Sarah Papazoglakis <[email protected]>; Maciel, Zulma <[email protected]>; Rios, Angel <[email protected]> Dear sj community, and sj city govt,
I am beginning to see, a good reasoning, of simply allowing, one councilperson, to be allowed, to ask if they can have an item removed, and heard separately, at consent calendar. As we are all considering the ways. to work around the obvious good rules and guidelines, of a full majority, city council approval vote process.

Tessa Woodmansee, Paul Soto, myself, the sj city charter commission, and many others, in study sessions, and public comment time, for the past year, and even longer - have all been trying to consider, what can be ideas, of a more open, public, community process.

With this being the last year, of Mayor Liccados term in office, it is simply the time, to begin to better consider, the ideas of better public participation, and open democratic practices.  The ideas, of stability,, and its legal language issues, of a local community democracy, should be measured, in the ideas of peace, openness, civil protections, and our better reasoning. Not in the ideas, of continued war, fear, and its use of secrecy.

It is  good reasoned, open democratic practices, that can be important concepts, of sustainability, and harmony. From this, I hope we can be open, to continue the work, towards a clear, instructive language, the Consent Calendar language, for all  parts of the sj community.

And from this, a language, that offers, the public, a way to ask a councilperson, if they can 'sponsor', or ask for an item, to be pulled, from the consent calendar, and heard separately.

This offers, clear instructions, within the initial language, of the Consent Calendar public agenda each week.  How a person, can clearly ask, if an item, can be pulled, and listened to separately. And at the same time, gives the city council, the right of refusal, to a public request.

I have a helpful introduction, as an example, how the public can ask, if a consent calender item, can be pulled   ' .  May a councilperson, at this time, request or sponsor, an item from consent calendar, to be pulled, for separate review & public comment.' And I also have - Examples, of current consent calendar legal language, on the public meeting agenda.. And a simple, few additional few words, for a future better language,  at bottom.

Please - can someone from sj city govt -  take the time to write back - in the obvious love and care - I have for this issue.
sincerely,
blair beekman .

Example, #1
The goal should be, how the public meeting process, can offer, clear, accessible, good guidelines & instructions, for everyone, to better understand. Note, both examples, in bold, below. Note, the important differences, and better clarity, with a few, additional, helpful words. Example #1, is the current language.
'....Notice to the public: There will be no separate discussion, of Consent Calendar items, as they are considered to be routine, by the City Council, and will be adopted, by one motion. If a member of the City Council, requests discussion on a particular item, that item may be removed, from the Consent Calendar, and considered separately.'
Example #2,
I feel, a few additional words, can keep the same tone and purpose, of what is trying to be currently worked towards. Yet much better, help make clear, a future Consent Calendar language, that is inclusive, participatory, instructive, and understandable, for everyone. Notice use of the word 'sponsor', as a good clarifying term, as well.

The fact that I can tell you that with full confidence means you are sorely lacking. The fact that LA Senora was Humiliated last night because no interpreter was anticipated being  necessary means you are allowing Anglo perceptions to taint progress.Your perception of Redlining is inadequate for purposes of EQUITY.You will learn and I will tech you .We need Office Racial Equity directly involved.

Second, I don’t know if you saw past presentations on the Assessment of Fair Housing, but just wanted to note that we have used the redline maps extensively, many times. Here are some links to those memos/slides FYI:

On October 10, 2019,[1] staff presented an update on the Assessment of Fair Housing timeline and the draft community engagement plan to the Neighborhood Services and Education Committee. https://sanjose.legistar.com/LegislationDetail.aspx?ID=4134901&GUID=A1B79777-0F6D-475D-AF84- 5636F78CA9B8&Options=&Search=
In May and June 2021, Housing Department staff presented initial findings of San José’s fair housing needs at the following public meetings:

Third – I saw the redlining attachments that you forwarded to Martha and Councilmembers. Thank you! I had found those before online and had been looking for them again. Appreciate you sending those over. Very powerful - and horrifying.

