Dear Honorable Mayor and City Council:
On behalf of the City of San José Library and Education Commission, I would like to thank you for your continued support of the San José Public Library and the many essential services it provides to our community.
The unprecedented COVID-19 pandemic has resulted in significant impacts to the City and Library’s ability to provide these services to our community, including the closure of libraries in March 2020 and a pursuant ongoing reduction in public service hours due to budget shortfalls. In the midst of the pandemic and budget reductions, our Library took action to quickly modify services, increase virtual and online programs, provide hotspots and technology devices, continue vital educational programs such as Career Online High School, stand up curbside “Express Pickup” for all materials, and maintain continuity of services to the community to the greatest extent possible. The Library was one of the first City departments to “reopen” its doors to the public as soon as staffing capacity and health and safety protocols allowed.
As was done before COVID-19, the Library aims to provide world-class free accessible resources, training, and support for literacy and education, as well as workforce development supports and many other skill building opportunities. As we look towards Fiscal Year 2022-2023, the Commission respectfully asks the City Council for the resources to provide our residents with the necessary services to transition out of this pandemic with support for the following priorities:
• A full restoration of hours at all library branches to pre-pandemic levels: permanently fund 47 weekly hours of service at all library branch locations and maintain the 24 weekly hours at the Mount Pleasant Neighborhood Library; permanently fund the 77 weekly King Library hours – which includes children and youth services hours; adapting branch schedules to allow Sunday hours where feasible; and adding operational capacity to support public hours restoration. • Fully fund Education and Digital Literacy Initiative and SJ Access staff positions and programming funding, including the continuation of publicly available hotspots and devices, as well as digital literacy programming.
• Annualize staffing to continue Equity, Diversity and Inclusion efforts • Library collection development support, particularly eResources for which there was increased demand during the pandemic
• Expanding Library juvenile material fines-free to fines-free for all materials; The Commission respectfully requests that the City Council prioritize the restoration of public service hours at all Library locations that were reduced in the 2020-2021 Adopted Operating Budget. The Commission asks that Library branch hours be restored on an ongoing basis to pre-pandemic levels. Last year, the Council prioritized access to lower-resourced branch communities by funding 47 hours of service on a one-time basis.
With this budget, the Council should make full-service hours permanent and restore hours throughout the remainder of the Library locations. Reductions to public service hours at any level most heavily burden more vulnerable, high-need communities that rely on the Library for services, as has been exacerbated by the pandemic. Further, in our highest need communities an adaptation of full-service hours to allow for access on Sundays would reduce barriers at very little additional cost. We support the restoration of public open hours, and the innovative approach to open specific branches on Sunday.

The Commission is thankful for the City Council’s continued support of the citywide Education and Digital Literacy Initiative, which was approved in May 2018. For FY 2022-2023, we support the proposal to continue funding for existing positions and hotspot connectivity. The Commission also supports the Library’s ability to continue Equity and Inclusion priorities, ensuring that marginalized adults and families have the access they need, and addressing inequities exacerbated by the pandemic. The Library led the development of Quality Standards for Early Education, Expanded Learning, College and Career Readiness, Digital Literacy, and Equity, Diversity, and Inclusion and established parameters for developing, assessing, and reporting on program quality, and incorporating an inclusive, equity-driven approach to Library operations, services, and programming. It is critical that the Library be able to continue to remove barriers and develop programs that are responsive to changing needs around equity and we support the request to annualize positions to sustain and build on this work.
The Commission supports the requested increase to the Library’s budget for collections materials, which provide critical access to knowledge and learning resources for all residents. As the cost of print materials, language materials, and Electronic Resources (eResources) continues to increase, the Library’s budget must be adjusted accordingly. The Library’s current budget for purchasing eResources, eBooks, and eMedia is not sufficient to meet the significantly increased demand that has occurred since the onset of the pandemic. The Library continues to fall further behind other libraries of similar size in number of resources and available content. In comparison to nearby library systems the San Jose Public Library serves a larger population, but offers 38% fewer eResources than Santa Clara County Public Library and 58% fewer eResources than San Francisco Public Library.
The Commission is grateful for the Mayor and City Council’s action that made the Juvenile Fine-Free Pilot permanent in 2020-2021, thus removing barriers for the Library’s youngest users and restoring access to the many educational opportunities the Library provides. However, Library fines and the fear of accruing them continues to keep adults from using the Library. More than 200 library systems across the United States have gone Fines-Free. Libraries in the Bay Area that have already gone completely Fines-Free include San Francisco, Oakland Public, Redwood City, Palo Alto, Sunnyvale, Hayward Public, Berkeley Public, Santa Clara County, Alameda County, San Mateo County, Contra Costa County, Marin County, and Sonoma County. During the pandemic, the Library waived fines for all to avoid further barriers for the most vulnerable populations during a time of economic hardship. In alignment with the City’s “Budgeting for Equity” process, the Commission believes that the ability to continue Fines-Free for all will be well worth the diminishing revenue from late fines to support recovery of highest-need communities from the pandemic.
The Commission respectfully asks the Council to continue to support the Library’s mission of providing every resident from childhood to adulthood the opportunity to attend programs, obtain career coaching, earn a high school diploma, learn to use technology, or do their homework with their family, regardless of where they live, their financial status, or the barriers they may face on a daily basis. We appreciate your consideration of the important, relevant services provided by our public libraries and the benefits they offer when prioritizing the City’s budget for the coming fiscal year.

This site is across the street from: Edenvale San Jose Library, close walking distance to Hayes Elementary School, Davis Middle School, Hayes Mansion City Park.
Children, mothers, dads, grandparent, neighbors, all walk to and from the above locations and within our neighborhood. Children, mothers, dads, grandparent, neighbors, feel very Un-Safe with an idea of a Home Key Project within their neighborhood.
Think of the children
Dozens of residents said they fear for their safety if unhoused residents are allowed to live in the neighborhood. Many characterize the homeless as drug addicts, alcoholics, mentally unsound and violent and suggest placing them in the neighborhood poses a serious threat to their families.
“I want to ask the supporters one simple question: You want to save 60 kids through this housing—how about the 600 kids in the neighborhood you’re putting at risk?” A woman who only identified herself as Nimish claimed the project would destroy the neighborhood and suggested the decision makers would not consider raising their children near a homeless shelter.

I have been trying to work with my District 8 representative (Sylvia Arenas) on 2 important issues:
1. City wall maintenance - The City of San Jose is responsible for maintenance of many city walls. In District 8 especially has many walls that are crumbling. I have contacted the District 8 office and and the San Jose Department of Transportation many times over the past 3 years. but am told that there is no budget for wall maintenance. Over time, all city walls will crumble due to lack of maintenance. Please immediately approve an ongoing $250k/yr (inflation adjusted) for city wall maintenance.
2. For several years I have been contacting the District 8 office regarding a safety issue at the corner of Quimby Rd and Marston Way. This is an unsafe crossing used by elementary school children daily. I was able to work with the San Jose Department of Transportation to perform a survey, but on the day of the survey I found the city worker napping in his city issued car at the intersection during the survey. Please find solutions for this very dangerous intersection where school children cross daily.
