SUBJECT: AMENDMENT TO THE PURCHASE ORDER WITH CURRIE EQUIPMENT, LLC, DBA JS COLE COMPANY, INC. FOR EARTHMOVING AND CONSTRUCTION
EQUIPMENT RENTAL SERVICES
RECOMMENDATION:
Adopt a resolution authorizing the City Manager to amend open purchase order OP 59626 with Currie Equipment, LLC (Novato, CA), dba JS Cole Company, Inc. for earthmoving and construction equipment rental services, to retroactively extend the purchase order from November 30, 2021 through August 31, 2022, and to increase compensation by $450,000 for a revised maximum compensation not-to-exceed $1,050,000.
Desired Outcome: To ensure the availability of earthmoving and construction equipment for water treatment plant operations, winter storm preparedness, fire prevention, emergencies, and disaster management throughout the City of San José (City).
BASIS FOR RECOMMENDATION:
The Fleet Management Division (Fleet) of the Department of Public Works oversees construction equipment rental services for various departments that have a need to rent earthmoving equipment. The earthmoving equipment is utilized for large scale projects to ensure roadways and waterways are clear of debris. Due to supply chain disruptions and shortages, Fleet has experienced delays on purchases for new equipment and repair parts for current Fleet assets. Rentals help minimize operational impacts by providing Fleet access to earthmoving and construction equipment on an as-needed basis when current assets are under maintenance.
On November 29, 2016
1, City Council authorized the execution of annual purchase orders to JS Cole Company, Inc. as a result of a competitive solicitation, with the last option expiration date of November 30, 2021. Fleet staff was unaware that the City Council authorization for JS Cole Company, Inc. had ended until a request was submitted to conduct a new solicitation and extend current services in 2022. Finance staff currently is preparing a new competitive Request for Bid to solicit these services on behalf of Fleet. Approval of the recommendation will allow staff to extend the current purchase order through August 31, 2022 to ensure the City continues to receive these essential services with minimal impact to operations until a new bid is completed and awarded.
Climate Smart San José: No proposed changes to service delivery, programs, or staffing that has significant community/resource impacts, including any negative impact on Climate Smart San José energy, water, or mobility goals.
Commission Recommendation/Input: There is no commission recommendation or input associated with this action.