Fourth - I wanted to confirm that your request was for notes taken at last night’s meeting by staff – is that correct?
Thank you –
Best,
Kristen

Dear Toni,
HI, can you review this letter, below, I sent to you, this past Saturday..

This is now, an organized set of ideas and questions. And that, I have been trying to talk about, at public comment time, for the past year, now.

I have shared this letter, and its ideas with you, a few times, now. I hope, we can begin to better talk about these things, this week, or soon. Try to write back, when you have the time. sincerely,

Dear Toni,
It seems a good rule of thumb, of the Brown Act, that Public comment, should be allowed, for all public meeting agenda items. And that, the city of San Jose, has 3 items, that continually avoids asking, for public comment, week after week, at the beginning, of an sj city council public meeting, in the name of better public meeting efficiency.

As I am learning, to always look for ways, there can be, a more open, public meeting process.

Do you want to begin, to better address some ideas, of my letter to you, from Fri.Jan. 21, 2022?.

There are 4 items,.I hope, you and I, can consider, and work on.

This may be a lot, to ask of you.  And can take some time. I think, the first two items, you and I, can discuss, and then would need, additional ideas & words, from city attorneys, and others from sj city govt. The last two items, we can work on, and hopefully answer, between each other. And in what can be, the duties of a city clerk.

This is a revised letter, from Friday January 21, 2022. It is now, a more organized list. These, long standing issues, that I hope, you and I, can begin, to better familiarize, consider, and address. It is arouind items, that Tessa Woodmansee, Paul Soto, and even the sj city charter commission, have also been trying to address. And with ideas, of more open, public meeting practices, and ideas of better community participation & trust.

Hopefully, you can think about this letter, over the weekend. i will write back again, next week.

And to begin to more honestly ask, what can we be begin, to better consider. Write back, sooner, if you can.

1. I feel there can be ways, for a sj city council public meeting agenda. to have a more organized, consistent way, that can ask for public comment, on each item. And can still offer, public meeting efficiency. This is an issue, of good public meeting practices, that if not addressed now, will simply have to be addressed, at a later time. I would like to offer, some good ideas & choices, how this issue can be addressed, now.

The mayor can make, a 15 second statement, at Orders of the Day, as follows -  " Orders of the Day, the Closed Session Report, and the City Mgrs report, can each have, 1 minute of 2/2/22, 8:42 AM Mail - Rules and Open Government Committee Agendas - Outlook https://outlook.office365.com/mail/[email protected]/inbox/id/AAQkADhhYzk3NTk1LTBmZDAtNDc4Yi1hN2Q0LTZjNmZjNTk5MT… 3/4 public comment, if asked for. And to also note, the public may ask, if a councilperson, would be willing to pull an item, from Consent Calendar, to be heard separately. " The mayor, only allows public comment, on these items, at his discretion. Public comment is sometimes needed for these items. And is simply not offered. To have, steady,, consistent, established good practices, and to state openly, how there can be public comment, for these 4 items, at the beginning of a meeting, is a very efficient way,,to better develop, simple, open, good, public meeting practices.  Public comment, can be 1 minute,, for 3 of the 4, first agenda items.

Consent Calendar, can continue to be, 2 mins.

2. To address the Consent Calendar language.  As the city council, will still have, the final vote, if the public asks for, an item to pulled, for separate review, at consent calendar time - why not offer, a few additional words, to the Consent Calendar language - to be sure, of better clarity, for the process. And from this, our more open, democratic practices. And that can respect, the previous Consent Calendar language. This can also respect, the previous era of the Occupy movement, where applicable.
".....it is preferable, city govt. and the everyday public, consult with a councilperson, or city clerks office, before a public meeting, if they want particular item, or items, pulled from the consent calendar, for separate review, on the day, of a public meeting... ....However, at the time, of the city council public meeting, if a person, of the City Council, city govt. staff, or public, requests discussion, on a particular item - if sponsored, and asked for, by a councilperson - that item may be removed, from the Consent Calendar, and considered separately."

