BACKGROUND

The BIL is a once-in-a-generation investment in America’s transportation network. It will modernize infrastructure, increase equity in transportation, help fight climate change, strengthen the supply chain, and create jobs. Through the BIL’s Airport Terminal Program, $5 billion has been appropriated to provide competitive grants for airport terminal development projects that upgrade, modernize, and rebuild our nation’s aging infrastructure of the nation’s airports. Over the next five years, the FAA will be awarding these competitive grants to fund safe, sustainable, and accessible airport terminals and airport infrastructure. The FAA released the Notice of Funding Opportunity for the Airport Terminal Program grants on February 22, 2022, with applications due to the FAA on March 28, 2022, for federal fiscal year 2022 program funds.

Specifically, for this project, the FAA is accepting competitive based applications for terminal focused projects that improves the usability of terminals. The program will provide reimbursement of 80% of eligible project costs to the Airport. Roofing replacement and refurbishment would fit within the criteria for this potential grant funding.

ANALYSIS

The project will make improvements to the roofs of the Airport Terminal Buildings. The project is comprised of four segments for which the Airport is seeking grant funding.

Terminal A Roof Replacement

This project funds the reroofing of the Terminal A building which was constructed in 1989. This roof has been in place for over 30 years and has reached the end of its useful life. Replacement of this roof is necessary to avoid future issues with water intrusion, including water leaks into passenger areas.

The total project for this segment will take approximately 6-8 weeks with a budget of $2.5 million.

Terminal A+ Roof Replacement

The Terminal A+ building was given to the Airport by American Airlines and is a separate building from the rest of Terminal A. The building was built as an extension of Terminal A and was engineered to last until 2021. As a result, the roof of the Terminal A-Plus building will be at the end of engineered life in 2021-2022. The last known roof replacement was performed by American Airlines prior to the Airport taking ownership of the building.

The total project for this segment will take approximately 4-6 weeks with a budget of $1.875 million.

Federal Inspection Station Roof Replacement

This project funds the reroofing of the FIS building that will be at the end of its useful life in 2021-2022. The current roof is at end of life and needs to be replaced.

The total project for this segment will take approximately 4-6 weeks with a budget of $1.25 million.

Terminal B Skylight Refurbishment

This project funds the refurbishment of the Terminal B skylights for the concourse and baggage claim areas. These skylights are starting to fail and risks leaking during adverse weather conditions. This project will refurbish the skylights, which will mitigate the risk of leaks and potential slip-and-fall injuries.

The total project for this segment will take approximately 3-5 weeks with a budget of $500,000.

CONCLUSION

The proposed projects will improve usability and safety of the Airport to passengers. Authority to accept federal grant funds will reduce the City’s costs for the projects and help the Airport advance the timing for these projects.

EVALUATION AND FOLLOW-UP

The Director of Aviation shall be responsible for coordination of the Grant Programs and shall render overall supervision of its progress and performance. City Council approval will be sought as construction and purchasing contracts are awarded in accordance with the project schedule.

CLIMATE SMART SAN JOSE

COORDINATION

This memorandum has been coordinated with the City Attorney’s Office and the City Manager’s Budget Office.

COMMISSION RECOMMENDATION/INPUT

The Airport Commission has not been briefed on this project.

FISCAL/POLICY ALIGNMENT

The San José Municipal Code requires that capital projects at the Airport be consistent with the adopted Airport Master Plan. The proposed improvement project would be a minor alteration of existing Airport facilities and is therefore consistent with the adopted Airport Master Plan pursuant to San José Municipal Code Section 25.04.210(B)(4).

COST SUMMARY/IMPLICATIONS

Funding for the Terminal A Roof Replacement, Terminal A+ Roof Replacement, FIS Roof Replacement, and Terminal B Skylight Refurbishment projects is currently allocated in the out- years of the Airport Capital Improvement Program. Grant funding, if awarded, will be used to offset all or a portion of the costs of the projects. Budget actions to appropriate the grant funds will be brought forward separately for City Council consideration.
