Subject: Please support Project: Activate in the Washington Community You don't often get email from Learn why this is important Dear Mayor and City Council,
Project:Activate is important to me because every child, especially those with fewer resources, need the ability to recreate!
Project:Activate is an initiative by Healing Grove Health Center to offer a sports program to low income children and youth in the Washington community. In order for this initiative to be successful, we need access to the public open spaces in our community: Tamien Park, the Washington Elementary turf field, and the Washington United Youth Center. I'm writing this letter on behalf of America Rodriguez, and I'm asking that you listen and respond to the request of this community. You can find a translated copy of the letter below, and view the original handwritten letter attached. You can learn more about the initiative at https://healinggrove.org/activate.

My name is America Rodriguez and I am a San Jose City resident. I have two requests that need immediate attention.

The Tamien Park grass field needs to be restored in order for it to grow better. It is so dry. I request that city hall give the local community priority in order to make a park's reservation.

Some time ago I was going to walk to the park and I saw that the grass had been deteriorating. I have also seen that they do not give it proper maintenance and last Friday I noticed that there were bottles of liquor thrown on the benches.

I would like to see priority given to us community members to have access to the park, as many times other people outside of our area are given access. Thank you very much for your attention, God bless you.

Sincerely,
America Rodriguez

Re: Amendment to Chapter 9.44, Regulation of Smoking, of Title 9, Health and Safety, of the San José Municipal Code in Alignment with City Council Policy Priority #18: Smoke-Free Housing
Dear Mayor, Vice Mayor, and Councilmembers:

I am writing to express our agency’s stringent opposition to the proposed ordinance unless amended. Excluding cannabis, or any other smoking, from regulation would make the ordinance unenforceable and therefore meaningless for protection from secondhand smoke for San Jose’s residents who live in multi-unit housing (MUH).

The ordinance was already flawed due to its failure to protect those who live in condominiums and duplexes, but at least it would have been a step toward improvement of the current situation for SOME residents. If the proposed exemption of cannabis is included, it would not.

Breathe California’s Secondhand Smoke Helpline, in operation for thirty years, gets as many or more calls recently about cannabis (or cannabis plus tobacco) than about tobacco smoke. It has become an even more critical issue since the pandemic, with so many people working from home, and there is clear evidence that secondhand cannabis smoke is just as toxic as secondhand tobacco smoke, which I provided in my most recent letter to you. Your own survey found that almost 40% of MUH dwellers in San Jose are bothered by secondhand cannabis smoke.

In addition, we believe that such a move will silence disadvantaged communities from even asking for their rights to healthy environments, as they already fear eviction if they anger landlords. Who will make the determination of which smoke is affecting them… no one. Landlords will not want to get in the middle of this decision. Nothing will be done. It would be better to have no ordinance and let victims of secondhand smoke feel empowered to complain, than to codify the right of cannabis smokers to hurt their neighbors.

And what messages does this send to our youth? Secondhand cannabis smoke is not harmful? Cannabis must be good? I do not have to worry about how my actions affect my neighbor? Please DELAY consideration of this ordinance until you have time for a more thoughtful decision, hearing from all sides. There are many ways to protect residents and still allow people to indulge in cannabis smoking, if that is the Council’s priority. There are ways to approach this without unintended consequences.

Please delay this decision,
Margo Sidener, MS, CHES

Dear Council Members,
As two UCSF researchers with an active research program on the health effects of cannabis, we strongly recommend against exempting smoking cannabis from the Multi-Unit Housing ordinance on smoking.

Please see attached letter outlining our concerns. We would be happy to discuss this in more detail.

Dear San Jose City Council Members,
We write this letter to express our concern about the ramifications of exempting cannabis from the Multi-Unit Housing ordinance on smoking. We are concerned about the potential public health impact and strongly recommend against this action for the reasons outlined below:

1. Inhalation of any form of smoke and particulate matter is harmful to human health.

Airborne particulate matter is harmful to human health.1-3 This has been well established and recognized by national health organizations, such as the Centers for Disease Control and Prevention (CDC).4 There is no evidence that cannabis smoke is different from tobacco smoke. Research has demonstrated that secondhand cannabis smoke is as toxic as tobacco smoke to vasculature.5

2. Smoking cannabis is associated with increased respiratory symptoms, cancer, and cardiovascular disease.6-9 The evidence base is emerging, but it is clear that there are harms. By exempting cannabis smoke, the city would be sending a message to adolescents and young adults that smoking cannabis is a harmless behavior.

