SUBJECT: FEDERAL AVIATION ADMINSTRATION GRANT FUNDING FOR THE

AIRPORT TERMINAL AMERICANS WITH DISABILITIES ACT

PROJECTS

RECOMMENDATION

Adopt a resolution authorizing the City Manager to apply for, execute, and accept upon receipt, Airport Terminal Program grants from the Federal Aviation Administration (FAA) under the Infrastructure Investment and Jobs Act of 2021, referred to as the Bipartisan Infrastructure Law in a total amount not to exceed $40,000,000 for the Airport Terminal Americans with Disabilities Act (ADA) projects below:

(a) Phase 2 Terminal A Ground Transportation Center – accessibility improvements to terminal ground transportation infrastructure and other terminal ground transportation elements;
(b) Phase 3a Terminal Package – accessibility improvements to terminal interior spaces; and (c) Phase 3b Consolidated Rental Car Facility (CONRAC) - accessibility improvements to exterior and interior locations around the building.

OUTCOME

Approval of this recommendation will allow the City of San José (City) to apply for, execute, and accept federal grant funds to partially reduce the City’s out of pocket costs for projects that improve access and usability of the Norman Y. Mineta San José International Airport (Airport) to passengers.

The Bipartisan Infrastructure Law is a once-in-a-generation investment in America’s transportation network. It will modernize infrastructure, increase equity in transportation, help COUNCIL AGENDA: 3/22/22

fight climate change, strengthen the supply chain, and create jobs. Through the Bipartisan Infrastructure Law’s Airport Terminal Program, $5 billion has been appropriated to provide competitive grants for airport terminal development projects that upgrade, modernize, and rebuild the aging infrastructure at the nation’s airports. Over the next five years, FAA will be awarding these competitive grants to fund safe, sustainable, and accessible airport terminals and airport infrastructure. FAA released the Notice of Funding Opportunity for the Airport Terminal Program grants on February 22, 2022 with applications due to FAA on March 28, 2022 for federal fiscal year 2022 program funds. Specifically, for this project, FAA is accepting applications for projects that expand accessibility for persons with disabilities. The program would provide reimbursement of 80% of eligible project costs to the airport. The airport’s ADA projects would fit within the criteria for this potential grant funding.

ANALYSIS

The project will make significant accessibility improvements to the airport terminal buildings, roadways, parking areas, and CONRAC to expand access to those with disabilities and maintain compliance with the ADA, state, and local requirements. The project is comprised of four phases with three phases remaining for which the Airport is seeking grant funding.

Phase 2 – Terminal A Ground Transportation Center

Accessibility improvements will include, but are not limited to, modifying and/or reconfiguring entrances, routes, and signage. Additionally, this project will make improvements to the current layout to increase pedestrian safety and maximize the overall efficiency ground transportation operations and ease of use for passengers and vehicles. Specific improvements will modify crosswalks, ground sloping, sidewalks, curbs, pavement markings, handrails, stair treads, and signage.

Once the phase starts construction, it will take approximately 12 months to complete with a budget of $19.0 million.

Phase 3a – Terminal Package

This phase contains accessibility improvements within Terminals A and B, the Federal Inspection Services Facility, and Terminal A+. Items that will be addressed in this phase include specifically modifying and/or reconfiguring bathroom partitions, toilet accessories, baby changing stations, drinking fountains, millwork (counters and sinks), doors/door hardware, signage, and displays.

Once the phase starts construction, will take approximately 16 months to complete with a budget of $12.2 million.

Phase 3b – CONRAC

This phase consists of accessibility improvements within floors 1 through 7 of the airport’s CONRAC and will specifically include modifying and/or reconfiguring bathroom partitions, toilet accessories, drinking fountains, and signage.

Once the phase starts construction, it will take approximately 12 months to complete with a budget of $8.8 million.

CONCLUSION

The proposed projects will improve access and usability for airport passengers. Authority to accept federal grant funds will reduce the City’s costs for the projects and help the Airport advance the timing for these projects.

EVALUATION AND FOLLOW-UP

The Director of Aviation shall be responsible for coordination of the grant programs and shall render overall supervision of its progress and performance. City Council approval will be sought as construction and purchasing contracts are awarded in accordance with the project schedule.