3. The availability of meeting minutes, on the sj public website - and the practice, of writing, quoting, and paraphrasing, public comment, for meeting minutes, has slowly become, non-existent - since the beginning of Covid-19. And has disappeared completely, from public website, sj city council calendar, for 2021.

The sj city council, public meeting minutes, has always had an important function, of the community public meeting process. Its additional summaries, of public comment, makes it a more complete record, of a public meeting. As a public meeting synopsis, does not offer, public comment summaries, of a meeting.

At the January 25, 2022, sj city council meeting,  many sj committee agendas minutes, from the fall of 2021, were approved. These meeting minutes offered, what seemed, some very good standards, and possibly a good return, in how to summarize public comment, in two or three sentences.

How can San Jose city govt. and the city clerks office, bring a good return, to these regular good practices & care, of sj city council meeting minutes,  And what should be, the return of the sj city council meeting minutes, from 2021, as a regular part, of the public website calendar. 2/2/22, 8:42 AM Mail - Rules and Open Government Committee Agendas - Outlook https://outlook.office365.com/mail/[email protected]/inbox/id/AAQkADhhYzk3NTk1LTBmZDAtNDc4Yi1hN2Q0LTZjNmZjNTk5MT… 4/4 This message is from outside the City email system. 4. And to conclude, is there a way to work, for weekly city council agendas, to be placed - by 12:00pm, instead of 1:00pm - each Wednesday, on the RaOG agenda, and sj public website sincerely,

Subject: Support sports programs in this low income community of color You don't often get email from Learn why this is important Dear Mayor and City Council,
Project:Activate is  important to me because our children deserve the best we have to offer regardless of their race and socioeconomic status; I hope Project:Activate will soon become important to you. Please read the following letter and attachment, which describes its simplicity and elegance and how you can help!
Project:Activate is an initiative by Healing Grove Health Center to offer a sports program to low income children and youth in the Washington community. In order for this initiative to be successful, we need access to the public open spaces in our community: Tamien Park, the Washington Elementary turf field, and the Washington United Youth Center. I'm writing this letter on behalf of Anna Rose Gin, and I'm asking that you listen and respond to the request of this community. You can find a translated copy of the letter below, and view the original handwritten letter attached. You can learn more about the initiative at https://healinggrove.org/activate.

Saludos,
Anna Rose Gin

Dear Mayor Sam Licardo, Councillors of the City, and San Jose Parks, Recreation & Neighborhood Services, Director Jon Cicirelli,
My name is Art Cervantes , I am a San Jose City resident. I have two requests that need immediate attention.

The Tamien Park grass field needs to be restored in order for it to grow better. It is so dry. My second request is that the city give the Washington- Guadalupe neighborhood priority to reserve Tamien Park.

Best

Subject: City Council Meeting 2/1/2022: Agenda Item Number 10 You don't often get email from Learn why this is important Hello City Council and Fellow San Jose Residents,
Thank you all for your continued efforts throughout these last two years to fight COVID-19. I was amazed to hear that over 90% of San Jose over the age of 5 is fully vaccinated. I appreciate everyone’s diligence and desire to create a better future, and I appreciate our city leaders for promoting that vision as well.

In light of this, I’d like to ask our city to consider adopting a “ZeroCovid” strategy to eradicate the virus completely. I believe that by doing this, we can end COVID-19 in our city within just a couple of months and remove any chance that the virus will continue cause us harm in the future. We are more than capable of making the sacrifices this will take from each one of us. We all look forward to enjoying a healthy future. We can do it and it’s worth it!
Thank you again for your time and consideration of this, and I look forward to hearing your thoughts! Sincerely,
Isaiah

Hi Tessa,
Sorry, I never confirmed that I was able to this and I have a conflict that's come up since. Also, I don't mind meeting with residents/people individually in an informal manner, but if you want me to present a larger group that has a public link/invite go out, I would like to know about it first. These types of things take prep work and it's good to have an agenda in advance. There's a of topics that people who attend things like this want to know about and it would be good for to know of these things in advance.

Thanks,
Ryan