3. Secondhand smoke is strongly associated with asthma in younger children and increased risk of heart disease and cancer in adults.10-12 Secondhand cannabis smoke contains many of the same toxic chemicals as tobacco smoke.13 Given that multiunit housing includes many children from racial and ethnic minority groups, we would again be placing these children at a disadvantage and worsening existing health disparities in children and adults.

4. This exemption would allow a “backdoor” to permitting smoking tobacco in multiunit housing. It is unclear how the city can enforce the tobacco ban if smoking cannabis is permitted. If someone is smoking, there is no easy way for the city to confirm it is cannabis. The city would again be allowing tobacco smoking in multiunit housing and exposing vulnerable populations to health risks.

Finally, the rationale for such an exemption is unclear. Most trials that have demonstrated benefit from cannabis have used pharmaceutical capsules, or oromucosal sprays. Very few studies have used plant-based smoked cannabis.14 Plant based extracts, tinctures, and edible products are widely available in dispensaries. There is no reason to permit smoking to allow access to medicinal cannabinoid products as there are many other options. 2 For these reasons, we urge you to reconsider exempting cannabis from smoking ordinances.

Sincerely,
Salomeh Keyhani MD MPH

2. Blair Beekman. Friday, January 21, 2022....San Jose public meeting practices. b. beekman <
Fri 1/21/2022 1:50 PM
Dear San Jose community and city govt.

I am continuing, to try to make adjustments, to my own thinking. I feel there can still be better answers, for the consent calendar language issues. I hope other people, in san jose city govt. are willing to continue, to try to make adjustments, at this time, as well.

There have been, a few, overall public meeting questions, I have been asking at public comment time, for months, now. And how, the public meeting agenda can have, a more organized, consistent way, that can ask for public comment, on each item.

There is also the issue, of the meeting minutes. Its practice of quoting and paraphrasing, public comment, has slowly become non-existant, since the beginning of Covid-19. And has disappeared completely, from public website, council calendar, for 2021. How can san jose city govt. and the city clerks office, return the meeting minutes, to be a regular part, of the public process. And how can city government staff commit themselves, to wanting to return, to writing good minutes, each week.

And also, how can the council agendas for RaOG, be placed on the public website, by 12:00 p.m. instead of 1:00pm, each week
I think this is a list, I will be working on, these next few months. I have been speaking to yourselves about it, often at public comment time, over the last six months, if not years.

We are in a transitional, experimental period, of what the future language, of the consent calendar, can be. I hope san jose city govt. can still be open, to want to work on possible ideas and changes, to the consent calendar language. The goal, is not being afraid, of how to continue to invite, the everyday public to the process. And from this, have guidelines & procedures,, that can make this process, safe, Public Record: 5

And for a continued efficient, public meeting process. I think a language to do this, for all sides, is still possible, It is from a review, of good guidelines, procedures and practices, at this time, I hope we can also work, to be considering,
- orders of the day,
- the closed session report,
- and the city manager's report.

These are items, that the chair, never asks, and does not much allow, time for public comment.

Public comment, is simply needed, for these items, sometimes. Yet a person from the public, has no way of asking, for public comment time to speak.  What do we do about this ? The mayor likes the concept, of a chairs discretion. And he likes the public meeting, to be as quick and efficient, as possible. In the simple name, of a faster public meeting, the mayor, often avoids asking for public comment, on these items. And when he does, it is only at his discretion.

This seems, way too arbitrary. It leaves things to chance. And allows , continued, more vague interpretations, that actually can slow, up the public meeting process. And makes it difficult to answer questions, of what exactly, are clear, good democratic, public meeting practices. And in how. we have to rely on the use, of a chair's discretion, each time.

I think the goal is ideas, of how good democratic rules, can then ask for, and invite, public participation. If we develop & allow, a good democratic rule system, it will give us organization, focus, and clarity each week, of our better practices.  And so we can all be clear, what can be, good rules of the road.

And from this, the public and city govt, can both be more clear, when exactly, they can reply, to orders of the day, the closed session report, and the City manager's report.  And from these, established, good democratic rules, a fairly efficient, public meeting process, can take place, as well.

This is some of the things, I will be working on, and asking city govt about, in the next few months.

