SUBJECT: SEE BELOW DATE: April 14, 2022
____________________________________________________________ Approved by: Date: 04.14.22
____________________________________________________________ SUBJECT: APPROVAL OF CITY HALL FREE USE ON SATURDAY, MAY 7, 2022 BY THE DISTRICT 3 OFFICE FOR THE SAFER STREETS TOWN HALL EVENT.

RECOMMENDATION

1. Adopt a resolution authorizing “Free Use” for events and activities held at City Hall on Saturday, May 7, 2022 for the Safer Streets Town Hall hosted by the Council District 3 Office.

2. Approve the Safer Streets Town Hall as a City Council Sponsored Special Event and approve the expenditure of funds.

4. Place the item on the April 26, 2022 Council Agenda for action.

BACKGROUND
In June 2019, the City adopted the Schedule of Fees Resolution No. 79138, Section 13.080 for Free Use of the City Hall Facility and Plaza Use. Presently, the resolution allows the City Council, Redevelopment Agency Board, and City departments to have “Free Use” ofthe facilities for those events that 1) qualify as official City business; 2) are free and open to the public; 3) occur on a Sunday through Friday; and 4) are booked 30 days in advance.

Resolution No. 79138 does not apply to free use requests for Saturday events and as such City Council approval is required to authorize free use for the Safer Streets Town Hall event on Saturday, May 7, 2022.

The Safer Streets Town Hall will be focused on helping to educate the community about the current Vision Zero initiative and priorities within our city. It will also allow the community

to share their experiences about street safety in San José. The Council District 3 Office seeks approval for the free use of City Hall facilities to hold its Safer Streets Town Hall. The event is free and open to the public.

ANALYSIS
Approval for this event’s free use designation is required because the event will be held on Saturday, May 7, 2022. This event will allow for greater participation if scheduled on a Saturday as it would accommodate the schedules of those community members who work during the weekday.

The Safer Streets Town Hall hosted by Councilmembers Peralez and Foley will welcome guests of the Vision Zero Task Force to share information and a presentation from city staff on the current Vision Zero initiative and priorities. After the presentation, attendees will have the opportunity to engage in smaller breakout groups where they will be able to share their experiences and stories when it comes to street safety in San José.

Breakout groups will then have an opportunity to report back to the larger group to share their stories. There will also be an open mic for community members to share their comments, concerns and ask questions to city staff.

Throughout the event, participants will be able to learn more and engage with community partners such as the Vision Zero Task Force, Silicon Valley Bicycle Coalition, Cal Walks/Walk San José, and the AARP about their efforts to improve street safety. These organizations will also have informational tables throughout the Rotunda. The goal of this event will be to work together as a community to help prevent tragic incidents on our streets.

PUBLIC OUTREACH/INTEREST
The Office of the City Clerk will post the item on the City’s Website for the April 20, 2022 Rules Committee Agenda and the April 26, 2022 City Council Agenda.
