SUBJECT: ACTIONS RELATED TO OPEN PURCHASE ORDERS FOR AS-REQUIRED

PROFESSIONAL AND TECHNICAL TRAINING COURSES
RECOMMENDATION:

Adopt a resolution authorizing the City Manager to:

(a) Execute open citywide purchase orders with Oready, LLC (Campbell, CA) and Sarder, Inc. (New York, NY) for up to four one-year option terms through April 26, 2026 for as-required professional and technical training courses with a maximum aggregate compensation not-to-exceed $320,000 for the option term beginning April 27, 2022 and ending April 26, 2023, subject to the appropriation of funds; and

(b) Amend purchase orders as required for any unanticipated changes, such as increases in demand or to move funds between purchase orders, subject to the appropriation of funds.

Desired Outcome: Authorizing the City Manager to take this action will allow City staff to continue to participate in professional and technical training courses as required.

BASIS FOR RECOMMENDATION:

City of San José (City) staff periodically require training in a variety of professional and technical areas.

Areas of training include core skills, deep technical, essential framework and methodologies, professional, and security.

In January 2021, the Finance Department issued a Request for Bid (RFB), in coordination with the Information Technology Department, for as-required online, in person, and on demand technical and professional training courses and certifications. Areas of training include core skills (such as communications, change management, presentation, and customer service), deep technical training (such as Microsoft, VMWare, Oracle, and Nutanix), essential framework and methodologies (such as graphic design, business process automation, and project management), professional training (such as Microsoft Office 365, business intelligence, and business writing), and security training (such as Check Point, Microsoft, and International Association of Privacy Professionals). The RFB was viewed by 59 companies and three responsive bids were received prior to the submittal deadline. Oready, LLC requested and received the City’s local business enterprise preference for its office located in Santa Clara County. This preference did not affect the award recommendation.

Based on the bid results, a notice of intended award was issued recommending award to the two lowest priced, responsive, and responsible bidders: Oready, LLC and Sarder, Inc., and no protests were received.

COUNCIL AGENDA: 04/05/2022
FILE: 22-438
ITEM: 2.10

The City subsequently issued purchase orders to both vendors under the City Manager’s authority for $160,000 each for the initial one-year term ending April 26, 2022.

Approval of this recommendation will allow staff to issue up to four additional annual purchase orders to each vendor to continue to make these training courses available to staff citywide.

Climate Smart San José: The recommendation in this memorandum has no effect on Climate Smart San José energy, water, or mobility goals.

Commission Recommendation/Input: There is no commission recommendation or input associated with this action.

COST AND FUNDING SOURCE:

These are citywide purchase orders. Ordering and billing are decentralized so each department places orders as required, subject to the appropriation of funds.