I hope this is an interesting list, of things to work on. And you can be aware, of good practices, and ideas. As I think a good language and good rules, can actually work, to create, better, more open democratic practices. and better invite participation, from all parts of the community. These ways, can develop, happiness, & clarity, for a more efficient public meeting process, and community.

Lets not reward & celebrate fear, at this time. Lets celebrate, creative good democratic ideas & practices. And its continual negotiation & better development. 1/27/22, 11:56 AM Mail - Rules and Open Government Committee Agendas - Outlook https://outlook.office365.com/mail/[email protected]/inbox/id/AAQkADhhYzk3NTk1LTBmZDAtNDc4Yi1hN2Q0LTZjNmZjNTk5MT… 3/7 sincerely,

Dear community of San Jose, and sj city govt,
From my letter, at 1:50pm, today, below - I feel, it is the majority approval process, by council, when the public asks for items to be pulled - that is key, to the whole process,  I think, this is the standard bearer, in how we are working, and making decisions, at this time. I think we should learn, to stop avoiding, how these are ideas, that can be of help.

The majority approval by council process, would work to create, an organized, well-structured, public meeting process, that both the everyday public and san jose local govt, can understand.. It is ideas, that will not become, overly vague or arbitrary, week after week.  It is these sorts, of good democratic ideals, practices, amd ways of thinking, that work to bring ideas, of public meeting efficiency and community harmony,  And it is inviting, familiar, good practices, for continued, good community understandings & participation,
The current, new consent calendar language, worked specifically, to create ideas, in how to limit, if not completely end - public asks, for consent calendar items, to be pulled. Its language is vague, in how the public can ask, as well.

The current san jose city govt. is offering fear, when with trusted, good practices, there is not much need of it. It is offering, an idea of spite, when the san jose city charter commission process, worked on important future public meeting guidelines, and good democratic practices, all last year.

I hope this can be a time, we can still consider ideas of trust. And how to address, a language, for the future of the consent calendar - that public accessibility, can still be meaningful, important, well understood by all sides, and clearly seen in the language. I think, the-majority-approval-by-council process, works with good checks & balances. and good Brown Act interpretations, It offers, a steady, familiar, continual  understanding, and democratic rules & procedures. And that simply makes clear, for both the community, and sj city govt - how the public can always be invited to ask, if they want an item to be pulled .

An already established system, of checks and balances, makes the majority-approval-by-council process, appropriate, when there will be many people, asking for an item asked, to be pulled.

I think the majority approval by council process, may be what, sj city govt. is currently pivoting around. I hope we can begin, a more open, good- intentioned conversation, about the future of the consent calendar, legal language issues.  As we have to address, that with honest, open, good practices - the everyday public, and its public meeting efficiency, does not have to be feared. sincerely,

Dear Toni,
I wrote another, of my long, tedious letters today, to about 150 people, of san jose city govt.

And what I feel can be, the future of better practices, of the  sj city council, pubic meeting process.

And of, the sj council agenda, sj public website, and public meeting practices & procedures, as well.

There are ideas, I have been speaking about, for monhts now, at public comment time. It is hopefully, somewhat familiar to yourself. I think we can continue to work toward, a better language for the consent calender. And how it can be clear and simple, how the public, can ask for items to be pulled.

I feel, there can be wsys, for a sj city council public meeting agenda. to have, a more organized, consistent way, that can ask for public comment, on each item. And still offer, public meeting efficiency. As I am learning, to always look for ways, there can be, a more open public process.

These last two items, you and I, can more work on. The availablity, of meeting minutes, on the public website.  Its practice of quoting and paraphrasing, public comment, has slowly become nonexistant, since the beginning of Covid-19. And has disappeared completely, from public website, council calendar, for 2021. How can san jose city govt. and the city clerks office, return the meeting Public Record: 7

This may be a lot, to ask of you.  And can take some time. I hope we can work on these items. It is an organized, good list. I guess, now, is the time, to begin to work on these items.  And to simply begin, to familiarize ourselves, how you and I, both, can begin, to better consider these ideas, and work on them.

Hopefully, you can think about this letter, over the weekend. And re-read, my other letters of today, and their overall good intentions. i will write back again, early next week. And to see, what we can be begin, to better consider.

