COUNCIL AGENDA: 2/8/2022
ITEM: 3.3
Memorandum

TO: CITY COUNCIL FROM: Mayor Sam Liccardo

SUBJECT: APPROVAL OF THE
2021 -2022 MID-

YEAR BUDGET

REVIEW REPORT
DATE: February 8, 2022

APPROVED:

RECOMMENDATION
Allocate $2 million from the Community and Economic Recovery Reserve to the Housing Departmen t to rehouse individuals living in Guadalupe River Park, and backfill the reserve using Measure E, Emergency Solutions Grant funding (ESG), or other relevant funding sources in the months ahead.

DISCUSSION
We have been informed by senior staff that the desire of Council to remain on schedule with the restoration of Guadalupe River Park to the public cannot be accomplished under the current timeline for Council approval of any allocation of Measure E funding. That is, if Council action to move Measure E funds cannot occur until May, staff and our Home First partners will lack the time they need to timely rehouse many of the occupants of the park.

Accordingly, we urge the allocation of this immediate funding to rapidly rehouse unhoused residents living in the park and along the river trail, with the expectati on that anticipated staff recommendations and Council action will backfill the Recovery Reserve with some combination of Measure E, ESG, or other funding .
