Arenas' memo that would expand voting rights. Dear Mayor Liccardo, Councilmembers, et al.,
Regarding your upcoming vote on the outrageous plan to disregard citizenship requirements to vote in San Jose elections, any person who votes to pass this bill will no longer receive any votes from me and will be actively campaigned against. Subject: Voting in Local Elections

Hello All:

The privilege of voting, which has been hard fought and defended throughout our country's history, should be guaranteed for citizens of this nation. https://outlook.office365.com/mail/[email protected]/AAMKADUxOW14ZjE3LTRKNDEtNGUzMS04MjAwLTIzNzdiYTdkMjc5NAAuAAAAAAC.. 1/2 1/11/22, 12:27 PM Mail - Agendadesk - Outlook
Do not erode what makes us a nation, state, county or city by allowing foreigners to vote in our elections.

People who move here from another country have an amazing opportunity, unlike anywhere else in the world, to become part of this nation. If immigrants want to vote, they need to follow the path to citizenship, thereby showing their commitment to all it means to be American. In doing so, they earn the privilege to vote.

Voting is a privilege, not a right.

Sincerely,
Emilie Kriech