Blair Beekman. Monday Jan. 24, 2022.....Public Agenda. and Consent Calendar legal language.
b. beekman <
Mon 1/24/2022 12:38 PM
Dear sj community, and sj city govt,
Over the weekend, I have become more hopeful, how a person from the public, at the time of consent calendar, can still ask for an item, to be pulled, for separate review.  I am beginning to see the wisdom  the mayor is working on - and a possible, workable good shortcut, to a full majority council approval vote process, that i think we are trying develop, a new language around.

I hope we can continue to be open, to good language interpretations and ideas. We need to be dedicated, to not only public meeting efficiency. But good open practices, that can be clear and understandable, for both the public and city government, in the efforts toward, a more sustainable, good community process.

Once it is explained to myself, that the public can still be sure to ask, a single councilperson, or meeting chair,  if consent calendar items, can be removed for separate consideration,  This may be a time, to begin to direct my energy, to make sure that on the consent calendar language, of the public agenda each week,  can be clear and understandable, to the public, I have a helpful introduction, as an example, how the public can ask, if a consent calender item, can be pulled   ' .  May a councilperson, at this time, request or sponsor, an item from consent calendar, to be pulled, for separate review & public comment.' Examples, of current consent calendar legal language, on the public meeting agenda.. And a simple, few additional few words, for a future better language,  at bottom. sincerely,

Although I may  have a change of heart, how to view, the new language ideas, of sj city govt, the mayor, and city attorney,  for the future of the consent calendar - my initial feelings, can still be focused, in our current dialogue. For instance, I still feel, San Jose City government, is currently trying to hide, how the public can continue to be involved. And when San Jose, city govt.,shouldn't have to be afraid of this.

This is the current, new consent calendar language, is vague and is meant to limit - how the public can  ask, to have items removed, and to be heard separately. For a select few, who will know how this process, will work, I feel, there will be a continuing, to ask clarifying questions of procedure, that will slow up the meeting process. The goal should be, how the public meeting process, can offer clear, accessible, good guidelines & instructions.
'....Notice to the public: There will be no separate discussion, of Consent Calendar items, as they are considered to be routine, by the City Council, and will be adopted, by one motion. If a member of the City Council, requests discussion on a particular item, that item may be removed, from the Consent Calendar, and considered separately.'
Example #2,
A few additional words to describe, how the public can ask questions. '.....If a person, of the City Council, city govt. staff, or public, requests discussion, on a particular item - if sponsored, and asked for, by a councilperson - that item may be removed, from the Consent Calendar, and considered separately.'
p.s.

As I also been discussing for the past year now. I have a few other items, to address, a more clear way, that would take 15 seconds, for the council meeting chair  to state, all at one time,  that there can be public comment, at orders of the day, closed session report, and the city managers report.

Perhaps make this public comment time, limited to 1 minute.

And I hope, we can work, to put the meeting minutes, of the past year, back onto the public website.

And to make new commitments, to why it it is important,  meeting minutes,  be a part of the agenda 1/27/22, 12:00 PM Mail - Rules and Open Government Committee Agendas - Outlook https://outlook.office365.com/mail/[email protected]/inbox/id/AAQkADhhYzk3NTk1LTBmZDAtNDc4Yi1hN2Q0LTZjNmZjNTk5MT… 3/3 This message is from outside the City email system. I also want to ask Toni, if we can work - for the 1:00 p.m. Council agendas, to appear on RaOG agendas, by 12pm.

Dear VTA,
Although a bit bulky, please re-read, letter below, from Dec. 30.. Please reconsider, a vaccine mandate process. Please learn, to deeply respect, a person who is uncomfortable, with the vaccine process. And follow decent good practices, to continue their employment, accordingly.

Community public health is important. We also may be at, the beginning of the end, of the curve, in the rise of Omicron.

Learn the importance, of weekly testing, mask use, washing of hands, and social distancing.

Learn how, to more openly explain the benefits, of the vaccine process. And in what to better expect, from the nanotechnology involved. These are important ideas, of community public safety, and good morale, for our future.

Of course, the continued good work, of open public policies & accountability with technology, can offer a neutral place & framework,.for all sides, to try to be more clear, of their ideas and feelings, about the vaccine process. And how the vaccine process, can have, a more fair. open, and honest role, in decision making. And in the future of, our technology and policy making, in local communities.

To also note, Alameda County govt., a county with a heavy Democratic Party influence, is still not yet opting, for vaccine mandates.

I ask again, to please reconsider, a full vaccine mandate, for VTA workers, at this time  I hope you can learn, all the practices, programs, and good communication, that can take place -  if VTA administration develops,'strongly urge', programs, instead of, a vaccine mandate program.

And from,  'strongly urge' programs, learn to fully work with, VTA/ATU workers, on their terms, with weekly testing ideas, and other good practices, if they are uncomfortable, in taking the vaccine.

Dear Bay Area govts. and local communities,
To offer, in my 2nd letter, of today - As the name, Omicron, can suggest, we are trying to better understand, the future directions of this Covid-19 variant, and the future of the Covid-19 pandemic. We may be at new beginnings, to better control the pandemic, in the next few years.

Or that, it is possible, that by this time, next fall, the Omicron Covid-19, can mutate, into hurtful, new ways.  As the new, Covid-19 omicron variant is growing, and the need of community public health & safety provisions, is important, at this time - it seems there is an early promise, and an open, media process, that is offering, that the Omicron variant, may not be as strong, as the previous Delta variant.

It is from this, that it is my hope, that for at least, this winter- the state of Ca. may still have, a bit of time & room, in its choices, of how to address community public health & safety.  From this, it is my hope, local Bay Area govts. can continue to create, an openness & awareness of public health concerns, and the use of masks, in community gathering space. I feel these can be important ways, to help avoid, a mandatory vaccine process, for the private sector, and for local school children, by this February.

And where the vaccine process, is currently mandatory, in the Bay Area, for local govt. workers - we need to learn, how to better develop, and to continue - cooperative, negotiative, forgiveness plans, for those who will still be uncomfortable, with taking the vaccine.

I feel, we are looking for ways, we can all grow more comfortable, n living our lives, by better understanding  Covid 19, and the vaccine process. As I have been trying to much describe, this fall 1/27/22, 12:06 PM Mail - Rules and Open Government Committee Agendas - Outlook https://outlook.office365.com/mail/[email protected]/inbox/id/AAQkADhhYzk3NTk1LTBmZDAtNDc4Yi1hN2Q0LTZjNmZjNTk5M… 3/15 - we need to be continually looking for ways, to more openly describe - how taking the vaccine, can offer good health. for an individual person.  And that can help limit the future spread, of the disease, throughout a community, or area.

Yet, local elected officials, are having trouble. openly describing -  how do we learn to better talk about, and make clear, the nanotechnology involved, with the vaccine process. Many people, simply want good health, and will continue, to be willing to take the vaccine, and its boosters, in the following months and years.

Local Bay Area elected officials, need to learn, to more openly speak the language, of how everyday people, parents, and young people, in the SF Bay Area, are all learning, to openly acknowledge, address, and rationalize, how the vaccine process can become, a more regular part of our lives. And in, an ever growing world, of digital & internet technology.

We are at a time, to ask how ACLU surveillance and data collection technology guidelines, open public policies, and Ca. state legal precedents, based on good minded, civil rights and civil protections ideas, can offer a framework, toward a more shared role, between everyday community, and their local govt.  And create a neutral space, for all parts of a community, to help better address, navigate, and facilitate, our better democratic ideals, within the short term & long term, community public health questions of the Covid-19 era.

I feel this can help much, to address, hostility, confusion, and apathy, within a community.  I feel, with the ideas of a liberal democracy, we can work to structure, a cooperative, shared dialogue, of community accountability, open democratic sustainability, and peace.  These are ideas, of openness, community harmony, public health & safety, at this time. These are ideals, of a more participatory future, for local community democracy. And can help develop, a future of better public oversight. at the local level.
,
The past 20 years, of 9.11.01, continual war, and the Covid-19 pandemic,  are the ideas, of state violence and extremism, as how to build, long term, large scale, societal planning goals, both locally, and across the world. We are at a time, to better consider, how ideas of reimagnine, equity, open public policies, and accountability -  have also been also building, for years, if not decades. These are ideas, that are usually based on, peace, better reasoning, and simply to not harm each other, in the long term social planning questions, of community sustainability, at the local level. Collectively, this good thinking, at the local level, can eventually set an important course,  how our national and intl. govts. will then want to make, more life affirming policy decisions, in the future.

Commissioner Lara approves new coverage options for farms and agricultural businesses under state’s FAIR Plan
Insurance coverage will be available starting February 1st for farmowners, wineries, and other outdoor businesses previously ineligible for coverage due to outdated laws SACRAMENTO, Calif. – Acting to address the growing needs for a competitive insurance market for farmowners, wineries, ranchers, and other outdoor agricultural businesses, Insurance Commissioner Ricardo Lara today approved the FAIR Plan to offer new commercial coverage for farm structure risks starting February 1, 2022. The FAIR Plan is an association made up of all admitted insurance companies to be the state’s property “insurer of last resort.”
“Agriculture is critical to our continued economic recovery. That’s why when leaders in this sector first shared their challenges in getting insurance coverage, we listened. We worked with Senator Rubio, Legislative leaders and the Governor to pass SB 11 to help address these issues,” said Commissioner Lara. “The Department of Insurance is changing how the FAIR Plan operates as part of a broader solution to help protect these businesses, especially those vulnerable to climate-intensified wildfires.” Following Governor Gavin Newsom’s signing of Senate Bill 11 authored by Senator Susan Rubio, the State Legislature and the California Department of Insurance have urged the FAIR Plan to act as promptly as possible. Not wanting to add to the FAIR Plan’s delays, the Department, in its approval letter, noted some additional commercial coverage issues overall that the FAIR Plan must resolve at a later date as the Department reviews the FAIR Plan’s entire commercial property insurance program in the months ahead to ensure it truly “takes all comers.” “Helping consumers hurt by devastating wildfires has been my top priority as Chair of the Senate Insurance Committee,” said Senator Susan Rubio, author of SB 11. “I am happy to see the Department of Insurance implement legislation I passed to protect California farmers and their workers.”
California’s farmers, ranchers, and vintners, among other agricultural businesses, live and work in more rural, outlying areas that may be especially vulnerable to wildfires.

This makes having more and better options for insurance coverage critical to these businesses’ ability to operate and thrive in their communities. “This approval means California’s FAIR Plan can do its job and add much-needed protection for those farmers and ranchers that have found their insurance policies canceled or non-renewed. Given the current wildfire challenges facing California, our agricultural community is fearful of what may happen this year without this additional coverage,” said Jamie Johansson, President of the California Farm Bureau Federation. “We thank Commissioner Lara for supporting and expediting this new coverage and Senator Rubio for championing this legislation to protect California’s farmers and ranchers. We know that we have a leader in Commissioner Lara to get things done and look forward to continuing to partner with him on long-term coverage solutions for California’s agricultural community.”

Media Notes:
· Commissioner Lara continues to work on increasing options for consumers, businesses, and communities across the state. One way he is addressing these urgent needs is by ordering the FAIR Plan to expand its coverage options, including ordering the FAIR Plan to begin offering more comprehensive coverage to homeowners such as expansion of coverage for liability, theft, contents, and other parts of a traditional homeowner’s policy.
· SB 11 was signed into law on July 23, 2021. It builds on Commissioner Lara’s efforts to give Californians more insurance coverage, particularly in high wildfire risk areas of the state.
· In 2019, Commissioner Lara ordered the FAIR Plan to begin offering more comprehensive coverage to homeowners including an expansion of coverage for liability, theft, contents, and other parts of a traditional homeowner’s policy.

Last year, a judge upheld the Commissioner’s authority to order the FAIR Plan to offer this new expansion of coverage.
· On November 19, 2021, Commissioner Lara amended the Plan of Operations for the FAIR Plan to increase its combined coverage limits, under its Division I Commercial Property Program, from $4.5 million to $8.4 million and, under its Division II Businessowners Program, from $3.6 million to $7.2 million. · These coverage limits have not been raised since at least 1997 and 1994 respectively despite the Consumer Price Index showing costs have nearly doubled during that time in California.

The California Department of Insurance, established in 1868, is the largest consumer protection agency in California. Insurers collect $371 billion in premiums annually in California. Since 2011 the California Department of Insurance received more than 1,000,000 calls from consumers and helped recover over $469 million in claims and premiums. Every week without fail I am warning the public about the inhumanity torture violent oppressive nature of the Jails.Constantly at public forum last year when both Peralez and Khamis began their fear mongering campaign “Dont do this do not pass Lauras Law you will only be sending vulnerable human beings to a torture chamber and compounding their suffering”.

Nope Peralez doesnt listen to me.He went against my 38 years of lived experience because Scott Kneiss Dilabough and the rest of that crew want to criminalize Poverty Homelessness sending Mentally Ill to their deaths in Jails ill equipped to deal with social Economic problems due to mass gentrification efforts under way by Dilabough and company.Listen when dilabough keeps talking safety safety. What he means is lock up any one who cant afford to live here cause the city is mine now.So basically they want this kind of criminal behavior to be done to Mentally Ill because I have warned them for years dont do it.What Say you Peralez??Bye bye Lauras Law.I will make certain it Public Record: 11

One of the problems with this particular forum is that only people who have experienced the horror violence oppressive conditions of Imprisonment should weigh in on the issue. To say that a person who has never experienced courts or jail or prisons that their opinion is going to be received as on par with Men who have been victimized by that system for Decades???This dilutes the conversation and purpose. We know that the Guards. Abuse authority savagely brutalizing demean humiliate dehumanize. This is what makes jails psychologically and physically harmful to health.Slavery in the 13th amendment to our constitution is Still legal.Which means that Jails serve as the Social and Economic means by which to create and maintain a Slave class of Citizens.Mostly Blacks and Chicanos. If these talks are to produce any significant change we need to first speak to the abuses violation of humanity dehumanization victimization of those experiencing generational poverty due to Redlining policy. We must talk of over representation of Chicanos in the system. We need to talk openly and accept that Money Class buys you justice and the poor go to prison.Unless we speak openly and Honestly about how we approach Justice we will never arrive at the degree of Humanity necessary to promote Justice.Justice today means revenge psychological torture violence neglect and an environment where you hear the most sickening vile sexual perversions spoken openly and laughed. You hear men cheer watching an inmate beat another man nearly to death.Violence and threat of violence is constant. This is what society calls Justice and expects a man to be released from this insanity to be a law abiding citizen???Jails by their design create a human sickness.Look to the Stanford Experiment. He exposes this sickness that Society  Calls Justice.I have over 35 yrs in Santa Clara County Jail.I went to the 6th floor shortly after Michael Tyree was Murdered by Guards. The feeling is indescribable because citizens on streets really think and believe themselves moral and ethical.HOW when they continue to permit this treatment of the Generationally poor marginalized oppressed.I lived with the Brutality of "D TEAM"I saw heard their mocking laughter after 5 guards beat kicked brutalized an inmate on literally hundreds of occassions was I exposed to this in name of Justice??D team would wear Kevlar lined gloves so the glove wouldnt rip as they savagely punch beat a helpless inmate. This shows a Sadistic premeditation to harm.I would ask Everybody interested in this topic to Read Philip Zimbardos Papers that he produced as Professor of Psychology at Stanford University.Let him guide this conversation.

Here are the conclusions and analysis of one of the most powerful revealing perplexing riddles known to Man Kind.I was in the System at the time these savage brutal killings were taking place. It is one of the Darkest Moments in American California History. So much Bloodshed Fear Suspicion Hopelessness helplessness powerlessness.Anxiety and vigilance was constant as word traveled thru the California System ...Another Homeboy got killed by the Gunner.A White guy. Got stuck by a Mexican Blacks hurt one of their own.The entire Prison System was constantly tense. We the Inmates were literally being Murdered Systematically and premeditatively.Fights Brutal Savage fights were being set up by guards as entertainment Thousands of Dollars they would bet while at the same time forcing rival gangs to keep the hatred and contempt fear we felt toward eachother  Intense. The Guards did at that time far more damage to the Gang issues in Prison then we did.It was entertaining and fun to be in control of Mens lives that they used this control to intensify Faction Violence that would take a decade more violence to resolve. It was during these years that men were coming out literally traumatized.Filled with Bravado but deep inside I kept wondering???Why Would I want to be a part of a society that is so sickened that it will place Men like that in charge of my life. They will abuse us make us fear for our lives daily make us uncertain powerless.Society had the nerve to tell me thats JUSTICE??That I deserved to be subject witness to ALL that violence and that is legitimate ??There is something very evil sinister calculating sadistic for any society to label that insanity justice.

A Luietenant who blew the whistle on the whole thing???He was found on side of Road On way to work.Shot Dead to the head.To this day of those 8 murders and 50 men who were shot and injured, NOT ONE PRISON GUARD WAS EVER HELD TO ACCOUNT for All of that...Again my Question..Society Calls that Justice??Society especially Santa Clara County is in no position to judge any man guilty or innocent considering how the wealth in this County was acquired.
